HomeMy WebLinkAbout1966-07-18 Board of Public Works Minutes "l 1 ' July 18, 1966 Meeting of the Board of Public Works opened at 8:45 P.M. in Room 16, Municipal Building. Present were Chairman Cochrane, Secretary Watt, Board Members Florence and Hodgkins and Superintendent Welch. Minutes of the previous meeting read and approved as amended. Public hearing was held at 8:45 P.M. regarding the taking of an easement through private property Northerly of Sherwood Road for drainage and sewerage purposes. Mr. and Mrs. Gardner C. Knapp and Francis M. Kiley attended the hearing. According to the Superintendent, drainage was installed previously but drain easements were not obtained at that time. Present owners seemed willing to grant easements to the Town; therefore hearing was held. Releases from Damage were signed by those attending the hearing. It was moved, seconded and voted to take the easement as described. (See Plan 500-M-136) Read letters from Massachusetts Department of Public Works in regard to 1966 Chapter 90 Construction and Maintenance. They were accepted as a point of information. Read letter from Metcalf & Eddy confirming estimated fees for preliminary studies and design of an incinerator in the amount of $68,000.00 Prices are firm through January 1, ' 1967. Mr. Watt moved that an Article be prepared for the next Special Town .Meeting warrant requesting the additional funds, Mr. Hodgkins seconded and it was voted. l2 Mr. Florence moved, it was seconded and voted that Metcalf & Eddy be advised that the Board has decided at the first opportunity to ask for additional funds from the Town. When, as and if the funds are available, the Board will con- tact them. Read letter from Arthur E. O'Brien, 311 Haverhill Street, regarding the filling of a portion of a ditch and the drainage handled by buried pipe; and the Superintendentfs re- ply thereto. The project will be placed on the drainage pro- gram. Read letter from Norman F. Stultz, Attorney for Vernon Chandler, 140 Pine Ridge Road, in regard to softball games in the playground area adjacent to the Chandler property, - namely, Sturges Park. According to the Superintendent, a tempo- rary field has been made in the new area at Birch Meadow and softball playing at Sturges Park has ceased. Read petition from the New England Telephone & Tele- graph Company-Reading Municipal Light Department requesting permission to remove three ( poles on the Southwesterly P 3) P y side of Haverhill Street. Mr. Florence moved, Mr. Hodgkins seconded and it was voted that the request be approved. Read note from the Superintendent in regard to in- stallation of sidewalk in front of property at 51 Timberneck Drive. Mr. Watt moved, Mr. Hodgkins seconded and it was voted that a letter be sent registered mail advising Mr. La Creta that if the work is not completed by August 20, 1966, the side- walk will be replaced by the Town and costs assessed against the property. i 3 Read note from the Superintendent regarding land tak- ing off Grove Street. Town Counsel has agreed to prepare agree- ment forms for Miller and Bryant and request the Selectmen to vote to proceed with the takings. The data was accepted as a point of information. The Board discussed bid received for cleaning and sealing sewers. Mr. Hodgkins moved, Mr. Florence seconded and it was voted to award the contract to The Penetryn Company of New York (the only bidder) in the amount of $7,900.00. Read list of bids received for Bituminous Concrete as follows: Trimount Bituminous Products Co. $6. 64 per ton Essex Bituminous Concrete Corp. 6.97 " " Warren Brothers Roads Co. 7.77 " It Mr. Hodgkins moved, Mr. Florence seconded and it was voted to award the contract to the low bidder, Trimount Bituminous Pro- ducts Company. The Board signed the following: Billroll dated July 15, 1966 Payroll for the period July 9 through July 15, 1966 Sidewalk Assessments - Various locations Meeting adjourned at 10:30 P.M.
