Regular meeting of the Board opened at 7:30 P. M.
E Present were Chairman Johnson, Messrs . Zanni, Donahue, Hopkins,
Kilgore and Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed vouchers and payroll for payment.
Received letter from State Department of Public Works listing- bid-
ders and bids opened July 16, 1957 on West Street Chapter 90 Construction,
as follows:

Mr. John Hogan, 20 Summer Avenue, appeared before Board to again
request abatement of a portion of sewer frontage assessments on the Willow
Street frontage of his property. After some discussion, it was agreed
that Mr. Hogan and Superintendent Putnam confer regarding proposed drain
easement and sewer frontage assessments, and that the Board would recon-
sider the sewer frontage assessment abatement request after receiving the
Superintendent' s report.
Moved, seconded and voted to award Chapter 90 West Street Construc-
tion contract to Dingley Contracting Co. , Inc. , 52 Everett Street, Natick,
Mass. at the bid price of $83,691.20 as recommended by the State Department
of Public Works . Signed three copies of said contract.
Preliminary hearing on extension of Mark Avenue, owned by George M.
McSheehy, held at 8:30 P. M. No objections being heard, Superintendent in-
structed to advertise for formal hearing to be held Monday, August 26,1957.
Discussed water main problem on South Street Westerly of Gleason
Road, engendered by construction of New Route 28 and the resultant grade
changes. On recommendation of Superintendent, moved, seconded and voted
to abandon the existing 512+ feet of 6" water main involved, rather than
interfere with the circulation of water through this critical area of
Reading.
Received written opinion from Town Counsel Carl H. Amon, Jr. re-
garding the application by the Board of Public Works of the Water Better-
ment Act, so-called, which hereby becomes a part of these minutes:

Dear Jim:
You have asked for my opinion in connection with the application
of Sections 42G, 42H and 42I of Chapter 40 of the General Laws.
On April 2, 1956, the annual town meeting voted to accept the pro-
visions of the above Act.
It is my opinion that this Act is permissive and not mandatory and
that you may, therefore, continue to charge for water main installation,
as you have prior to the acceptance of this Act, provided that '. the Board
of Public Works votes to proceed in this manner for any particular proper-
ty or specified installation.

Received letter from Weston & -Sampson, Consulting Engineers, re-
garding their proposed over-all plan of a water adequacy study for the
Town of Reading,. and confirming the general opinion expressed by Mr.George
G. "Bogren of Weston & Sampson at a meeting with the Board on July 15, 1957.

Received communication from Transitron Electronic Corporation signed
' by Leo Bakalar regarding water main requirements for the new Transitron
building on Ash Street, Reading, and also discussing a sewer connection,

trancoa Chemical Corporation Building,
Ash Street, Reading, Mass.
Gentlemen:
Relative to sewerage disposal and prospective water service requirements
for our new building, we are pleased to present the following information
as well as a request for your approval of the required sizes and use as
noted:
1. Town Water Service
A. We have determined that we will need an 8" town water service
extension to this new building instead of the 10" or 12" ser-
vice originally suggested.
B. We, therefore, respectfully request that this size be installed.
2. Town Water Service Requirements
A. We have estimated that the maximum amount of Town water to be
used would be fifty gallons per minute.
3. Artesian Well Yield
A. We have installed one artesian well which is now yielding 25 gal-
lons per minute, and we are arranging to drill an additional one
to yield a-minimum of an additional 25 gallons per minute.
4. Sewerage Disposal
A. We have received approval of the Metropolitan District Commission
to extend all of our proposed sanitary and process drainage sys-
tems to connect into the M.D.C. sewer disposal system.
This approval wag based upon a letter from Trancoa Chemical Corpora-
tion to the Metropolitan District Commission, a copy of which is
attached. Approval was given by Mr. Sulesky of their staff.
B. We, therefore, respectfully request your approval on the same
basis of use.

Attention: Mr. A. Sulesky
Gentlemen:
Concerning the sewer in the plant being built for Trancoa, Incorporated
in Reading, Mass . , plans are being made to recover process acid rather
than to flush it down the drain, so this should be of no concern. In the
event that recovery equipment is not operable at the time production sta-
rts , I can assure you that the acid will be neutralized before being
posed of, since relatively small quantities are involved.
In the laboratory, traces of acids might be washed down the drain from
time to time, but this would be about the same as any high school chemis-
try laboratory. It is anticipated that at one time or another all of the
mineral acids might be used, as well as some organic acids . -
If you desire any further information, please do not hesitate to call on
me.

Superintendent instructed to consult with Mr. Leo Bakalar and further clar-
ify water usage requirements , and also to obtain documentary proof of
acquiescence of Metropolitan District Commission, Sewer Division, of waste
disposal containing acids in the sewerage system.
Moved , seconded and voted to install the petitioned for Charles
Street water main for Edward M. Kashian, Stoneham, Mass . in the usual
manner, ie, cash payment of estimated cost in advance, and not to use
Water Betterment Act in this instance.

Moved, seconded and voted that, due to the fact that no financial
statement has been presented to the Board by the low bidder, Doerico &
Forth Cos. as a corporate entity, and due to the fact that time is of the
essence in accomplishing the drain work bid, that the drain contract be
awarded to the second bidder, A. M. Gregorio & Sons, 14 Druid Hill Avenue,
Wakefield, Mass . , subject to posting of a proper bond.
Received letter from Board of Selectmen requesting use of Memorial
Park for a carnival to be held during the period, August 21-24, 1957 in-
clusive. Request denied, due to term of Deed of Gift from donors of Memo-
rial Park grounds, which excludes any gathering at the Park which would
detract from the quiet enjoyment of the neighborhood by residents.
Following Registry of Deeds Plans for approval under the Subdivision
Control Law presented to Board for approval. Action taken on each plan is
noted. Those plans denied were in violation of different phases of the
Zoning Law.

Discussed selection. of consulting engineering firm for purpose of
preparing a complete and comprehensive water adequacy study for the Town
of Reading.
Moved, seconded and voted to retain the firm of Weston & Sampson,
Consulting Engineers, 14 Beacon Street, Boston, Mass. to make a complete
water adequacy engineering study for the Town of Reading, such study to -
includeallphases of supply, distribution, storage, estimated costs, pro-
posed methods of financing, the whole to be incorporated in a comprehen-
sive report to the Board of Public Works by January 1, 1958.
