Meeting of the Board of Public Works opened at 7:40
P.M. in Room 16, Municipal Building.
Present were Chairman Cochrane, Secretary Watt, Board
Members Florence, Hodgkins and Kenney and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read short report from Superintendent Welch on the
trip to College Park, Maryland, to view the refuse collection.
It was accepted as a point of information.
Read note from the Superintendent regarding an item
in the budget of $5,000.00 in the dump account to install a
culvert in a ditch so that a new area can be placed in use.
It is the Superintendent' s suggestion that the culvert be
' placed in the Eaton Street ditch with access to the new area
from the old brush dump and not from the present area because
it is more economical. The Board will view the area on May 16
before the Board Meeting.
The Board conferred at 8:00 P.M. with Frank Heaney
and Richard Jasper of Camp, Dresser & McKee, Consulting Engi-
neers, in regard to incinerators. Discussed were the various
facets connected with the installation, operation and mainte-
nance of incinerators. No action was taken on the selection of
a Consulting Engineer.
Public hearing was held at 8:30 P.M. in Room 2 regard-
ing the construction under the Betterment Act of a Bituminous
' Concrete Sidewalk with Granite Slope Curbing on the Easterly
side of Grove Street, from Lowell Street to Forest Street.

Eleven persons attended the Hearing. The Sidewalk
Program was explained to the abuttors. The meeting was opened
for discussion. Various abuttors expressed their opposition
to the installation of sidewalks and slope curbing. The group
attending the hearing voted unanimously in opposition to the
installations. Members of the Engineering Division were
present and answered technical questions and explained draw-
ings at the conclusion of the Hearing.
The Board reconvened in Room 16.
Mr. Watt moved, Mr. Kenney seconded and it was voted
to take the matter under advisement.
The Board signed the Billroll dated May 6 and the Pay-
roll for the period April 30 to May 6, 1966.
