HomeMy WebLinkAbout1966-02-28 Board of Public Works Minutes 23 ' February 28, 1966 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Cochrane, Secretary Watt, Board Members Florence and Kenney and Superintendent Welch. Records of previous meeting read and approved. The Board discussed sale of a lot of land off John Street adjacent to the Town Dump. The lot has a frontage of 170 feet and will provide access to land in Wakefield which is to be developed. The Superintendent described the plans for the Sewer Interceptor. Mr. Kenney stated that it was the duty of the Board to advise what relationship the property has to the Town Dump. It was the Chairman' s opinion that theoretically it was a piece of property which eventually the Town would want to sell or use for industrial development. Mr. Kenney moved that the Board go on record as being opposed to the sale of the land and so state the reasons. It was seconded. The Board conferred with the Board of Selectmen rela- tive to the sale of the land. Attorney William Diamond re- quested approval of the sale of the aforementioned land from the Board of Selectmen. Article is included in the Warrant for the Town Meeting. Future value of the land to the Town was dis- cussed in detail by both Boards. Chairman Smith of the Board of Selectmen stated that ' he was perfectly willing to make a motion that his Board could not give Attorney Diamond the support which he requested and was sure it would be seconded. 24 Mr. Kenney's motion was amended to read that the Board of Public Works does not approve sale of the land as described for any purpose; it was seconded and voted. Read wellfield results as presented by the Super- intendent. Some recovery was evident but the Board agreed that the water restrictions would remain in effect. Read letter from John A. Bellizia, Acting Director, Division of Sanitary Engineering, Department of Public Health, recommending that land in the rear of Grove Street on which certain dilapidated buildings are located, be acquired by the Water Department for protection of Well No. 15 and Well No. 3, and the course of action to be followed. Also read was letter from the Superintendent in re- , ply to the above requesting certain data. Mr. Kenney moved that the Board authorize the Super- intendent to submit plans to the Division of Sanitary Engineer- ing, Department of Public Health and determine what course is to be followed; Mr. Florence seconded and it was voted. Read form letter from the Reading Garden Club regard- ing the two-year Anti-litter Cleanup and Beautification Program -- beginning Saturday, April 16. It was accepted as a point of information. Read note from the Superintendent in regard to the signing of papers and plans on March 7 (Election Day) . It was agreed that a meeting would be scheduled. Read letter from Charles R. Swett, Dragon Corner ' i 25 ' Store, 206 West Street, giving permission to the Department to deposit snow which had been removed from in front of his store on the vacant land at the end of his driveway. Read letters from Federal Department of HUD (Housing and Urban Development ) which stated that after a review of the preliminary inquiry form recently submitted, the Sewer Inter- ceptor would be eligible for a grant. Procedures to be followed were outlined. Mr. Kenney moved that the Superintendent be authorized to proceed with the details, Mr. Florence seconded and the mo- tion carried. The Board signed the following : - Orders of Taking - Drain Easement - Sturges Road to Curtis Street. Hearing was held November 22, 1965. Releases from Damage have been signed . Billroll dated February 25, 1966 Betterment Commitment - Water Main Extension - Charles Street Meeting adjourned at 8:40 P.M. to meet as the Board of Survey.
