HomeMy WebLinkAbout1958-03-10 Board of Public Works Minutes March 10, 1958 Regular meeting of the Board opened at 1:30 P. M. Present were Chairman Donahue, Messrs. Harrison, Florence, Kilgore, Zanni and Superintendent Putnam. Minutes of previous meeting read and approved. Signed Vouchers and Payroll for payment. Board then proceded to re-organize for 1958-1959 term. James T. Putnam acted as temporary chairman during reorganization procedings. Mr. Harrison nominated Mr. Donahue for Chairman, seconded by Mr. Zanni, Mr. Zanni moved nominations be closed. Unanimous vote. Coleman J. Donahue unanimously re-elected Chairman. Mr. Kilgore nominated Mr. Zanni for Secretary, seconded by Mr. Florence. Mr. Florence moved nomination be closed. Unanimous vote. Dom- , enick Zanni Jr, unanimously elected Secretary. The Board then went into executive session. Moved, seconded and voted to appoint James T. Putnam as Superin- tendent of Public Works for a period of three months, to June 9, 1958. Report recetyed from Superintendent regarding extension of water main to Industrial Area Southerly of Route 28 to service the proposed new industrial installations. Superintendent instructed to arrange meeting with Mr. William Ward, the realtor, and his associates on Friday evening, March 14, 1958 at 8:00 P. M. Selectmen Drew, Calvin and Sussman and Board of Appeal Members Topperza, White and Killam conferred with Board relative to the petition .of the Meadow Brook Golf Club Corporation to remove gravel from the Golf ' Club property on Grove Street. Regulation of trucking, bonding of contractors for possible damage to highways during gravel haul setting of minimum excavation grader were discussed. No action taken. Received letter from State Department of Public Works advising Board, that Dingley Contracting Co. had requested payment of retained percentages on West Street Chapter 90 Contracts Nos. 16146 and 17415, and that the Commissioners of Public Works had voted to approve payment of $1,600.00 from the retained percentage on Contract Nos. 16146 and $3400.00 from the retained percentage on Contract No♦ 17415. Moved, seconded and voted to approve said action by the Commissioner of the State Department of Public Works, and authorized Superintendent to make said payments. Approved for signature of Superintendent the following Registry of Deeds Plan: Land on Forest Street owned by Mary Howard, D. F. Perkins, Surveyor. Received report from Superintendent regarding negotiations for land at the Revay Brook proposed well field, and citing a firm offer from James R. Sanborn and Edwin H. Sanborn, Trustees, for two parcels of land . Super- intendent instructed to negotiate further on a proposal suggested by the Board. Received letter from Myron D. Kidder, tenant at 211 Summer Avenue, requesting abatement on excessive water bill dated January 1, 1958. On recommendation of Superintendent, it was moved, seconded and voted to abate $3.85 on the bill of $20.05. Signed Board of Survey Plan and Profile of "F" Private Street, off Libby Avenue, without requiring actual physical construction on bonding, for the express purpose of permitting installation of a water main for Charles W. Heinstrom. Received notice from Superintendent regarding scheduled Precinct and Town Meeting dates. Received letter from Fire Chief Hugh L. Eames suggesting a name for that portion of South Street situated Westerly of new Route 28. Nave sug- gested was "CARAGOLD" or "CLARAGOLD" Street. Superintendent instructed to draft a letter to abuttors on South Street advising that that a change of street name was imminent, and submit same to Board for approval. Received Annual Report from Town Counsel Carl H. Amon Jr. regarding his activities as Town Counsel. Report noted. Received report from Superintendent regarding his attendance on hhis date at two Public Hearings at 100 Nashua Street, Boston held by the Water- ways Division, State Department of Public Works, regarding the Saugus River and the Aberjona River. Report noted. Superintendent instructed to write Reading Municipal Light Department regarding removal of two utility poles on Jacob Way. Moved, seconded and voted to release all bond checks on Summer Avenue Chapter 718 construction bids with the exception of the tree low bidders checks. Board adjourned at 10:3$ P. M.
