' The regular meeting of the Board opened at 7:30 P.M.
Present were Chairman Johnson, Messrs. Zanni, Donahue, Hopkins,
Kilgore and Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed vouchers and payroll for payment.
Opened sealed bids for rubber tired Snow Loader at 7:45 P.M.
The following bids were received:

Snow loader bids taken under advisement pending further examination.
Superintendent instructed. to obtain opinion from Town. Counsel
regarding the responsibility of the Board of Public Works in the matter
of protecting the public from hazards on private property abutting
rights-of-way and/or private ways. .
Moved, seconded and voted to permit installation of double check
valves on Town water supply line at Goodall Vinyl Fabrics plant on
Goodall-Sanford Road, check valves to be of type. approved by the State
Department of Public Health and to be installed under the supervision
of the Water Division, Board of Public Works.
Signed Memorandum of Agreement with the Commonwealth of Massa-
chusetts, Department of Public Works, relating to the construction
' under Chapter 90 of West Street, from Woburn Street to Longwood Road.
Discussed dates for sewer hearings on additional streets for
1957 construction, provided funds are available. Set Monday, September 30,
1957, as the date on which all sewer hearings shall be held.
Moved, seconded and voted to abate $3.70 on the April 1, 1956
water bill of Isabel N. Price, 43 Auburn Street, originally billed
ifl the amount of $12.00.
Received report from Superintendent regarding the Superior
Court case of Christie vs. Town of Reading. Report noted.
The following Registry of Deeds Plans were presented to the
Board for action under the Subdivision Control Law, and action was
taken as noted:

Received petition for sewer extension on Virginia Road.
Petition accepted, and filed for processing in the usual manner.
Appointment of Superintendent deferred until September 23,
1957, with an interim appointment moved, seconded and voted until
September 23, 1957.
Petition received from three abuttors on Dividence (Private)
Road requesting extension of 8" water main under Betterment Act, as
their private wells had gone dry.
Moved, seconded and voted to Install 8" water main. on Dividence
Road under Water Main Betterment Act, as defined in Section 42G, 42H
and 42I of Chapter 40 of the General Laws, installation to begin as
soon as possible, as an emergency installation.
® Received petition for sewer extension on Hanscom Avenue.
Petition accepted, and filed for processing in usual manner.
Received application from Aldo A. Bartlett, 70 Bennett Street,
Wakefield, Mass. for position of Land Surveyor, Engineering Division.
On recommendation of Superintendent, It was moved, seconded and voted
to employ Aldo A. Bennett as Land Surveyor, Engineering Division, at
a salary of $100. 00 per week, subject to the approval of the Personnel
Board.
Mr. Douglas Burhoe, 64 Glenmere Circle, appeared before Board
to discuss a proposed water main extension to service two lots of
land on Winslow Road. Moved, seconded and voted to install a 2" water
service from the existing 6" water main on Winslow Road to a point near
the lot lines of the two lots in question, then continue the normal
service connection to each lot, subject to the usual $75.00 entrance
fee for each lot.
Received petition for extension of the sewer on John and Union
Street to 29 Union Street. Petition accepted, and filed for processing
In usual manner.
Superintendent Instructed to inquire from proper authorities
regarding the installation of a 12" water main in the new section of
South Street presently being constructed parallel to the Easterly side
line of New Route 28.
Superintendent instructed to inquire regarding the Fluoridation
Equipment from Contractor Ralph P. Hall.
Moved, seconded and voted that the letter written by the Super-
intendent to Weston & Sampson, Consulting Engineers, 14 Beacon Street,
Boston, Mass. dated August lw, 1957, advising Weston & Sampson of
their retention by the Board of Public Works as consultants for a
water adequacy study of the Town of Reading, be included in the minutes.

Attention: Mr. George G. Bogren
Dear Mr. Bogren:
The Board of Public Works, at a meeting held Monday,
August 12, 1957 voted to retain the firm of Weston & Sampson,
Consulting Engineers, for the purpose of making a complete
study and report on the adequacy of the water supply,
pumping and .treatment equipment, distribution and storage
facilities of the Town of Reading.
To be included in this study and report are the following:
1., Make a complete investigation and report concerning the
adequacy of the present Town of Reading water supply, is,
ground water sources situated within the llnundaries of the Town
of Reading, based on actual past and projected future water
consumption statistics. It is understood that this Investi-
gation will include exploration by means of test wells and
pumping tests thereon, and an evaluation of same. The recent
investigation to determine the effect of contemplated Ipswich
River channel Improvements on the Town of Reading water supply
by the Waterways Division of the State Department of Public
Works, including borings, test well and seismic data is to be
reviewed, analyzed and included in the report.
2. Investigate the possibility of a. connection with the
Metropolitan District Commission, including route connection
would logically follow, method of pumping, treatment required,
analyses of probable cost of connection, entrance fee, and all
related matters.
3. Examine and review the adequacy of the existing water
pumping station equipment, including motors, pumps, control
equipment, etc.
4. Carefully investigate the water distribution system of the
Town of Reading, including flow tests to determine the adequacy
of water available for fire protection purposes at various
locations in Reading, and also to determine the carrying capa-
city of principal supply mains, particularly to outlying dis-
tricts and those districts on high elevations. It Is suggested
that conferences be held with the New England Fire Insurance
' Rating Association regarding this phase of your investigation.
5. Review the adequacy of the existing water storage facilities
and determine if more storage tanks are required, and if so,
their proper location.
6. If the results of your investigation show that adequate
ground water supplies exist at or near the present well field,
specific recommendations for conversion of the present
slow sand filters to rapid sand filters should be included
in your report.
7. The Board of Public Works intend to submit an applica-
tion to •the Housing and Home Agency of the Federal Govern- '.
ment for an advance of the funds required for this water
adequacy study, and your assistance in submitting said
application will be required.
Complete records and engineering data are available at
this office regarding the water supply and distribution sys-
tem, which will be available to you on request. If I. can
be of assistance to your firm at any time, please feel free
to request same.
As you are aware, the water supply, distribution and
storage systems in Reading are becoming increasingly critical,
time is of the essence in solving our water problem, and a
complete plan for improvements must be ready for presentation
to the Finance Committee by January 1, 1958.
On the basis of your letter dated July 16, 1957 the
Board requests a complete study as outlined therein, includ-
ing, as hereinbefore stated, a complete and comprehensive
study of all phases of the Reading water system, a report
and recommendations concerning same, costs, methods of
financing, and sources of additional water supply, including
supervision by your firm of driving test wells and making
pump testa to specifically locate required additional ground
water supply.

Discussed current water conditions relating to gravel walled
wells Nos. 2 and` 3. Superintendent instructed to obtain opinions
from other sources than D. L. Maher Co. regarding surging or cleaning
said wells at this time.
