HomeMy WebLinkAbout1966-10-31 Board of Public Works Minutes 99 October 31, 1966 Meeting of the Board of Public Works opened at 8:00 P.M. in Room 16, Municipal Building. Present were Chairman Cochrane, Secretary Watt, Board Member Kenney and Superintendent Welch. Minutes of the previous meeting read and approved. Public hearing was held at 8:00 P.M. regarding the petition of the New England Telephone & Telegraph Company to install buried cable, as follows: WALNUT STREET: Northerly side, Northwesterly from Pole 96/9A to intersection of Red Gate Lane, approximately twenty (20) feet of buried cable. George Cooley, represented the New England Telephone & Telegraph Company. The petition was taken under advisement until November 7, 1966 when a hearing will be held regarding the proposed loca- tion of a Jointly-owned Telephone Company-Municipal Light Depart- ment pole which will be used in conjunction with the buried con- duit. Public hearing was held at 8:05 P.M. regardingthe petition of the New England Telephone & Telegraph Company to in- stall buried cable, as follows: PLEASANT STREET: Northerly side, northeasterly from Pole 75/12 to intersection of Osborne ' Avenue, approximately fifteen (15) feet of buried cable. 100 George Cooley attended the hearing and represented the Tele- phone Company. Mr. Watt moved, Mr. Kenney seconded and it was voted to approve the request. Read note from the Superintendent regarding conversa- tion whicht Melbourne s s he had with Mel ou ne Cumming , Pre ident, with reference to construction of a road on Addison-Wesley property. According to Mr. Cummings, he had no knowledge of the building of the road; it is not to be used as a regular exit or entrance, and a locked wooden gate will be installed with "Do Not Enter" signs at both ends. The road is to be used only in case of emergency and when Jacob Way is not available, i.e. , in case of fire, ice on hill, etc. Mr. Gregory Arabian, Attorney, and six abuttors at- tended the meeting and protested the issuance of a permit to Addison-Wesley to use the road as an exit or entrance onto South Street. The group was informed that Addison-Wesley had not applied for or requested the issuance of a permit. The legal aspects were discussed in detail. Mr. Paul Cornet, Assistant Vice President of Addison-Wesley, ,joined the meeting and confirmed Mr. Cumming6l conversation with the Super- intendent. Mr. Watt moved that Addison-Wesley be requested to obtain a permit for the road, that they give the Board of Public Works a letter spelling out their intended usage of the road as an emergency road and that temporary horses or other barricades 101 be placed on the road until such time as a permanent barrier is completed and the permit issued. Mr. Kenney seconded the motion and it was voted. Mr. Arabian will be advised of any developments. Read letter from Mrs. Leors F. Blood, 55 Hillcrest Road, requesting extension of the sanitary sewer main from 49 Hillcrest Road to service her property at 55 Hillcrest Road. It was moved, seconded and voted to incorporate the request in the sewer program to be processed in the future. Read letter from County Commissioners which stated that hearing will be held Tuesday, November 29, 1966 at 11:40 A.M. in anticipation of the improvement of Haverhill Street. It was accepted as a point of information. The Board signed the following: Billroll dated October 28 Payroll for the period October 22 through October 28 Order of Taking - Drain and Sewer Easement - Off Main Street, near #1056 Main Street Meeting adjourned at 8:50 P.M. to meet as the Board of Survey.
