HomeMy WebLinkAbout1966-06-27 Board of Public Works Minutes 67 June 27, 1966 The Board met at 7:00 P.M. at the Town Building j Parking Lot and visited Birch Meadow and Sturges Parks to observe use of fields . The Board convened at 7 :30 P.M. in Room 15, Muni- cipal Building. Present were Chairman Cochrane, Secretary Watt, Board Members Hodgkins and Kenney and Superintendent Welch. Minutes of the previous meeting read and approved. Received letter from Recreation Committee stating they do not now approve of extending Hartshorn Street to the swimming pool and building a parking area at the pool. Received applications for Bituminous Concrete Side- walk and Sloped Curbing from Numbers 9, 13 and 17 Elliott Street and 309 Raven Street (Elliott Street side) . Moved, seconded and voted to place applications on file for future installation. Read note from Superintendent stating that three owners of property be allowed to post-pone connecting with the sewer. The properties are 46 Scotland Road, 82 Orange Street and 56 Pearl Street. It was moved, seconded and voted to allow a post- ponement of one year at which time the conditions will be re- examined. The Board adjourned temporarily at 8:00 P.M. to meet as the Board of Survey. t3 The Board reconvened at 8:30 P.M. Received application from owners of properties at 146 Willow Street, 6 Summer Avenue and 10 Summer Avenue re- questing that the ditch just north of Summer Avenue be piped for a distance of about 180 feet. Superintendent reported that this is a 72 inch pipe and job would be fairly expensive. It was moved, seconded and voted to place the re- quest on file and consider it in the future as part of the storm drain program. Conferred with Mr. Cheney representing Metcalf and Eddy to discuss proposed consulting engineering fee for pre- liminary studies and design of an incinerator. Mr. Cheney stated the following fees are estimated by his company: $4,000. 00 for preliminary studies,$61,000.00 for design. In addition $3,000.00 will be needed for borings. Mr. Cheney i submitted detailed facts to substantiate his estimates. Mem- +j bars of the Board questioned Mr. Cheney at length. Mr. Cheney agreed to submit a letter summarizing the facts relating to his estimates . It was moved, seconded and voted to post-pone any action until letter is received from Mr. Cheney. Received letter from Selectmen relating to tax title property on Sunnyside Road. Read note from Superin- tendent stating that Sunnyside Road is not Board of Survey approved, thus extensions of utilities in the street would not be possible. 69 It was moved, seconded and voted to write Select- men that the Board of Public Works does not have any particular use for the land and to convey to them the information about the lack of any approved Board of Survey Layout. Received letter from Congregational Church request- ing permission to close off Sanborn Street from Lowell Street to Woburn Street on Saturday, September 17, 1966 for the pur- pose of holding a Street.Fair. It was moved, seconded and voted to approve the request. Received three copies of contract for pumping station from T. F. McCarthy, Inc. based on bids of June 6, 1966. These copies have been executed by T. F. McCarthy, Inc. and are accom- panied by proper bonds and insurance statements. ' It was moved, seconded and voted to sign the contracts which were then signed. The Board signed the Billroll of July 1, 1966. Meeting adjourned at 9:115 P.M. Respectfully submitted, Secretary 70 ADDENDUM TO MINUTES of June 27,1966 Considered list of bids received for two trucks on June 20, 1966. It was moved, seconded and voted to make the follow- ing purchases: - 1. One diesel operated Mack Truck plus oversized clutch for the bidP rice of $10,782.00. 2. One gasoline powered White Truck plus double channel chassis for the bid price of $8,383.08. Read note from the Superintendent relating to use of small play area at Sturges Park for League Softball games. It was moved, seconded and voted to request the League not to use field at Sturges but to use the regular softball field at Birch Meadow. Read note from the Superintendent stating that seven- teen property owners had ignored the first notices sent out notifying these owners that they must connect their homes with the sewer. It was moved, seconded and voted to send a second notice stating somewhat more firmly that connections must be made as required by law. Received petition from New England Telephone & Telegraph Company requesting permission to move Pole 32/46 on Summer Avenue six feet southerly so owner at No. 186 may have easier access to driveway. It was moved, seconded and voted to approve the pe- tition. Secretary
