November 21, 1966
Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Cochrane, Secretary Watt, Board
Members Hodgkins and Kenney and Superintendent Welch.
Minutes of the previous meeting read and approved .
Read letter from Addison-Wesley Publishing Company
requesting a permit for an entrance to South Street to be used
for emergency purposes only and proposed letter to Addison-
Wesley.
Mr. Gregory Arabian, Attorney for the abuttors,
appeared before the Board and stated that the abutters were
opposed to the issuance of such a permit. Mr. Arabian cited
the alleged legal facets of the case. Mr. Cochrane requested
that Mr. Arabian send a summary of his comments to the Board.
The summary will be referred to Town Counsel for consideration.
Mr. Watt moved that the Board hold in abeyance the
letter to Addison-Wesley; Mr. Hodgkins seconded and it was
voted.
The Board adjourned temporarily at 8:15 P.M. to meet
as the Board of Survey.
The Board reconvened at 8:30 P.M.
Read note from the Superintendent in regard to the
labor situation and its possible effect during snowstorms this
winter.
It was agreed that the Superintendent will draft a

letter to the Personnel Board explaining the situation. After
discussion if the Board is in agreement, the letter will be
signed and sent to the Personnel Board. The Superintendent

was authorized to advertise for equipment operators and plow-
men for work during snowstorms.
Read note from Mr. Welch with reference to a balance
RE
of $5,700.00 in the Garage,Construction Account and erection
of a storage building at John Street. The Superintendent will
obtain the necessary data for presentation to the Board.
Read letter from the Reading Housing Authority in-
viting a representative to attend a meeting to be held at
3:00 P.M. , Saturday, November 26 for the tenants who are mov-
ing into the Housing For the Elderly. It was agreed that Mr.
Watt will represent the Board of Public Works.
Read letter from Vincent C. Fantasia, 3 Carmen
Street, Stoneham, and petition signed by 42 persons request-
ing that the Town of Reading cover the open culvert at the
corner of Lowell Street and Intervale Terrace, it being a
hazard to children in the neighborhood and an unsightly blot
on the landscape. Mr. Fantasia, the new owner, suggests in
the event the land cannot be utilized, that the Town might be
interested in purchasing the property.
It was agreed that the item will be added to the
construction program and accomplished when funds and manpower
permit. Mr. Fantasia will be so advised.
The Board conferred with the Conservation Commis-

sion on the Flood Plain Zoning Law. Copies of the report were
presented to Board Members for study.
The Board conferred with W. Franklin Burnham of the
Board of Selectmen with reference to complaint received from
J. Hynes who is the holder of a $20.00 commercial dump permit.
Mr. Hynes was refused permission to leave certain roofing ma-
terials at the Town Dump and requested the refund of $20.00.
The rules and regulations for the use of the John
Street Dump were cited. It was suggested that a copy of the
rules and regulations as amended May 25, 1964 be presented
with each commercial permit.
The Board signed the following:
Memorandum of Understanding (1966) - Chapter 90 Con-
struction - Haverhill Street
Billroll dated November 18
Payroll for the period November 12 through November 18
The Board considered the proposed 1967 budget at
length. No decisions were made. Further consideration will
be given to the budget at the next meeting.
