HomeMy WebLinkAbout1966-01-31 Board of Public Works Minutes ttt January 31, 1966 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Cochrane, Secretary Watt, Board Members Florence and Kenney and Superintendent Welch. The Board discussed the plowing of sidewalks with two residents of Salem Street. Minutes of the previous meeting read and approved as amended. Public hearing was held at 7:45 P.M. regarding the pro- posed easement through private property northerly of Harvard Street for drainage and sewerage purposes. Mr. Louis Martinage attended the hearing. Mr. Welch explained the details of the easement to the Board. During the construction of Harvard Street, drainage was installed on the Easterly side of the Martinage lot but the ease- ment had been previously taken along the Westerly division pro- perty line between the Martinage and Mullen lots. Therefore, it is necessary to abandon said easement and take a new easement on the division property line of Martinage and Walcott. After discussion of minor changes, Mr. Martinage agreed to sign the Release from Damages. Mr. Walcott had signed previ- ously. The Board considered the report of the Board of Public Works for Special Town Meeting of February 7, 1966 regarding re- quest for funds for an appropriation to retain consultants to de- 16 sign an Incinerator and to prepare Plans, Specifications and Contract Forms, and the intent of the majority of the Board to request funds in 1967 For theconstruction of an Incinerator with the hope that operation may start early in 1969. The Board discussed the many facets connected with the designing and operation of an Incinerator and collection of rubbish and garbage. The report was signed by a majority of the Board Members. The Board reviewed forms entitled "Preliminary Inquiry concerning Federal Assistance" relating to the Sewer Interceptor from Brook Street to Pearl Street. Mr. Kenney moved that Chairman Cochrane execute the forms in behalf of the Board, Mr. Florence seconded and the motion carried. The Board discussed the proposed purchase of land on Bear Hill by the Eastern Massachusetts Mental Health Associa- tion. After careful consideration of prospective future use of the land for water storage and access purposes, Mr. Kenney moved, Mr. Florence seconded and it was voted that the Super- intendent be instructed to write a letter to the E.M.M.H.A. advising them that at this time the Board cannot approve sale of the land. The Board of Selectmen will be so notified of the Board 's decision. Read letter from the Reading School Committee con- cerning improvements to the Barrows School - Glen Meadow Play Area, and copy of letter to the School Committee from the 17 Recreation Committee. The School Committee made the following recommendations: - 1. Terrace the area into two levels between Edgemont Avenue and the ball£ield already established, to be used for School physical education and play areas. 2. Change the slope of some of the bankings surrounding the hot top play area at the back of the school so they can be mowed with a riding mower. 3. Loam and seed areas mentioned above. The School Committee requested cost estimates m the above work. Mr. Florence moved, Mr. Kenney seconded and it was voted that plans and cost estimates will be prepared by this Department. The Superintendent will advise the School Committee ' of the costs and program to be followed in two future years. if the School Committee desires the work done previous to the time set by the Board of Public Yorks, it must request the funds. Read letter from Village Green Realty Corporation, 267 South Street, requesting permission to connect the roof drain from the building under construction at 22 Woburn Street to the existing municipal storm drainage system located in the Municipal parking lot. Mr. Florence moved, Mr. Kenney seconded and it was voted that the request be approved subject to the applicable department regulations. The Board signed Expenditure Statement - Chapter 90 ' Maintenance - Commonwealth of Massachusetts; also, Billroll for i t3 the Board of Public Works dated January 28, 1966.
