Harrison, Florence, Kilgore and Assistant Superintendent Putnam. Minutes of previous meeting read and approved. Received letter from Board of Selectmen requesting that a letter of formal release be drafted, officially releasing Mill Street Pumping Station to the Board of Selectmen. Moved, seconded and voted to draft and send letter of formal release of Mill Street Pumping Station to the Board of Selectmen as requested. Received letter from Board of Selectmen requesting that sections of chain link fence recently acquired as surplus government property be al- located for use at Fire Station 2 and the Central Fire Station. Letter 1 taken under advisement pending further investigation by the Superintendent. Received report from Superintendent relative to recovering of certain streets with Bituminous Concrete. Moved, seconded and voted to recover the following streets with Bituminous Concrete as recommended by the Superintendeht: Chute Street - From High Street to Woburn Street Salem Street - From Lowell Street to Main Street Linden Street -' From Haven Street to Woburn Street Received petition signed by forty (40) residents of Woodland Acres, a housing development situated between Main Street and Pearl Street, re- questing the Board of Public Works to compel the developers of Woodland Acres to complete the surfacing of the streets in the development without further delay. After a review of the present status of construction in the development, it was moved, seconded and voted' to request the developers of Woodland Acres to complete the construction of Putnam Road in its entirety, from Main Street to Pearl Street, at this time, as Putnam Road is a through street. Reading Terrace, Shady Hill Lane, and Scout Hill Lane, side streets off Putnam Road, were also considered, but surfacing will not be required at this time. Received report from Superintendent regarding negotiation with Clifford Johnson of Johnson Bros. , 1957 Sewer Contractor, on claims for additional temporary and permanent patching. Moved, seconded and voted to pay Johnson Bros, the sum of $2,000.00 in full settlement of all claims against the Town of Reading, plus the retained percentage payment of $11,098.47, as recommended by the Superintendent. Received oral report from Assistant Superintendent Putnam concerning the Aberjona River land damage claim of Roderick Hogan. Moved, seconded and voted to authorize an offer of $1500.00 to Roderick Hogan for a drain easement through his property, for ditch channel improvements. Moved, seconded and voted to award the Lothrop Road Booster Pumping Station construction contract to Navarro Construction, Inc. , 173 Fulton Street, Medford, and signed three copies of contract. Received report from Superintendent relative to 1958 Sidewalk Construction. Action on this report postponed to Board meeting of September 29, 1958. Temporarily adjourned to act as Board of Survey at 9:00 P.M. Reconvened as Board of Public Works at 9:15 P.M. Received note from Chairman Donahue relative to Haverhill Street Chapter 90 Maintenance project. Discussed condition of Haverhill Street surface in some detail. Moved, seconded and voted that approx- imately 1000 feet of Haverhill Street abutting Camp Curtis Guild, con- taining several dangerous depressions, be considered for construction in 1959 with Town funds. Received report on water main easements from Assistant Superinten- dent Putnam, which hereby becomes a part of these minutes: i No. '7 Sept. 22, 1958 REPORT ON WATER MAIN EASEMENTS 10" CONNECTING MAIN: 12" WESTERLY LOOP MAIN 10" CONNECTING MAIN OWNER LOCATION LENGTH TENTATIVE EASEMENT SETTLEMENT A. Russell Barnes,Jr. Plymouth Rd. Southerly Feet .00 This Easement will connect the Southerly terminus of Bradford(Proposed) Road with land of Cashman abutting Willow Street. The Mystic Valley Gas Co. have an existing easement through this property 25 feet in width, contain- ing a 10" H.P. gas main. The Gas Co. paid Mr. Barnes $ 1.00 per lineal foot for easement privi- leges, which is the basis of the Town tentative settlement. In negotiating with Mr. Barnes, he agreed that: 1. He would grant an easement for the water main, and in addition a Drain- age and Sewerage Easement. 2. No Betterments are to be assessed for water main installation. ' 3. We shall have the right, at some future time to lay outandconstruct a roadway over said Easements , to service 6.1 acres of land owned by him. RECOMMENDATION I recommend that this easement be taken on the terms as specified herein. Helen M. Cashman 59 Willow Street 155f Feet $ 200.00 Mrs. Cashman, a widow since February 1958, was at first vehement in opposition to any easement, due to an earlier experience with the Mystic Valley Gas Co. , who also have an easement through property. This property is well landscaped, lawned, and planted with ornamental shrubs and catolpa trees. However, a location survey has been made, and believe Mrs. Cashman will settle for the above amount, provided that the grounds are properly land- scaped following construction. RECOMMENDATION I recommend that the easement be taken on the terms as specified herein, and, if Mrs. Cashman does not agree, to make the taking by Eminent Domain. 12" WESTERLY LOOP MAIN Walter J. Palmunen ) and ) Nathalie J. Palmunen ) 45 Munroe Avenue 128 { Feet $ 200.00 After several attempts to secure a peaceable easement for Munroe Avenue to County Road, Mr. & Mrs. Palmunen have orally agreed to an easement through their property at 45 Munroe Avenue. This easement is not on the lot line, which would necessitate re- moval of several shade trees , but is on almost a direct line with a proposed easement through property of Mrs. Margaret A. White on County Road, and is in an ideal location for our purposes. In negotiating with the Palmunens, they agreed that: 1. They would accept $ 200.00 cash settlement for the easement. 2. Grounds to be regraded, loamed and seeded where contractor disturbed the grounds. - 3• Suitable stock fence to be erected across Westerly end of easement to prevent pedestrian traffic from County Road across Palmunens' land to Munroe' Avenue. 4. Screen, planting of maple or evergreen trees to be made top of slope on Munroe Avenue, to partially screen easement. RECOMMENDATION I" recommend that this easement be taken on the terms as specified herein. Margaret A. White 197 County Road 293,1 Feet $ 300.00 This agreement is not firm, but believe it will be. A location survey will be made in the near future, to ascertain the best route for the easement to follow in relation to preservation of several large shade trees and several apple trees. It is anticipated that the easement will be all on the White property 20 feet in width, and may have to contain slight angles to avoid shade and apple trees. No extras are requested, other than the usual restoration of ground disturbed by construction. RECOMMENDATION: I recommend that this easement be taken on the terms as specified herein. Discussed current water supply explorations in Revay Meadow by r D. L. Maher Co. Assistant/Putnam recommended driving of one additional test well which was approved by Board, subject to approval of Superin- tendent Welch. Meeting adjourned at 9:45 P.M.
