' Regular meeting of the Board opened at 1:30 P. M.
Present were Chairman Donahue, Messrs.Hopkins, Zanni, Kilgore and
Superintendent Putnam.
Minutes of previous meeting read and approved..
Signed vouchers and payroll for payment.
Report on conditions at well field, test wells, and fluoridation
dsta received from Superintendent. Report noted.
Received letter from Essex Sand. & Gravel Co., by J. P. Drislane,
Vice President, protesting fact that, although Essex Sand & Gravel Co.
were low bidder on two 1957 bids, no contracts were awarded to them. Mr.
Kilgore wished to be recorded In the minutes as not having been present
at -the Boardmeeting at the time the vote of the Board was taken awarding
the resurfacing of Washington Street bid to Warren Brothers Roads Company
' on November 4, 1957. Superintendent instructed to compose a letter acknow-
ledging receipt of Essex Sand & Gravel Co, letter, said letter to be re-
viewed by the Board at the next Board meeting.
Mr. Sherburne Watts, Architect, appeared before Board to discuss
proposed adlitlon to Municipal Garage. Mr. Watts reviewed for the Board
the several plans drawn by him starting in 1946 -for said addition, none
of which were possible due to lack of -funds. The three plans drawn were
presented for dlscussion, ,they being of the following dimensions:
First Plan-104 ft. x 81 ft. , Second Plan-52 ft, x 81 ft. , Third Plan-42.4
ft, x 52.4 ft.
On being questioned, Mr. Watts stated that he had been paid in full for
the First Plan, partially for the Second Plan, and had received no pay for
the Third Plan. Mr. Watts then discussed present and future nedds of the
'Public Works Departments for garage housing, and approximate costs of same.
No action taken by Board on garage addition.
Mr. Clifford Johnson of Johnson Bros. , sewer contractors, appeared
before Board to, discuss patchipg of sewer trenches. Mr. Johnson proposed '
to excavate all trenches, install a one foot layer of.gravel in the, exca-
vated trenches, rut edges of all trenches and indentations, apply Bitumin-
ous Concrete Type I-1 to all.trenches and indentations, and to come back
to Heading in the Spring Of 1958 and re-patch all settlements at Johnson
Bros. expense. He did not, because of the cold weather, wish to water-het
trenches to secure proper settlement of backfill.
Mr. Johnson was then requested to leave the Board meeting while the
offer made by him was discussed, which request was complied with.
The Board then discussed the patching of sewer trenches at some
length, after which Mr. Johnson was again invited to meet with the Board.
Moved, seconded .and voted to require Mr. Johnson to patch sewer
. trenches in the following manner:
Excavate trenches and Indentations deep enough to accomodate 2" of cold
patch, not to out edges of trenches or indentations, install 2" of cold -
patch to all trenches and indentations, not water het trenches, ar}d main-
tain patched trenches and indentations until late Spring of 1958. In late
Spring of 1958 Johnson Bros. are to excavate trenches, install one foot of
gravel, out trenches and indentations, hot top all patched areas at present
contract prices. The price per ton of cold patch, applied, to be $7.75 per
t on.. 1 .
To all of the terms of this vote Mr. Clifford Johnson agreed.
Mr. Kilgore moved to reprimand the Superintendent for exceeding the
amounts voted in the 1957 budget as set by vote of the Town Meeting, par-
ticularly with reference to Articles 13, 19 and 14 in the Special Town Meet
ing Warrant for November 25, 1957. Motion seconded by Mr. Zanni, On a roll
call vote, requested by Mr. Kilgore, the following vote was recorded: Mr.
Kilgore, Yes; Mr. Zanni, Yes; Mr. Hopkins, No; Chairman Donahue, No.
Conferred with Finance Committee in Room 19 at 10: 00 P. M. to dis-
cuss transfers to be requested at the Special Town Meeting to be held Novem-
ber 25, 1957.
Received letter from Dingley Contradting Co. , West Street Chapter 90
contractor, advising Board that some 300 lineal feet of 15" plaip concrete
drain pipe on West Street Southerly of Fremont Street did not have suffic-
ient earth cover to support the weight of heavy equipment, and advised Board
to have the same replaced with 15!' reinforced concrete drain pipe.
On recommendation of Superintendent, it was moved, seconded and voted
to comply with the subject matter of Dingley Contracting Co. letter, and
the Superintendent was instructed to write the District Engineer, T. F. Han-
ron, requesting this work be done as an office charge from the Town of Read-
ing, reimbursable by the State from Chapter 90 Construction funds, at a unit
price of $4.25 per lineal foot of drain pipe, in place.
Moved, seconded and voted to release the performance bond in the
amount of $10, 000.00 posted by Surette Building Trust for the construction
of Marla (Private) Lane.
Received letter from George H. Dunn, 16 Corey Street, Medford, Mass. ,
making offer to the Town of the use of a four acre tract of land owned by
him Northerly of Martin Road for a period of two years for a public dump
site, provided certain restrictions imposed by Mr. Dunn were complied with.
On recommendation of Superintendent the offer was declined.
Received letter from Reading Chamber of Commerce requesting that a
member of the Board of Public Works be delegated as a member of a Chamber
of Commerce Parking Lot Committee. Moved, seconded and voted to appoint
Chairman Donahue to said comm7.ttee as a representative of the Board of
Public Works.
Signed contracts for driving test wells,' making pump tests, and
constructing a gravel walled well with D. L. Maher Co, of Woburn, Mass.
Rebieived Articles for Special Town Meeting November 25, 1957-
Signed Order of Betterment Assessments for Bituminous Concrete
Sidewalk Construction on Forest Street, Southerly side, Main hreet' to
Grove Street. '
Received reminder post card from League of Women Voters of Wakefield
of "Refuse Disposal by Incineration" lecture to be held at the Walton
School in Wakefield on Wednesday November 20, 1957. Noted by Board.
