' Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Cochrane, Secretary Watt, Board
Members Florence and Kenney and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
A report on the wellfield showed that during the past
week 100 Acre had gained one foot and Revay one foot and four
inches. Water restrictions are still in effect.
Read notice from the Board of Selectmen which stated
that Articles for the Warrant for a Special Town Meeting to be
held on Thursday, March 24, 1966 must be filed in the Select-
ments Office not later than 7:45 P.M. , Thursday, March 10, 1966.
Read letter from Mrs. Nathalie C. Beaton, Executive
Director, Reading Housing Authority, inviting the Chairman and
Board to a ground-breaking ceremony for the Housing for the
Elderly at the site (Hancock and Mineral Streets ) at 10:30 A.M.
on Saturday, March 12. In the case of inclement weather, the
main part of the program will be held in the Auditorium of the
Parker Junior High School.
Read note from the Superintendent in regard to letter
and form from Department of Housing and Urban Development (HUD)
with reference to the Sewer Interceptor. Article will be in-
serted in the Warrant for the Special Town Meeting of March 24,
1966 under which the Town will vote to authorize the Board of
Public Works to act in its behalf.
Mr. Kenney moved that the HUD Resolution be incorpo-
rated in the records and George W. Cochrane, 3d, as Chairman
be authorized to sign said Resolution; it was seconded and
voted. The form of the Resolution is attached hereto. .

' The Board considered Consulting Engineers for the
Sewer Interceptor. It was agreed that a representative of Whit-
man & Howard, Inc. be invited to confer with the Board during
the evening of March 14.
The Superintendent presented to the Board Members cop-
ies of the proposed Sewer Program 1966 through 1971. It was
accepted as a point of information.
Read letter from the Board of Selectmen in regard to
an offering of $200.00 for tax title land in "Timber Neck".
According to the Superintendent the land lies between Salem
Street and Charles Street. In his opinion tax title land in this
area should not be sold until the Interceptor Sewer Study has.
' been completed and all necessary takings made.
Mr. Watt moved the Board recommend that the land not
be sold until the Sewer Interceptor is completed ; Mr. Florence
seconded and it was voted.
It was moved, seconded and voted to take an easement
through the Hubbard land off Walnut Street and Devlin land off
Curtis Street for drainage and sewerage purposes. Hearing was
held on November 22, 1965. The Board signed the Orders of Taking.
Releases from Damage have been signed by the owners in each case.

REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF
BANCROFT AVENUE EXTENSION
The Board of Public Works of the Town of Reading having
determined and adjudged that common convenience and necessity
require the laying out of a town way under the provisions of law
authorizing the assessment of betterments, substantially in the
location hereinafter described, having complied with all require-
ments of law relating to notice to the owners of land thereof and
of a hearing thereon, and having met at the time and place appointed
for such hearing and then and there heard all persons present who
desired to be heard, have laid out as a town way for the use of the
town running Northwesterly from the previously accepted portion of
Bancroft Avenue, substantially as and in the location of a private
way known as Bancroft (Private) Avenue Extension. The boundaries
and measurements of said way as so laid out are as follows :
Beginning at a point, said point being at the
Northwesterly terminus of the previous acceptance of
Bancroft Avenue;

person or persons in their property by reason of the taking to be
made for this improvement. All acts in connection with said lay-
ing out are done under the provision of law authorizing the
assessment of betterments, and betterments are to be assessed
therefor.
This laying out so made by us we hereby report to the 1
Town for acceptance and recommend that said way shall thereafter be J

sum of Eight Hundred and Ten ($810.00) Dollars be transferred from

the assessment of betterments, and.. betterments are to be assessed
therefor.
This laying out so made by us we hereby report to the
Town for acceptance and recommend that said way shall thereafter
be known as a public way and named Whitehall Lane, and that the
sum of Three Hundred and Forty ($340.00) Dollars be transferred
from Surplus Revenue and appropriated for construction of said
way.
