Regular meeting of the Board of Public Works opened at 1:30 P. M.
Present were Chairman Donahue, Messrs. Florence, Harrison, Zanni,
Kilgore and Superintendent Putnam.
Minutes of previous meeting read and approved.
Mr. Florence delivered to Chairman Donahue a letter from "The Orien-
tals Hot Rod Club" together with Rules and Regulations and Proposed By-Laws,
regarding usage of Mill Street Pumping Station as a club-house and head-
quarters.
Letter noted, and Superintendent instructed to forward letter to
Town Counsel Carl H. Amon Jr, for legal opinion regarding the sub4act
matter of said letter.
Mr. Kevgkian, 32 Virginia Road, visited Board to protest correct=
ness of recording expressed opinions of abutters on Virginia Road relating
to connection of estates to the common sewer, at the Public Hearing held

Monday evening, April 21, 1958. Mr. Kevolian agreed to poll abutters re-
garding their present wishes regarding sewer house connections.
Mrs. Dykens and Mrs. Golden of Winthrop Avenue visited Board to
protest an open drain ditch situated Easterly of Winthrop Avenue, in which,
they alledged, a small child had fallen and was endangered during the past
week-end. Mrs. Dykens and Mrs. Golden were assured that an engineering
study of the open drain would be effected, studied by the Board, and in-
formation forwarded to them of the findings of the Board relative to this
matter. Mrs. Dykens also presented a petition signed by several property
owners on Winthrop Avenue requesting action be taken to pipe said 'open
drain ditch.
Public Hearings regarding the extension of common sewers were held
jointly at 8:00 P. M. in Room 19, Municipal Building on the following
streets, all in Wescroft Park, so-called:
Wescroft Road - Entire Length
Springvale goad - Entire Length
Coolidge Road - Entire Length
Overlook Road - Entire Length
Randall Road - Rest Street to Coolidge Road
Chairman Donaliue explained the reason for holding all five hear-
ings concurrently, and received unanimous consent of the abutting property
owners present to proceed with point hearings on all five streets.
Present were the following abutting property owners, who, when polled
by Board Members Florence and Harrison as to their desire to have the sewers
installed in the streets listed, and their intentions to have their estates
connected forthwith to the common sewer, expressed their opinions as noted:

Received letter signed by Mrs, R. Wade Caywood, General Chairman
of the Fair, Junior Unity Club, requesting permission to occupy Summer Avenue,
from Woburn Street to Temple Street, on Saturday, May 24, 1958 from 9 :00
A. M, to 4:00 e. M. for the purpose of holding a Country Fair, sponsored
by the Unitarian Church.
Moved, seconded and voted to grant permission, as requested , -
Moved, seconded and voted to instruct Superintendent to cause vou-
chers and payroll to be presented to individual Board Members at their,
homes on Wednesday evenings in the future, to enable Board members to
examine completed weekly payrolls, "
Received letter from the Board ofSSelectmen requesting Board of
Public Works to furnish residents of Boyce (Private) Street with fifty
(5U) bags of calcium chloride, to be applied by said residents to lay the
dust on said Boyce (Private) Street. Superintendent also reported on oral
request from Board of Selectmen regarding placing of traffic horses to
block off Boyce (Private) Street on the Sabbath, during church hours, Sup-
intendent instructed to obtain written opinion from the Town Counsel re-
garding both matters.
Received petitions signed by a number of residents requesting that
a common sewer in Winthrop Avenue. Petition accepted, and filed for pro-
cessing in the usual manner. Received letter from Maurice Ravich, Attorney-
At-Law. Bay State Building, Lawrence, Mass., suggesting that former employee
Earle B. Noel be re-employed, Letter Noted,
Preliminary Board of Survey hearing held regarding a revised layout
of Tennyson Circle, Edward C. Small, Developer. Mr, Scall expressed his
willingness to install a sanitary sewer, at his expense, if feasible. Sur-
face drains were also discussed.
Preliminary layout approved, and Mr. Small was given permission
to prepare formal Board of Survey Plan� for an advertized Public Hearing
by the Board of Survey.
A preliminary hearing was also held on a proposed road to be named
"Small Road"', off Dana Road, Edward C. Small, owner and developer. Per,
mission was granted Mr. Small to have plan and profile prepared for a for-
mal advertized Board of Survey Hearing of Small (Private) Road.
Moved, seconded and voted permission to the New England Telephone
and Telegraph Company to lay underground conduits in Main Street, East
Side, Southerly of the Boston & Main Rail Road right-of-way, and signed
Order permitting this work to be done.
Examined Registry of Deeds Plan of land owned by Constance F. Jean,
corner of Cold Spring Road and Grandview Road, Edwin W. Davis, Surveyor.
Approval of plan deferred., pending opinion as to its legality from the Town
Counsel.
Received the following Report from the Superintendent regarding con-
struction of Jacob Way, and containing recommendations for its final sur-
facing, said Report hereby becoming a part of these minutes:
JACOB WAY CONSTRUCTION
On Tuesday, April 22, 1956 I visited Mr. Melbourne W. Cummings at the
Addison-Wesley -Publishing Co. in regards to the rumor that gravel had been
placed over loam on Jacob Way during road construction, as discussed at the
Board meeting last Monday evening.
Mr. Cummings denied having ever made such a statement, and said that
he had no knowledge as to how the rumor started. He did say, however, that
sand had been used in place of gravel in road construction. -
The gravel used in construction of Jacob Way was an excellent grade
of bank-run gravel from Johns' Sand and Gravel Pit, Andover, It cost 60� per
cubic yard, loaded, at the pit.

Jacob Way, from South Street to Englund Road, was penetrated with
T-4 on Thursday, April 24, left uncovered, and a good penetration is being
obtained. It had been scheduled to finish grade the remainder of Jacob
Way this date, but rain interfered.
For the final surfacing of Jacob Way, I recommend that a contract
be advertized for a two course 3 inch finished class D Bituninous P4acadam
Surfacing Type D-1, in place of the planned 3 inch two-cour8e Class I
uminous Concrete Pavement Type I-1.
Type D is the same surface as was applied to Birch Meadow Drive and
Oakland Road, and presents a coarser wearing surface than Type I, and
therefore has a higher coefficient of friction for traffic.
I also recommend that a Bituminous Concrete Class D. Curb be in-
stalled on each side of Jacob Way, in the same contract,
As planned, a contract will be advartized for a Bituminous Concrete
Type I sidewalk on the Northerly side of Jacob Way.

Moved, seconded and voted to accept .the recommendation of the Superintendent
regarding the final surfacing of Jacob Way as contained in said Report.
A Review o£ Suggested Water Rates and Charges as recommended by the
Superintendent was post-poned until a later date,
A Review of Sidewalk Construction Methods by Property Owners, on i■■
Public Ways was post poned pending receipt of Town Counsels' clarification rI
of a previously rendered opinion.

Received the following letter from the Recreation Committee, which
hereby becomes a part of these minutes:

Gentlemen:
The Recreation Committee would like to request that your Board carry
out the work of preparing the temporary recreational area at the Glen Meadow
town lard.
At the last town meeting, the am of three thousand and two hundred
dollars (63,200) was allotted for this project to the Recreation Committee.
At their April 15, 1958 meeting, the Recreation Committee voted to procedd
at once to develop this area according to the estimate of your superintend-
ent, James T. Putnam of October 30, 1957 and as revised by our Committee.
We sincerely hope that this work can be scheduled and completed by
May 15, 1958.
Our Committee makes this request in keeping with the decisions
reached at the joint muting of the two Committees last Fall.

Moved, seconded and voted to authorize Superintendent to proceed
with preparation of 1.5 acre play area in Glen Meadow School Site, using
Town and Hired equipment, and to instruct Superintendent that, if the time
limit of May 15, 1958 set by the "Recreation Committee cannot be complied
with, to refer subject matter of letter back to the Recreation Committee
for their action.
Received report from Superintendent regarding site selected by the
Carnival Committee of the Reading Service Clubs for their June 1958 Carni-
val, to be held at Birch Meadow School grounds, and moved, seconded and
voted to authorize Superintendent to use Town employees and equipment
to assist in site preparation for the Carnival. Signed contract, in trip-
licate, with George Brox, Inc., of Dracut, Mass. , for reconstruction of
Summer Avenue, from Main Street to Woburn Street, under Chapter 718 of the ,
General Laws,
Mr. Donald E. FloHence rqquested information regarding and received
answers to several questions relating to the Town Dump, gravel pits and
corner radius curbing. -
Mr. Harold D. Kilgore Jr. , presented to the Board a Review of Sewer
Construction Program and Policies. This Review was taken under considerat-
ion by the Board, for action at a later date,
V'r. Lloyd W. Harrison, Board of Public Works member on the Junior
High School Site Committee, presented to the Board a verbal report of re-
cent actions by said Committee,aad a plan showing thecantempinted new
Junior High School Site at Birch Meadow, on Town o

also requested that the Superintendent prepare a report of contemplated
drain improvements in said area.
Moved, seconded and voted to co-operate fully with the Junior High
School Site Committee as requested, and to instruct the Superintendent to
prepare a report on drainage as requested,
