(( Regular meeting of the Board opened at 7 :3U P. M.
Present were Chairman Johnson, Messrs Donahue, Kilgore, Zanni and
Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed vouchers and payroll for payment.
Received verbal report from Superintendent regarding progress to
date of Water Adequacy Study by Weston & Sampson, water levels at well
field, result of purging Station No. 3 gravel-packed well etc. Superin-
tendent instructed to continue publicity in The Reading Chronicle g reques-

tin conservation of the Municipal water supply
and the effect of the
continued drouth on the Hundred Acres Well Field.
Opened and read aloud, at 8 :3U P. M. the following bids on Driving
Test Wells, Conducting Pumping Tests, Constructing a Gravel-Walled Well:

Signed plan, as Board of Survey, for Batchelder Road Extension,
John E. Selfridge, Developer, on presentation by Mr. Selfridge of a pro-
perly executed performance bond for construction of a portion of Batch-
elder Road Extension, and authorized its recording in the Registry of
Deeds together with an Agreement of non-conveyance of lots abutting the
portion not bonded.
Received a second letter from Mr. Marchinko, 155 Walnut Street,
' repeating his request for permission to erect a garage over a storm
drain easement and drain pipe . Superintendent instructed to inform Mr.
Marchinko that a detailed plan is required of drain cvvssing, and to �
request opinion from Town Counsel as to what assurance could be obtained
from Mr. Marchinko that the Town would be protedted legally in event of
the drain becoming clogged and damaging private property.
Moved, seconded and voted to request presence of representative
or representatives of Transitron at Board meeting of October 21, 1957
to discuss water usage requirements of Transitron in more detail.
Signed Order of Taking of Easement for Water Service Through Lands
of Trancoa Chemical Corporation, from Ash Street Easterly.
Received letter from State Department of Public Works listing
streets on which the State would assist in 1957-1958 cooperative snow
plowing costs. Letter noted.
Received letter from T. F. Hanron, District Highway Engineer, State
Department of Public Works, regarding the installation of a water main -
in the new service road presently under construction in Reading between
South and West Streets on the East side of the New Route 28. Letter
noted, and it was moved, seconded and voted to incorporate the Superin-
tendents letter to Mr. Hanron dated September 26, 1957 and Mr. Hanronsf
reply in the minutes of this meeting.

Dear Mr. Hanron:
The Board of Public Works of the Town of Reading have instruc-
ted me to write you regarding a request that a water main of adequate

size be installed by the State Department of Public Works in the Access
Road presently being constructed in the Town of Reading between South
Street and West Street Easterly of and parallel with New Route 28.
As you are aware, New Route 28 isolates a considerable area of
valuable residential property from existing water mains on South Street,
making it impossible for fire-fighters to run hose lines to this area
without crossing New Route 28, which would be quite hazardous and im-
practical. The only logical solution would be an eight inch water main
installed in the access road, which is hereby formally rquested by the
Board of Public Works.
Any further information on this request will be forthcoming if
required.

Dear Mr. Putnam:
I wish to acknowledge receipt of your letter dated September
26th asking that an eight inch water main be installed in the service
road that we are building between South and West Streets on the east
side of the New Route 28.
You state that the construction of the new route will isolate
a considerable area of valuable residential property from existing
water mains on South Street, thus making it impossible for fire-
fighters to run hose lines to this area without crossing the new -
route. You refer, I believe, to the area that will be opened up by
the construction of the service road.
We have made a careful study of your request and regret to
say that I cannot see my way clear toward making a favorable recom-
mendation for the following reasons:
1. ' The area you refer to may nave value as residential pro-
perty, but at present it is undeveloped .
2.. The construction of the service road will open up this
area and increase its value considerably.
3. If*the new Route 28 were not built and a fire should
occur in this area the nose lines would extend from the existing
hydrants on South or West Streets. When the service road is com-

plated and a fire should occur in the same area, hose lines could be
run £rum the service road intersections with West and South Streets,
along the service road, without crossing the new route, at less in-
convenience and for a distance no greater and perhaps less than in the
former case.
Since the proposed service road will open up a new area, now
inaccessible, and make it adaptable for residential or industrial
development at a resulting increase in valuation, it would seem rea-
sonable to me that the Town should pay for the installation of the
8" water main.
When I say that it is safe to anticipate an increase in valua-
tion as a result of our project, I premise my thinking on what has
happened along Route 128 and is now beginning to develop on Route 3,
where adjacent land values have sky-rocketted since those projects
were completed.

Received letter from Co Sumner Teel, Trustee, The Sturges Trust,
requesting the release of a bond furnished by said Sturges Tnnst for
partial construction of Sturges Road. Superintendent instructed to
advise Mr. Teel of work to be accomplished by the Sturges Trust prior
to bond release, and it was moved, seconded and voted to withhold re-
lease of bond until such time as the bond requirements have been com-
plied with.
On recommendation of Superintendent, it was moved, seconded and
voted to abate the following amounts- on water and sewer rental bills
issued to Elizabeth Ahearn, 76 Howard Street, Reading:
January 1, 1956 Water Rental Bill - Abate $23.75
February 1, 1956 Sewer Rental Bill - Abate $13.26

Received verbal report from Superintendent regarding damages
claimed by Roderick Hogan, 20 Summer Avenue, for proposed culvert head
and wing-walls on Willow Street frontage of his property. Superin-
tendent instructed to prepare EmsnBnt Domain land taking documents for
drain easement taking at this location, if no more favorable agreement
can be reached.
Moved, seconded and voted to tentatively approve list of streets
for 1958 sewer construction as proposed by Superintendent on a Tentative
Five-Year Sewer Construction Program dated . March 2U, 1957.
Moved, seconded and voted that hence forth, when final payment to
a contractor is presented to the Board on a warrant for approval, that
it be accompanied by a list of previous payments made, with dates, and
also a statement as to extra work done and claims,, if any, pending.
