August 11, 1958
The regular meeting of the Board of Public Works opened at 7.30 P.M.
Present were Chairman Donahue, Messrs. Harrison, Florence, Zanni,
Kilgore, Superintendent Philip Welch and Assistant Superintendent Tames
T. Putnam.
Minutes of previous meeting read and approved.
Received letter from the Board of Health requesting that a sewer
extension be made to the home of Mrs. Frank E. Foley, 61 Lowell Street,
Reading, as an emergency measure to relieve an Uneanitary condition.
On recommendation of Assistant Superintendent Putnam it was moved,
seconded and voted that this sewer extension be installed with town
forces If funds are available.
Received letter from the Finance Committee tothe effect that it
' had voted to Increase hydrant rental rates from $15.00 to $40.00 per
hydrant annually, subject to year to year review. Letter noted. .
• Received letter from Werner W. Hertel at ux, 20 Track Road,
Reading, requesting that they be permitted to service 'a proposed house
tots built by them on 'Lota 202 and 203 Harvest Road; by means of a
water service in an easement through private property from Track Road.
Moved, seconded and voted to advise Mr. & Mrs. Hertel that Harvest Road
must be approved by the Board of Survey prior to the installation of a
water main therein.
Received petition signed by eight abutting property owners for
acceptance of Condor (Private) Road under the Betterment Act, Moved, sec-
onded and voted to accept application and file for processing in usual
' manner.

Received letter from J. Gavigan Corp. , Contractors, 75 Prospect
St. , Canton, Mass. claiming that due to the wrong profile on West St.
Sewer Contract Plans, the J. Gavigan Corp. was subjected to an added
expense for excavation which they contend they should be reimbursed for,
as an extra work item by the Town.
Moved, seconded and voted to instruct Superintendent to investi-
gate cause of complaint and report back to the Board.
Temporarily adjourned at 8:00 P. M. to act as the Board of Survey.
Reconvened at 8:15 P.M. as the Board of Public Works.
Opened bide at 8:30 P.M. for installation of a Bituminous Concrete
Sidewalk on Birch Meadow Drive. The following bids were received:

Moved, seconded and voted to abate the spm of $10.40 from the
July 1, 1958 water bill of Robert C. Rooney, 15 Willow Street, Reading,
amounting to ;33.30.
Received report from Asst.Superintendent Putnam that E. Roy
McGrath and Agnes E. McGrath, Whittier Road and George M. Sanford Jr. ,
and Verena Pearl Sanford, Tennyson Road, have properly executed a Waiver
of Claim for Damages for an easement -for drainage and sewerage purposes
through their property, and recommended to the Board that said easement
be taken in a formal manner by eminent domain process. Moved, seconded
and voted to take Easement by eminent domain as recommended by Asst.
Superintendent Putnam.
Received letter presented to- the Board by Mr. Donald E. Florence,
which was mailed to him by H. T. Feeney, 20 Sweetser Ave. Reading, Mass. ,
further protesting the playing of baseball in the outfield of Washington
Street Ball Park and also of driving golf balls in the same location.
Discussed erection of an extension of a chain link fence at
this location. Matter taken under advisement pending further investi-
gatiah. _
Redeived report from Asst. Superintendent Putnam regarding
the acquisition of approximately 1000 lineal feet of six foot chain
' 11nk Ibnce and appurtenances, including posts, top rails and gates which
was released as U.S.Government Surplus material at the Wyman Gordon Co.
Plant in Grafton.
On recommendation of .'test. Superintendent Putnam, it was moved,
seconded and voted to use this fence at several locations; including ,
abutting John Street at John St. Dump new area; fornecurlty enclosures
for sewer pipe, gate valves and fittSngs adja"nt to the metal shed at
the municipal garage, and as security fence at Revay Brook Pumping Station
No. 1.
Received letter from James K. Kounanis, 286 South Street, Reading,
Mass. , further protesting the location of an open drain ditch bordering
his property, and requesting that said open drain ditch be relocated on
private property owned by Walter S. $opklns, Jr. Letter noted and
Superintendent instructed to confer with Mr. Hopkins. regarding the
proposed relocation of the open. ditch and to report back to the Board.
On recommendation of Asst. Superintendent Putnam it was moved,
seconded and voted that a bond in tre amount of 48,500. 00 dated December
6, 1956 posted by jiillerest Realty Inc, for the proper construction of ,
Kieran (Private) Road be released, when three granite stone bounds have
been properly installed.
. On recommendation of Asst. Superintendent Putnam it was moved,
seconded and voted that the following bonds, with dates as shown, be
partially released on Mark Avenue, Laurel Lane and Tanglewood Circle,
George M. McSheehy, Developer.

Receiiced report Trom Asst. Superintendent Putnam regarding
further negotiations with land owners concerning the Aberjona River ,
Land damages. Moved, seconded and voted to authorize the Asst. Super-
Intendant to settle neaotia-;ions with Mr. Cy-us Brown, 76 Summer Avenue,
in the amount of $200.00. Moved, seconded and voted to hold over until
the Board meeting of August 25, 1958 action on the agreement with Roderick
Hogan, 20 Summer Avenue. -
Received the following letter from Weston & Sampson, Consulting
Engineers, regarding wells in the Revay Brook Meadow rear of Barrows Road
which hereby becomes a part of these minutes:

Gentlemen:
Enclosed are the results of drawdown observations and analysis of water
collected during a 7-day pump test of a group of five 2j!° wells at the
site of 1958 Test Well Noll in Revay Brook Meadow, rear of Barrows Road.
D. L. Maher' s attached drawdown in observation wells shows that Well A
was plugged until 7:24 P.M. when it was cleaned. There were intermittent
showers during the week which apparently Influenced the distant observa-
tion wells more than the pumping test did.
Observation Wells B and D are on solid ground slightly above meadow level;
C and F are in the meadow.
We believe the attached curve, No.5833, summarizes the drawdown during
the test with and average yield of about 17 GPM per. foot of drawdown. . We
believe that a gravel pack well with a safe yield of 250 GPM can be con-
structed here and that it would be advisable to procure the land for pro-
tection of the site, as you planned.
The quality of the water, both by the M.D.P.H. and our laboratory test,
Is excellent.
D.L.Maher Company probed the meadow with rods last Saturday and found
that the overlaying peat was deeper to the east of the test well site
than to the north and west. We believe that enough teat wells have been
driven in this area to determine its possibilities. After two gravel
pack wells have been observed enough to establish their performance, it
Is possible to construct another gravel pack well, say in the vicinity of
1957 Test Well No. 25, properly designed to be located in a peaty area.

Received the following report from the, then Acting Superinten-
dent James T. Putnam dated July 14, 1958,, regarding recommendations ,
for maintenance of the John Street Dump:
MAINTENANCE OF JOHN STREET DUMP
As directed by the Board, have prepared a proposed schedule for
the John St. Dump Maintenance for consideration by the Board.
To review the situation, there are two dumping areas, the old
Dump and the New Dump. There are also two Dump Caretakers, who each
works thirteen (13) hours per day (7:00 A.M. to 9: 00 P.M. ) on alternate
days. Lunch time is one-half hour for dinner and one-half hour for
supper, when the Dump is quiet.
By the end of this week (July 18,1958) the area now being excav-
ated should be ready for use. This will result in a wide L-shaped dumping
area, adequate to accommodate many private cars, and permit burning of
brush and other flammables in the North-east corner of the new Dump.
I recommend that, when the new area is ready for use:
1. Chains be placed and padlocked at the entrance to the old Dump,
and that contractors be instructed, by suitable signs, to con-
tact Dump Caretakers for egress to the old I1uhp. Dump Care- ,
takers will be instructed to dump stumps, logs and heavy metals
only at the Old Dump, and brush, boards and other flammables
In the North-east corner of the New Dump,_ and to burn the brush
as it comes in, not permitting it to accumulate.
2. . Keep the stumps, loge and heavy metals segregated at the Old Dump,
disposing of same from time to time when weather conditions permit.
3. Inform all regular users of the. Old Dump - Contractors, store
owners, etc. of the new dump regulations and cite as a penalty
for non-conformers the loss' of their dumping permits.
Do not recommend dally closing of the New Dump. This has been
attempted previously, and each time much debris has either been dumped'
by the roadside on John Street or thrown over the fence. To success-
fully combat this practice, police supervision would be required.

Superintendent Welch for later report.
Received letter from Delwyn N. Robator and John Rotondi, West Hill
Circle requesting extension of the common sewer to number 26 and 27
West Hill Circle. Letter noted and placed on file for processing in
the usual manner.
Received application for extension of common sewer from Clifford
A. Boudreau, 97 MtA Vernon St. , Reading. Application accepted and placed
on file for processing in usual manner.
Moved, seconded and voted to award the bid for Water Works Brass
Goods and 2*" Well Leads to Red Hed Manufacturing Co.
Moved, seconded and voted to award the bid for Water Works Corpor-
ations and Leads to the Hillco Supply Co. agents for Mueller Mfg. Co.
Received letter PromJames B. Bolton, 245 Pearl Street, Reading,
protesting the poor drainage condition at the corner of Pearl Street
and Baker Road. Letter noted by Board.
Redelved report from Asst. Superintendent Putnam of recent confer-
ence he had with Clifford Johnson of Johnson Bros. , the 1957 Reading
Sewer Contractor. Liscussed Mr. Johnson' s claim for added payment for
temporary cold patch and permanent patch at some length. Moved, seconded
and voted to pay Johnson Bros. at the rate of $7.75 per ton for every
ton of cold patch used, up to completion date of initial cold patch
operations, providing Johnson Bros. furnish the Board with attested
vouchers or load slips equaling the claimed tonnage of cold patch used
on the Initial cold patch operations.
