HomeMy WebLinkAbout1957-12-16 Board of Public Works Minutes December 16, 1957 Regular meeting of the Board opened at 7 :3o P. M. Present were Chairman Donahue, Messrs. Zanni, Hopkins, Kilgore and Superintendent Putnam. Minutes of Previous meeting read and approved. Signed vouchers and payroll for payment. Received the following report from the Superintendent regarding a sustained pumping test at Hundred Acres Meadow: REPORT TO DATE ON TEST WELLS, PUMPING TESTS A sustained pumping test was started on Saturday, December 14, 1957 on a cluster of wells driven at Test Well No. 15, Hundred Acre Meadow, near the Reading-Wilmington Town Line. Static water level was 21 5" Immediate drawdown was 6' 6" Present drawdown is 61 911, and the well has stabilized . At the same time, Test Well No. 13, located 200} feet Northerly from No. 15, used as an observation well on this test, was recorded as follows: Static Water Level was 1' 3/4" Immediate drawdown was 11 4z" Present drawdown is 11 6" Pumping rate on the test is 280 G.P .M . with a 22" vacuum. A gravel- packed well in this location would produce at least 1 MGD. The State Department of Public Health has given the Town a clean bill on the Sanborn Well No. 24. Signed Order of Taking for drain easement through lands of the Masonic Temple Corporation adjacent to the Municipal Parking Area. On recommendation of Superintendent, it was moved, seconded and voted to close all Department6, with the exception of stand-by personnel, at 12 noon on Tuesday, December 24, 1957, the day preceding Christmaa.Day, with full pay to all Departmental employees for the entire day. Received letter from Weston & Sampson, Consulting Engineers, report- ing progress of Water Adequacy Study, which hereby becomes a part of these minutes: December 9, 1957 Board of Public Works Mr. James T. Putnam, Supt. Municipal Building Reading, Mass. Gentlemen: Enclosed are the results of bacteriological and chemical analyses of a sample of water, No. U-34740, collected on the morning of December 6th from the discharge of a cluster of wells at Teat Well No. 24 in the Sanborn Pit off Lowell St. , after pumping at approximately 350 GPM for sevan days. The sample was odduless, clear, colorless, and of very low iron content. It was bacteriologically sterile. Organic matter, indicated by the oxygen consumed, was very low. Nitrogen compounds, sometimes in- dicative of animal contamination, were very low except in the case of nitrates which were higher than normal, but not objectionably so. Chlorides, also sometimes indicative of animal contamination, were slightly higher than normal for this area. Both the nitrates and the chlorides could be due to old contamination in the ground water, purified by passage through the soil. The sample was fairly hard by New England standards, of a magni- tude similar to that of your present wells. The pH of 6.4 and the carbon dioxide content of 21.0 ppm indicate that the water would have moderate corrosive tendencies. - The pumping test was ended at 10:00 A. M. on December 7th and we will report the drawdown and recovery data as soon as we have received it from D. L. Maher Company. The sample indicates that the water is of excel- lent quality for domestic use . The only possible treatment required would be an increase in the pH to minimize corrosion in the distribution system. 1 I i Also enclosed are the results of partial chemical analysis of a sample of water collected from the same source on December 3rd. No I action taken regarding same . Mr. Jackson and Attorney Ernest Nigro, representing Massachusetts Builders, Inc. , appeared before Board to further discuss bonding of a por- tion of the Ash Hill Road development . After a thorough review by the Board of said development, it was moved, seconded and voted to bond the following portion only at this time: Ash Hill Road-Station 0+0 to Station 6;92.69, including the intersection of Ash Hill Road, N4ple Ridge Road and Balsam Road at the inlet side of a 48" storm drain angle manhole. Drain Easement-from Ash Hill Road to Sturges Park, containing a 48" piped Storm drain. All as shown on File Plan A-17-125 in the Board of Public Works Office. Mr. McHugh and Mr. Francis Kiley appeared before Board to discuss bonding of Pine Ridge Circle, under development by Mr. Kiley, who requested that the Town of Reading act as Stakeholder in the construction process. It was moved, seconded and voted to comply with sdid request, subject to the written approval of the legal technicalities by the Town Counsel, Reviewed proposed 1958 Salary Schedule as recommended by the Super- intendent . Moved , seconded and voted to request the Personnel Board to ,amend the By-Law to Establish a Wage and Hour Classification Plan, Section 10, Overtime, so tnat ,Foreman may be paid for overtime at their regular Hourly rate after 4U hours of work on the job. Moved, seconded and voted that each Foreman in the Public Works Department be granted a Three (3) Dollar per week increase on the Salary Schedule, based on the assumption that the Personnel Board and Town Meeting Members will approve the preced- ing motion in these minutes. It was agreed to hold a Special Board Meeting on Thursday evening, December 19, 1957 for further review of the 1958 Bud- get and Salary Schedules. Board adjourned at 11:30 P. M.
