HomeMy WebLinkAbout1957-11-29 Board of Public Works Minutes November 29, 19$7 Special meeting of the Board opened at 7 :30 P. M. Present were Chairman Donahue, Messrs. Hopkins, Johnson, Kilgore and Superintendent Putnam. Minutes of previous meeting read and approved. Received form letter from Finance Committee reminding Board that 1958 Budget must be presented to the Finance Committee not less than ten (10) days- prior the end of the Towns' fiscal year. Communication noted. Received report to- date from Superintendent regarding test wells, well field conditions, and progress report on water adequacy study by Weston &. Sampson. Sustained pumping test on Teat Well 24, in Sanbornsf gravel pit off Lowell Street, Started this date. Superintendent also reported that Weston &- Sampson recommend driving one more test well in this area, on Grove Street side of swampland. Superintendent authorized to cofAtract owner of private property involved,, and, if permission is obtained, to instruct Was- ton & Sampson to drive test well as recommended. On recommendation of Superintendent, it was moved, seconded and voted to release the bond of indemnity in the amount of $4,700.00, posted by Frank Briguglio for the construction of Cherry Lane (Private) Drive, the work specified in said bond having been completed. Moved, seconded and voted to authorize the Superintendent to order the removal of two trees, as listed herein, they being located in the travel- ed way approaches of two new streets presently under construction, and there- fore constituting traffic nazards: Pearl Street, Easterly side, at approach to Linnea Lane-48" Oak Tree Walnut Street, Northerly side, at approach to Ash Hill Road-18" Elm {R Received letter from Weston & Sampson dated November 22, 1957 reporting Lfurther progress on the study for additional water supply, which hereby be- comes a part of these minutes: a November 22, 1957 Study for Additional Board of Public Works Water Supply Municipal Building. Reading, Mass. Gentlemen: Since last reporting progress on the studies for additional water supply under date of November 8th, the following test wells have been driven: #20 - Town Forest, Second Point, Drove 261 . Fair material, but shallow. Pulled. #21 - Town Forest, Second Point. Drove 38' -6" . Fine to med. Brown sand & gravel all the way. Fair recovery. Left in. #22 - In Sanborn pit, off Lowell St., opp. Barrows Road. Drove 40' -8" . Fine to med. brown sabd & gravel. Too much fine sand, and not enough depth. Pulled. #23 - In Sanborn pit, off Lowell St., Opp. Beverly Road Drove 571 . Some excellent coarse material below 35' . Pumped 20 gpm/ foot of drawdown. Sample collected for analysis Nov. 18 showed water to be of excellent physical quality, low in iron, and slightly softer than average of present supplies. Analysis #34709 attached. Location is 2501 -300' from last house on Berkely Ave. #24 - In Sanborn pit, 1501f north of #23 Drove 551 -6". Good coarse material all the way, except last 51 . Staticwater level about 1 ' below ground. Pumped 35 gpm/foot of drawdown, for 8 hours. Sample collected for analysis Nov. 22; results later. Water looks as good as #23. Iron low. Good location for gravel-wall well. #24 - In aiiamp, 2001 ± north of #24. Drove 461 . About 5' of .good brown sand below 3u' . Left in. D. L. Maher Co. have been instructed to drive a cluster of wells and run an extended pump test at TW #24, and later a similar pump test in the vacinity of TW #12 and 15 in Hundred Acre Meadow. In our letter of 11/8 we recommended that a right-of-way over high land be acquired for access to this area; since then a more exact location of the property line has indicated that this is not necessary. Also in our letter of 11/8 we stated the yield of TW #19 to be 70 gpm/foot of drawdown, based on our understanding of the drillerts field notes. The log submitted by D. L. Eldridge, 69 Arcadia Avenue, Reading, reporting a dangerous water-filled depression on vacant land abutting _ Araadia (Private) Avenue, and requesting that action be taken to compel Realty Construction Co. to eliminate said dangerous condition. Superintend ant instructed to inform Mrs. Eldridge of steps already taken to comply with her request, and to send comp of letters from and to Mrs. Eldridge to the Building Inspector, who has jurisdiction over this matter. Received letter from Board of Selectmen stating that the Town By-Laws are being revised, and soliciting any suggestions the Board of Public Works might have that would be hell3Eul .to the Board of Public Works . Several ten- tative new by-laws were discussed, but no action was taken by the Board. Received form letter from the Board of Selectmen requesting that the Board of Public Works Annual Report for 1957 be ready for the printer as soon after January 1, 1958 as possible, but no later than January 15, 1958 . Received letter £rock The Commonwealth of Massachusetts, Department o Public Health, regarding fluoridation of the public water supply, which hereby becomes a part of these minutes: November 15, 1957 Board of Public Works Re: Reading-Proposed Fluoridation Reading, Massachusetts of Public Water Supply Gentlemen: The Department of Public Health is in receipt of your communication dated November 12, 1957, requesting the approval of the Department of equip- ment proposed for the fluoridation of the public water supply of the Town. Your communication was accompanied by a copy of a vote of the Town on March 26, 1956, for installing and operating a system for the fluoridation of the public water supply, together with a description of the gquipment to be in- stalled at Station #1 and Station #3 in Reading. 3 An examination has been made of the proposed installation and the Department is informed that the equipment will consist of a typical sodium fluoride saturator installation, including water softeners to soften the solution water. Adequate controls, piping and appurtenances are to be pro- vided to control the amount of fluoride compound added to the water. It is proposed to use sodium fluoride in crystalline form and the solution will be applied to the discharge main at Station #1 and #3. In the event that Station #2 is used, the fluoride dosage at Station #3 will be increased so that all water will be dosed in the proper amount. The Department approves the equipment as proposed and recommends that the amount of fluoride added to the water be maintained at an amount so that the fluoride content of the treated water will be 1 part per million, with a permissible variation of 0.1 of a part per million above or below that amount. Arrangements have been made for representatives of the Department to be present when the fluoridation equipment is to be placed in operation. Taken under advisement by Board. Received letter from Edward Aashian, 126 Charles Street, requesting consideration from Board on cost of water main extension to service his property on Charles Street. Moved, seconded and voted to install water main in usual manner. . Superintendent reported on alternate method of installing storm drain for new Reading Cooperative Bank Building on Haven Street, through Municipal Parking Area No. 1 rather than along Haven Street to Main Street. Authorized alternate route, if physically and legally proper. Voted to hold next meeting of Board on December 9, 1957 . Board adjourned at 9:10 P. M. Respectfully submitted: Secretary
