Regular meeting of the Board opened at 7:30 P.M.
® Present were Chairman Donahue, Messrs. Harrlson, Florence, Zanni
and Acting Superintendent Putnam. *
Minutes of previous meeting read and approved.
Messrs. Henry Noel; William Noel, Earle Noel and Dr. A Warren
Stearm interviewed Board at some length regarding the discharge of Earle
Noel, for cause, by the Superintendent on March 27, 1958, and requesting
that Earle Noel be rehired. After the departure of the above named per-
sons from the Board room, it was moved, seconded and voted that in the
case of Earle B. Noel the Board wishes to state that in the Board' s opin-
ion the Superintendent now stands aware of the Board' s feelings concern-
ing the rehiring of Earle B. Noel, namely, that the Superintendent is
requested to show said Noel -an understanding of the condition of Noel and
' his home life and rehire Noel. The Board does realize that the ultimate
decision (of rehiring Noel) rests with the Superintendent and not with
the Board.
Opened Bids at 8:00 P. M. in Room 19 for Underground Water Pumping
Station at Lathrop and County Roads.

Bide taken under advisement pending review and report by Weston
& Sampson, Consulting Engineers.
Public Hearing held at 8:30 P.M. in Room 14, Municipal Building,
regarding a Sewerage and Drainage Easement through private property from
No. 56 Tennyson Road to No. 63 Whittier Road.
Present were the following property owners:

When polled by Secretary Zannt as to the expression of opinion of
those present to the proposed easements, the neighboring owners, Raker
and Catanzano, stated that they had attended the Hearing to assist their
neighbors, Sanford and McGrath, if necessary. The affected abuttors,
Sanford and McGrath, stated that, If certain conditions would be agreed
to by the Board, they would then grant the proper easement releasee, The
conditions requested were as follows:
1. Installation of sewer house connection to cellar walls at no cost to
Sanford and McGrath.
2. Abatement of all Sewer Frontage Assessments to both Sanford and Mc-
Grath.
These requests taken under advisement by the Board. Acting Super-
intendent instructed to visit Messrs. Sanford and McGrath in the field,
and report back to -Board with recommendation concerning the herein tabula-
tion requests. -
Public Hearing held at 9:00 P.M. in Room 14, Municipal Building,
regarding the taking of an ,Easement for Drainage and Sewerage Purposes
from Whittier Road to the Senior High School Interceptor Sewer in the new
High School Athletic Field, through private and public properties.
Present at the Hearing were the following abutting property owners,
who, when polled by Secretary Zanni as to their expression of opinions in
the proposed Easement, declared as noted:

Mr. Turner stated that the School Committee has no objection to
the sewer easement passing through School property; however, as the School
Committee is presently instituting action to cancel a contract with the
firm of Eaton & Leeds, Inc. , for failure to properly complete the terms of
the 1957 Athletic Field Contract, excavation should be deferred until
approval is given by the Town Counsel.
Decision on this easement deferred by the Board, pending approval
by Town Counsel Carl H. Amon, Jr.
MEMORANDUM OF VOTE BY THE BOARD OF PUBLIC WORKS
At a regular meeting of the Board of Public Works duly held at the
Board' s Rooms, Room 14, Municipal Building, 16 Lowell Street, Reading,
Massachusetts, on Monday, July 14, 1958 at 7:30 o'clock in the evening, a
quorum of the said Board being present, the following vote was unanimously
i adopted. Upon motion duly made and seconded, it was -
1 VOTED: That in pursuande and under authority of the provisions of
Chapter 118 of the Acts of 1921, Chapter 405 of the Acts of 1889, Chapter
79 of the General Laws, and all acts and amendments thereof, and every

other power and authority, there be taken the entire and absolute title
In fee simple to use for the purpose of extending the system for supply-
ing the Inhabitants of the Town of Reading with water, as designated in
the three following Orders of Taking, said Orders of Taking being incor-
porated herein and made part of this Vote, and that the sum of THREE
THOUSAND ($3,000.00) DOLLARS be awarded as damages to Lydia A. Roxbee,
the sum of SIX THOUSAND FIVE HUNDRED (86,500.00) DOLLARS be awarded as
damages to Edwin N. Sanborn and James R. Sanborn, Trustees of the San-
born Bros. Realty Trust, and the sum of ONE THOUSAND ($1,000.00) DOLLARS '
be awarded as damages to Ralph A. Crosby, Trustee of the Wakefield Con-
struction Company, and it is further voted that this Board cause said
Orders of Taking to be recorded forthwith In the Middlesex South District
Registry of Deeds and that said owners be notified of such Takings as
provided by law. /

WHEREAS, at a Town Meeting duly called, warned and held on March
27, 1958, it was voted to extend said system for supplying water, and an
appropriation was made therefor.
NOW THEREFORE, we, the undersigned, being at least a majority of
the Board of Public Works of the said Town of Reading, duly elected,
qualified and acting as such, do hereby, under and by virtue of the pro-
visions of Chapter 118 of the Acts of 1921, Chapter 405 of the Acts of
1889, Chapter 79 of the General Laws, and all acts and amendments there-
of, and every other power and authority, take the entire and absolute
title In fee simple to use for the purpose of extending the system for
supplying the inhabitants of said Town of Reading with water, the land
In said Town, bounded and described as follows:
Beginning at a point marking the Northwesterly terminus
of Beverly (Private) Road, at lands of Lydia A. Roxbee, as
shown on. plan hereinafter described;
Thence N. 580-54'-50"E. , through lands of said Lydia A.
Roxbee, a distance of 42.08 feet to a point;
Thence turning and running N. lo'-28'-30" W. , still through
lands of said Roxbee, a distance of 587. 74 feet to a point
at lands of owners unknown, said point being also a common
property corner between lands of said Lydia A. Roxbee, lands
of owners unknown, and lands of Edwin N. Sanborn and James

Land in Reading, Mass. Taken For Purpose of Additional Water .Supply As
Ordered By The Board of Public Works", dated June 6, 1958 James T. Putnam,
Superintendent, said plan to be recorded herewith.
Said land Is owned or supposed to be owned by Lydia A. Roxbee,
and said land is estimated to contain approximately 1.631 acres...
Any and all trees, shrubs, walls and structures upon the land are
specifically included in this taking.
We award damages in consequence bf said taking in the amount of
Three thousand dollars ($3,000.00). The aforesaid amount includes Six-
teen and 10/100 dollars $16.10) - - - - which is estimated to be that
portion of the real estate taxes assessed upon the property taken for
the year 1958 which, if the tax were apportioned pro rata according to
the number of days in such year, would be allocable to the days ensuing
after the said taking.

The interest in Bald land hereby taken is the entire and absolute
title in fee simple. The said land is taken for the municipal purposes
of extending the system supplying the Inhabitants of the Town of Reading
with water, under the authority of Chapter 405 of the Acts of 1889.
No betterment assessments are to be made on the property owned
by said Lydia A. Roxbee and adjoining the land taken by this Order.

James T. Putnam, Superintendent, said plan to be recorded herewith. J
Said land is owned or supposed to be owned by Edwin N. Sanborn, and
James R. Sanborn, Trustees of the Sanborn Bros. Realdy Trust under a Dec-
laration of Trust dated December 30, 1948, recorded on January 12, 1949
in Middlesex South District Registry of Deeds in Book 7384, Page 57U.
Said Parcel B and Parcel C are together estimated to contain
according to said plan, 3.3108 acres of land.
Any and all trees, shrubs, wells and structures upon the land are
specifically included in this taking.
We award damages in consequence of said taking in the amount of
Sixty-five hundred dollars W,5UO.00) . The aforesaid amount includes
Forty-seven and 06/100-dollars 047:06) which is estimated to be that
portion of the real estate taxes assessed upon the property taken for
the year 1958 which, 1£ the tax were apportioned pro rata according to

after the said taking. .
The interest in said land hereby taken is the entire and absolute
title in fee simple. The said land is taken for the municipal purposes
of extending the system supplying the Inhabitants of the Town of Reading
with water under the authority of Chapter 4U5 of the Acts of 1889.
No betterment assessments are to be made on the property owned

Said land is owned or supposed to be owned by Ralph A. Crosby,
Trustee of The Wakefield Construction Company under a Declaration of
Trust dated April 7, 1941, filed with Middlesex South Registry District
of the Land Court as Document No. 17G930,and said land is estimated to
contain approximately 31,614 square feet of land.
Any and all trees, shrubs, walls and structures upon the land are
' specifically included in this taking.
We award damages in consequence of said taking in the amount of
One thousand dollars (41,000.00) . The aforesaid amount includes Sixteen
and 34/100 dollars ($16.34) - - - - - - - which is estimated to be that
portion of the real estate taxes assessed upon the property taken for the
year 1958 which, if the tax were apportioned pro rata according to the
number of days in such year, would be allocable to the days ensuing after
the said taking.
The interest in said land hereby taken is the entire and absolute
title in fee simple. The said land is taken for the municipal purposes

On recommendation of Acting Superintendent, it was moved, seconded
and voted to employ the drag-line rig owned by J. J. Cronin Co. of NoVth
Reading to accomplish the annual cleaning of a section of the Quannopowitt
Drain at the rate of 6140.00 per 8 hour day for rig, operator and pontoons.
Moved, seconded and voted to hold a Special Board Meeting on Wed-
nesday evening, July 16, 1958 at 8:00 P. M,
Public Hearing held at 9:30 P. M. in Room 14, Municipal Building,
for the purpose of taking an easement for Drainage and Sewerage Purposes
in portions of Randall and Coolidge (Proposed) Roads.
The following persons were either present or reporesented at the
Hearing, and signed Release. for the proposed Easement.

Received the following letter from the Town Counsel, which hereby

Dear Coley:
It is my understanding that you have a meeting this evening with
members of the Oriental Club in connection with the request of that or-
ganization to use the did pumping station on Mill Street.
You are undoubtedly familiar with the fact that I have for con-
sideration the question of whether or not the Town can allow this Club
to use these premises and, if so, the conditions for such use. I expect
that within a week my opinion in connection with this matter will be
given to the Board of Selectmen.
I would like to advise you at this time that in my opinion the Board
of Selectmen are the only officers or board of the Town that have the
authority to lease Town property or to allow non-municipal groups to use
Town property.

Mr. Paul O'Brien, President of "The Orientals", and Mr. William
Diamond, Attorney and member of the Kiwanis Club, sponsoring organiza-
tion for "The Orientals" visited Board to discuss use of the old Mill Street
Pumping Station by "The Orientals". Messrs. O'Brien and Diamond were
advised of the text of the letter from the Town Counsel, and Mill Street
Station was briefly discussed.
CMoved, seconded and voted that the route of the 12" Westerly Loop
Main be as recommended by the Acting Superintendent, viz;
1. Under the overpass on West Street to South Street, thence Southerly
on South Street to the new 12" water main laid in 1957 under new
Route 28.
2. In South Street from Englund (Private) Road to Jacob Way near Main
Street.
Acting Superintendent instructed to Contact Morel Bros. to ascer-
tain if easement will be given by them to permit servicing of vacant land
on the New Service Road Easterly of New Route 28. 1
Opened Bids at 10;00 P. M. on Road Oils, Asphalts and Bituminous
Materials, in Room 19, Municipal Building.

signed by Clifford A. Johnson In reference to the 1957 Sewer Contract,
specifically to Article 22, concerning the use of Town water in contract
work.
Acting Superintendent instructed to review estimated amount of
trench patching contained in contract, to consult with Town Counsel on
legality of payments; and to use own ,judgement in further contract
payments to Johnson Brothers on the 1957 Sewer Contract.
Reviewed plan of second section of land owned by the Meadow Brook
Golf Club Corporation on which gravel removal operations are to be carried
out by Campanella & Cardi, Contractors, called the "NEW AREA" by the Board
of Appeal in their decision dated March 22, 1958.

On recommendation of Acting Superintendent, it was moved, seconded
' and voted to request Edouard N. Dube' Consulting Engineer, 120 Tremont
Street, Boston, to furnish the Board of Public Works with an Inspector
for 1958 Sewer Construction Contract.
A bond having been presented by Hillcrest Realty, Inc., for proper
construction of Joseph (Private) Way, it was moved, seconded and voted to
sign a Release of Restriction for Joseph (Private) Way.
Moved, seconded and voted to advertize the West Street section of
Randall (Private) Road for a Board of Survey Hearing on July 28, 1958, as
requested by Mr. Douglas Burhoe.

Board of Public Works Re: HEADING - Public Water Supply
' Reading, Massachusetts Site for Additional Ground
Water Supply Development
Gentlemen:
During a recent examination of the water supply facilities of
the town of Reading by an engineer from the Department of Public Health,
it was learned that consideration is being given to make ground water
supply studies at a site located about 750 Peet easterly of the renently
installed gravel-packed well. There are no hauitations in the immediate
vicinity and the site is satisfactory from a sanitary standpoint.
The Department approves the area as being suitable for ground
water supply study.
It is recommended that a pumping test of several days duration
be conducted at the site before permanent water supply works are in-
stalled in order to determine the quan%tty and quality of water avail-
able under conditions of continued pumping.
