Regular meeting of the Board opened at 7 :30 P. M.
Present were Chairman Donahue, Messrs. Florence, Harrison, Zanni,
Kilgore and Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed vouchers and payroll for payment.
Signed Orders of Taking and Schedule of Betterment Assessment for
followingstreets, acceptance of which were voted at the Adjourned Annual
Town Meeting held Monday , March 24, 1958:

Received report from Superintendent to effect that Town Treasurer
Preston F. Nichols has negotiated bond issues as voted under, Articles 59
and 60 of the Adjw rned Annual Town Meeting, totaling $215,000.00, with
the issue date of May 152 1958, payable in 15 years from date of issue, at
' an estimated interest rate of slightly less than 3%, with payment scheduled
thirteen principal payments of $15,000.00 per year and two of $10,000.x0
per year. Report noted. .

Gentlemen:
As requested in your letter of April 8th, we are writing to inform
you of the basis of fees for engineering services in connection with the
water supply improvements voted at the 1958 Town Meeting. The attached
tabulation shows the items of work, the estimated construction cost, the
estimated cost of engineering (preparation of construction plans and spec-
ifications, analysis of bids and recommendation of awards, general super-
vision of construction, and final revision of drawings as constructed) ,
' and the estimated cost of a resident engineer inspector. These data were
originally supplied you in our letter of February 5, 1958, supplementing
our report of January 6, 1958.

The engineering and resident inspection costs are based on the
estimated days of work involved, at the following rates:
Partnere-475.00 per diem
Assistants-$630 :to $45 per diem (2 x actual salary)
Travel and meals in field, at actual cost, extra.
Item 5 and the pipeline portion of Item 2 have resident inspection
included in engineering, because it is indispensable in pipe-laying work.
The estimated engineering costs assume average construction progress;
if undoreseen obstacles retard the work, engineering costs will be increased,
and vice versa.
Any engineering worksuch as original surveys, soundings, and resi-
dent inspection that can be done by the Boards, staff will not only reduce
our charges but should facilitate the work, due to your knowledge of local
details. We would like to know, at your earliest convenience, if your staff
will be able to do any of this work.
Your letter of April 82 1958 is our authorization to proceed with
Items 1, 2; 5 and 6 of our report of January 6, 1958, This letter constit-
utes our acceptance of this assignment, as attached. Bills for engineering
services will be rendered monthly, for services performed.
We appreciate the continuance of our long professional relationship
with the Town.

Received letter from Town of Fading, Municipal Light Department,
Winfred P. Spurr, Chairman, confirming joint meeting date with the Board of
Public Works. Letter noted.
Received request for information and guidance from the Superintendent
regarding amounts .of proposed land damage awards to property owners 3n the
Revay Brook Meadow Area. Discussed the proposed amounts at some length.
Moved, seconded and voted to proceed with tentative amounts as recommended
by Superintendent and report back to Board at next meeting as to the re-
sults of negotiations on a firm offer basis.
Moved, seconded and voted to hold Preliminary Board of Survey Hear-
ings, one each meeting night of April 21, April 28, and May 5, 1958, fol- '
lowing Sewer Hearings.
Approved Registry of Deeds Plan of land owned by Frank Baker, Wake-
field Street, H. Kingman Abbott, Surveyor.
Received sewer frontage assessments on group of streets on which
sewer hearings are to be held on April 21, 1958.
Further discussed access road, water main extension to the Indus-
trial Zoned Area South of Route 128
Moved, seconded and voted to request Town Counsel Carl H. Amon, Jr.,
to submit• an opinion regarding the subdivision of Industrial property under
the Subdivision Control Law, including road construction and water main
extension on the Industrial Zoned land o weed or to be owned by Wang Realty
Trust.

Chairman Spurr, Messrs. Wilcox and Allen of the Reading Municipal
Light Board, and Manager Stanford visited Board to review known present and
anticipated future electric power needs of the Public Works Water Division,
particularly with reference to the use of electric power at present and
futtre pumping station sites. An estimate prepared by Weston & Sampson of
proposed future power needs was presented to the Municipal Light Board, and
its contents discussed. An underground power line to Hundred Acres Pump-
ing Station was reviewed, and it was suggested that Civil Defense funds be
requested for its installation. The Municipal Light Board stated that they
would appreciate being advised of future Board of Public Works long-range
planning regarding road construction, and would appreciate a copy of the
annual Capital Outlay Projection when submitted to the Capital Outlay Plan-
ning Committee, to guide the Municipal Light Board in their long-range
planning. '
' _ Architect Sherburne J. Watts, 7 Fremont Street, visited Board to
further review the mechanics of an addition to the Municipal Garage . Mr.
Watts reviewed the attempts in the past, starting with the original plann-
ing in 1946, and progressing to the present date. All phases of proposed
construction were fully reviewed, and, with Mr. Watts agreeing to continue
as Architect on the proposed garage addition, it was moved, seconded and
voted to instruct Mr. Watts to proceed at o nce with plans and specifica-
tions for construction of an addition to the Municipal Garage to eliminate
heating and plumbing; to include floor drains, lighting and painting, with
a view to obtaining as much area in the addition as is possible witn avail-
able funds, using alternates in the bids to diminish or extend the scope of
the work.

Moved, seconded and voted to proceed with surveys and plans for construction
of Nos. 1-2-3-5-6-7-8-9-1U-11 locations listed above, and to withhold action
on Nos. 4 and 12 for the time being. -
Received letter from Addison-Wesley Publishing Company regarding con-
struction of Jacob Way. Superintendent instructed to- tnvi"te Melbourne
Cummings, President of Addison-Wesley Publishing Company, to meet with
Board at his convenience for the purpose of discussing the subject matter
of said letter. '

Received a petition signed by 27 citizens requesting the extension of
he sanitary sewer on Bancroft Avenue, from Weston Rotd to Lowell Street.

Received invitation bo .attend a presentation of Safe Driving Awards to
be presented by The Employers' Group Insurance Companies to 29 Public Works
equipment operators who have qualified for said awards, on Tuesday, April
15, 1958. Moved, seconded and voted that the Board go on record as con-
gratulating those employees who will receive said awards for their safe
driving records.
Received letter from Mr. Thomas M. Scanlon, 26 Timoerneck Drive, pro-
testing storm drain in easement located on property line of his property
and requesting it be either removed or extended. Letter noted and matter
taken under advisement.
Received copy of Decision of Board of Appeal on petition of Meadow
book Golf Club Corporation to remove gravel from their property, and on
which the Board of Appeal has rendered a favorable decision with restric-
tions. Decision noted.
Moved, seconded and voted to request Finance Committee to transfer the
sum of $5,000.00 from the Reserve Fund to the Snow and Ice Salaries Account.
