April 11, 1966
Meeting of the Board of Public Yorks opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Cochrane, Board Members Florence,
Hodgkins and Kenney, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read petition from the New England Telephone & Tele-
graph Company - Reading Municipal Light Department requesting
permission to relocate pole 83/11 on South Street - south side
approximately four (4) feet southerly.
Mr. Florence moved, Mr. Hodgkins seconded and it was
voted to approve the request.
Read note from the Superintendent regarding easing of
water restrictions. After a discussion, Mr. Hodgkins moved,
Mr. Kenney seconded and it was voted that water may be used as
follows: -
1. Water may not be used for watering lawns at any time.
2. In all Precincts,water may be used without restrictions -
except lawns - on the following Saturdays only - April
16 - April 23 - April 30 - May 7 and May 14.
3. In Precincts 1 and 4 water may be used without restric-
tions - except lawns - on Mondays and Thursdays.
4. In Precincts 2 and 3 water may be used without restric-
tions - except lawns - on Tuesdays and Fridays.
5. Swimming pools shall not be filled except under a
special permit from the Board of Public Works Office.
Read letter from Stephen A. Thompson, Youth Counsellor
' of the Junior High Methodist Youth Fellowship, requesting permis-
sion to sponsor a car wash on April 30, 1966. Mr. Florence
moved that permission be granted, Mr. Kenney seconded and the

motion carried.
Read note from the Superintendent regarding the grad-
ing of the area just north of the Barrows School. Mr. Welch
outlined a plan showing a two-terraced proposal without con-
crete surfaces and fences costing approximately $12,000.00;
also, roughgrading the area, spreading a limited amount of loam
and sowing inexpensive seed, costing approximately $1,500.00.
It was agreed that a letter would be written to the School De-
partment for their reaction to the plans.
Meeting adjourned temporarily at 8:00 P.M. to meet
as the Board of Survey.
Board reconvened at 8:15 P.M. with Mr. Watt in at-
tendance.
The Board considered the request of Robert E. Lamb J
and Phyllis V. Lamb, 19 Shady Hill Lane for the installation
of slope granite curb in front of their premises for the sum
not to exceed $100.00.
Mr. Kenney moved the request be approved, Mr.Hodgkins
seconded and it was voted.
Read letter from Worthen H. Taylor, Director, Divis-
ion of Sanitary Engineering, State Department of Health, regard-
ing the taking of land for protection of wells No. 3 and 15. The
letter outlined the course to be followed for acquisition of the
land. Mr. Florence was of the opinion that the Town of Reading
should attempt to acquire a parcel of lend located in Wilming-
ton abutting the westerly property line of the Water Department
land and 100-Acre Meadow. The Department tried to acquire the
land previously but was unsuccessful.

' Mr. Watt moved that the recommendation be made to the
Town that the land as designated in Reading be taken by eminent
domain; it was seconded and voted.
It was agreed that the Superintendent will make in-
quiries again regarding the purchase of the aforementioned land
in Wilmington.
Read list of bidders on Sewer Construction as follows: -

Read letter from Concord Construction Corporation of
Concord, Massachusetts, requesting permission to withdraw their
' low bid on the Sanitary Sewer. Mr. Marden, President, explained
that an error was made in their bid due to insufficient cost ex-
perience with excavation and pipe work problems within public
streets.
The Board considered the request and after conferring
with Town Counsel, Mr. Watt moved, Mr. Florence seconded and it
was voted to release Concord Construction Corporation from their
bid.
The Superintendent will contact the second bidder, 0.
Menici & Sons, Inc.
Public Hearing was held at 8:30 P.M. regarding the re-
quest of the Mystic Valley Gas Company for an extension of the
gas main in Lakeview (Private ) Road, from Salem Street in a
' northerly direction, a distance of 790 feet more or less.

Nobody attended the Hearing. The Mystic Valley Gas
Company employees are on strike. Mr. Florence moved, Mr. Watt
seconded and it was voted to defer action until a representa-
tive of the Gas Company could attend the Hearing.
Public Hearing was held at 8:35 P.M. regarding the
request of the Mystic Valley Gas Company for an extension of
the gas main in Osborne (Private ) Avenue from Pleasant Street
in a northerly direction, a distance of 500 feet more or less.
Messrs. Adreani and Lovell attended the Hearing, and stated
they were not opposed to the extension. Action was postponed
by the Board.
Mr. Adreani expressed to the Board his displeasure
with the work being done by a contractor for Edward Small on
land abutting the rear of his property. Messrs. Adreani and
Lovell were concerned with the drainage and damage to their
properties. The Members agreed to visit the area. The Super-
intendent will contact Mr. Small.
The Board considered the bids on the gravel wall
well as follows: -
D. L. Maher Co. $18,026.00
Layne-New England Co. 18,376.00
The Board read report from the Superintendent which stated
that the bid is more then estimated and that the results from
another test well in another location were poor. Therefore,
only one well instead of two will be completed this year, plus
pumping station and equipment.

' Mr. Watt moved that the Department proceed with one
well and pumping station and that the Finance Committee be so
informed; Mr. Hodgkins seconded and the motion carried.
Mr. Florence moved that the Board award the contract
to the low bidder, D. L. Maher Company; Mr. Watt seconded and
it was voted.
The Board considered the selection of Consulting Engi-
neers for the Sewer Interceptor. Mr. Florence moved, Mr. Watt
seconded and it was voted to retain the firm of Whitman &
Howard, Inc. , as Consulting Engineers for the Sewer Interceptor.
It was agreed that proceedings will be started for se-
lection of Consulting Engineers for the Incinerator. Repre-
' sentatives of Metcalf & Eddy and Camp, Dresser & McKee will be
invited to confer with the Board in the near future.
Tentative plans were made for Board Members to travel
to College Park, Maryland from May 3-5 to review their refuse
collection system.
Read letter from Donald C. Mitchell, Director, Civil
Defense Agency, requesting approval of the use of the Water
Treatment Plant as fallout shelter for up to 124 persons in the
event of enemy attack or local natural disaster. After de-
liberation, Mr. Florence moved that the request not be approved,
Mr. Kenney seconded and the motion carried .
Read letter from the Recreation Committee requesting
information on the refilling of the Municipal Swimming Pool in
the latter part of May in view of the possible ban on the use
of water.
