December 5, 1966
' Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Cochrane, Secretary Watt,
Board Members Florence, Hodgkins and Kenney and Superintendent
Welch.
Minutes of the previous meeting read and approved.
Read letter from Town Counsel in regard to Addison-
Wesley Driveway to South Street. It was Town Counselts opin-
ion that the use of this strip of land in a residential area
for access to business "C" area would be a violation of the
zoning law for which the Building Inspector would be duty
' bound to take action.
Mr. Florence moved that on advice of counsel, the
Board of Public Works deny the request of Addison-Wesley Pub-
lishing Company to maintain a roadway connecting their property
to South Street in the general area westerly of their warehouse;
Mr.` Hodgkins seconded and it was voted.
Read letter from Reading Housing Authority requesting
that the new street, Frank D. Tanner Drive, going into the pro-
perty of the Housing for the Elderly Project be accepted by the
Town of Reading.
Mr. Hodgkins moved that the Department proceed with
the preliminaries for presentation at the Town Meeting; Mr.
' Kenney seconded and it was voted. -
The Board reviewed the Rules and Regulation for the '
use of the John Street Dump. Copies will be sent to the Se-
lectmen for perusal. After, printing, copies will be mailed
to holders of commercial dump permits.
Read note from the Superintendent regarding the
parking of cars on sidewalks which makes it impossible for
the- Department to plow sidewalks properly. This practice
forces pedestrians, and especially children, to walk in the
streets.
Mr. Hodgkins moved that the Board of Selectmen be
advised of the situation and requested to take effective steps
to prevent the parking of cars on streets during snowstorms.
The word "streets" should include sidewalks; Mr. Kenney '
seconded and the motion carried.
Read letter from Metcalf & Eddy, Inc. regarding fees
for incinerator design which stated they would consider the
figures given in their letter of June 28, 1966 firm until 1
July 1967. The data was, accepted as a point of information.
The Board discussed Special Town Meeting being
called the latter part of January 1967. Articles covering
Sewer Construction and the Incinerator will be inserted in the
Warrant.
Read note from the Superintendent in regard to regu-
lar meeting dates falling on December 26, 1966 and January 2,
1967. It was agreed that a meeting will be held on Wednesday, ,
December 28, 1966 instead of the aforementioned dates.

The undersigned, Board of Public Works of the
Town of Reading, in compliance with the provisions of
General Laws, Chapter 80, as amended by Chapter 63 of the
Acte of 1933, hereby certify that the list herewith contains
the names of persons against whom we have made betterment
assessments, together with the location of the land benefited
by the improvement and the nature and amount of such better-
ment assessment.
And such list is certified to you for the aurpose
of committing the same to the Tax Collector, as provided by
law.
