Regular meeting of the Board opened at 7 :30 P. M.
EPresent were Chairman Donahue, Messrs. Harrison, Florence, Zenni,
Kilgore and Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed vouchers and payroll for payment.
Received letter from T. F. Hanron, District Engineer, State Depart-
ment of Public Works, regarding West Street Chapter 90 Construction costs,
said letter hereby becoming a part of these minutes:

Dear Sir:
L As a result of additional necessary work encountered on the Reading, West
Street, Chapter 90 Project, the present allotment will not provide suffic-
ient funds to complete certain items of work called for under this con-
tract. This work, including the placing of guard rail, loaming and seed-
ing, some cement concrete sidewalks and the bituminous concrete paving can
be performed under the proposed 1958 Chapter 90 contract.
I£ it is your desire to have any of the work as mentioned above completed
under this contract, the Town will have to hold in abeyance an equivalent
portion of the office charges, and/or absorb all costs in excess of the
allotment, in order to keep the total cost within the present allotment.
Approximately 300 cubic yards of loam will be required for grading the
major portion of the loam areas.
An early reply, stating your recommendations, will be greatly appreciated.

Office Charges in the amount of approximately 61600.00 for drainage cast-

ings, to be reimbursed under 1958 Chapter 90 Construction Funds, and to
Instruct District Engineer Henron to use the funds thus made available for
fine grading, loaming, seeding and permanent sidewalk repair on West Street
Chapter 90 construction project, the said work to be started immediately.
Received letter from Reading Municipal Light Dept, conveying to the
Board of Public Works the appreciation of the Municipal Light Board for
the kind consideration shown them at the recent joint meeting of the two
Boards. Letter noted.
Received petition, signed by three abutting property owners for
acceptance of North (Private) Street, from Bear Hill Road Easterly, as a
Public Town Way under provisions of the Betterment Act. Petition accepted,
and placed on file for processing In the usual manner.
.Public Hearing held at 8:00 P. M. in Room 19, Municipal Building,
regarding the installation of a sanitary sewer in West Street, from No-435 J
West Street to No. 503 West Street, including a short extension on Selfridge
Road . The following persons were present, who, when polled, expressed their
opinions regarding main sewer extension and connecting their premises to the
common sewer as noted:

Pennsylvania Avenue, These Hearings were held simultaneously. The fol-

Preliminary Board of Survey Hearing held at 10:00 P. M. regarding
a proposed five-lot development on the extension of Woodland Road by
L■�^ Richard E. Merrill. Mr. Merrill was present at the Hearing and answered
[ questions propounded to him by Board members. The matter of sewer install-
ation in the new road was discussed and Mr. Merrill agreed to include
sewerage in his final plans, Superintendent Putnam stated that proposed
development plans complied with Board of Survey and Zoning requirements,
Moved, seconded and voted to tentatively approve preliminary plans
for Woodland Road Extension, to include sanitary sewer in the development,
and to hold a formal, advertized Public Hearing on May 5, 1958.
Moved, seconded and voted to proceed with installation of Intervals
Terrace sanitary sewer, between John Carver Road and Essex Street.
Moved, seconded and voted to postpone for 1958 the construction of
a sanitary sewer in Virginia Road, between Indiana Avenue and Pennsylvania
Avenue, because of the reluctance of abutting property owners to connect '
their estates with the common sewer.
Moved, seconded and voted to proceed with the installation of Sum-
mer Avenue sanitary sewer, between Howard Street and Nichols Road.
Moved, seconded. and voted to proceed with the installation of West
Street sanitary sewer, from No. 435 West Street to No. 503 West Street, J
said sewer to be dropped one foot to hold �to a grade of .004% for the pur-
pose of servicing four residences situated North-Westerly of Selfridge Road.
Received letter from Whitman & Howard, Engineers, enclosing print
of a proposed sewer in West Street, from No. 435 West Street to No. 5U3 West
Street, and connecting on future sewerage service to the properties situated
North-Westerly of Selfridge Road. Letter and print noted, and filed for
future reference.
Received final report from Superintendent concerning land damage
negotiations with property owners in the Revay Brook Area, for additional
water supply 'purposes.
Moved, seconded and voted to instruct the Superintendent to proceed
with formal land takings on the following properties at the amounts of
land damage payments shown:

Moved, seconded and voted to exclude the proposed land takings from
Florence Sargent, due to the high value placed on said land by the owner
thereof, and the owners' reluctance to convey said land.
Received the following report from the Superintendent regarding con-
struction of a gravel-wall well on the Sanborn property in the Revay Brook
Area:

GRAVEL WELL - SANBORN PROPERTY
D. L. Maher, the gravel-wall well contractor, phoned late this
afternoon and informed me that he had a truck loaded with well excavating
equipment ready for work, in any one of three Towns in which he holds
contracts. If he goes to another location, it may be a month or more be-
fore he can start in Reading.
Sanborn Brothers have given permission to the Town to have Mr. Maher
start work on their property, although the formal land takings have not been
consumated as yet.
Mr. Maher realizes that funds will not be available to reimburse him
until after May 15, and will phone me Tuesday morning to receive the uark
whether to start in Reading or not. ,.. . . D
I recommend he be requested to start work.

Moved, seconded and voted to authorize construction of gravel-well
well on Sanborn property as recommended by Superintendent. '
Received a Report to the Board, Suggested Revised Water Rates and
Changes, froE the Superintendent, which reviewed for the information of
the Board existing water rates and charges, and recommendations for a re-
vision of said rates and charges, for the purpose of adequately financing
current and future improvements to the municipal water system. Report
noted, and taken under advisement ,by the Board for study.
Received a report to the Board regarding Construction of Sidewalks
on Public Ways by Property Owners and Others, based on a written� opinlon
from the Town Counsel, and including a suggested Application For Construc-
tion of Permanent-Surfaced Sidewalk, from the Superintendent. Report and
Application noted by the Board, and matter taken under advisement pending
clarification of certain phases of the Town Counselst opinion by the Town
Counsel
As recommended by the Superintendent, it was moved, seconded and
voted to open bids for new equipment, as noted herein;

Boswell Road, for Sawyer Construction Co. , Inc., C. 0. Olson, President, a
Performance Bond in the amount of 0500.00 having been posted for the con-
struction of said Boswell Road.
Superintendent instructed to contact Melburne W. Cummings, President
of Addison-Wesley Publishing Co., regarding certain phases of construction
of Jacob Way, access road to the Business C zoned area.
