Regular meeting. o£ the Board opened at 7:30 P. M .
Present were Ch*irma.n Johnson, Messrs. Hopkins, Donahue, Zanni, Kil-
gore and Superintendent Putnam.
Minutes of previous meeting read gnd approved. .
Signed vouchers.and payroll for payment.
Delegation of citizens from Lothrop Road, with Mr. H. W. Holmberg,
48 Lothrop Road as spokesman, visited the Board to discuss the current lack
of adequate water pressure on Lothrop Road and future plans for correcting
same. The delegation was advisbd that the Board was well aware of existing
conditions, and outlined what had been accomplished and was proposed to be
done to correct the existing conditions.
Temporarily adjourned at 8 :00 P. M. to act as Board of Survey.
Reconvened at 8:30 P. m. as Board of Public Works.

Received letter from Weston & Sampson, Engineers, stating that their
firm was interested in discussing a proposed engineering study of the water
supply and distribution system for the Town of Reading with the Board of
Public Works, and that Mr. George Bogren of their office would be glad to
' discuss same with the Board. Letter Noted.
Received communication frog Whitman & Howard, Engineers in answer
to a letter to them regarding a proposed sewer study for the Town of Read-
ing, and it was moved, seconded and voted to incorporate said letter as a
part of the minutes of this meeting:

Gentlemen:
On March 1, 1957, we submitted an offer to the Sewer Study Commit-
tee for making an engineering survey of about 25 miles of sewers at a cost
not to exceed $612,000.

On June 14, 1957, we proposed to your Board that we would prepare
a survey of about 12 miles of these sewers at a cost of $6,000.

This is to assure you that we will complete the remaining 13 miles
of sewers in 1956, if authorized, for an additional amount of 6,000 so
that the total cost for the 25 miles of sewers will be $p12,000.

- Moved, seconded and voted to retain the firm of 'Whitman & Howard,
Engineers to make an engineering study of about 25 miles of sewers in
Reading at an estimated cost df not to exceed 112,000.00.
Received letter from Whitman & Howard, Engineers, stating that Mr, -
Paul F. Howard would be pleased to attend a conference with the Board of
Public Works regarding a water adequacy study for the Town of Reading.
Letter noted.
Discussed additional information tendered by Secretary Donahue re-
garding the responsibility and construction methods of Johnson Brothers,
sewer contractors. Information received, and duly noted by Board for fu-
ture reference.
Received letter from Reading School Committee advising Board that
the Boosters Club of the Reading Memorial High School is currently engaged
in a project to supply sufficient seating capacity for football games to
be played this Fall, and request the use of whatever portable bleachers
may be available under control of Public Works. After being informed by
the Superintendent that in his opinion the bleachers could not be made safe,
if moved, without considerable expense, it was voted to write the School
Committee informing them of the condition of the bleachers.

Examined Registry of Deeds Plan for approval. Land involved comprises
lots on Ridge Road owned by a Mr. Stewart, 70 Dunklee Avenue, Stoneham.
' Voted to approve plan, if found to be in compliance with zoning laws.
Received notice from State Department of Public Works of advertizing
of bids for West Street Chapter 90 Construction, bids to be publicly opened
July 16, 1957 at 100 Nashua Street Boston. Notice duly noted.
Moved, seconded and voted to hold final advertized Board of Survey
Public Hearings on the remainder of Westsyde Oaks, comprising Gleason Road
Extension, James Road, Stone Road and Alden Circle at 8:u0 P. M. July 29, 1957.
Received, oral report from Superintendent regarding current develop-
ment at Transitron installation, in lieu of a promised communication from
Transitron which had not been received. -
Received letters from two citizens complaining of various defects
and/or actions of Realty Construction, Inc., in their. Gien Meadows devel-
opment. Superintendent authorized to see what can be done to expedite com-
pletion by Realty of their development.
Received report from Superintendent to ' tiie effect that it may be
possible to construct additional sewer mains under the 1957 appropriation.
Superintendent instructed to present list of additional locations for
Boards' examination.
Received petition signed by several abutting property owners on Hunt
Street, requesting conference with Board regarding sewer extension on Hunt
Street. Chairman Johnson- volunteered to contact petitioners regarding same.
The following recommendation was received from the Superintendent,
and it was moved, seconded and voted to incorporate said recommendation in
the minutes of this meeting:

Actually, there are 30 separate properties on Forest Street in the proposed
sidewalk locus, with 20 represented in the above tabulation. Of course, some
properties consist of two or more lots.

If the Board decides to install the sidewalk, I recommend preparation by Town
forces, and bituminous concrete surfacing by bid. In addition to the sidewalk
' construction, relocation of the traveled way will be necessary in several loca-
tions.
SUPERINTENDENT
Moved, seconded and voted to proceed with Betterment Construction of Forest
Street Sidewalk, South Side, Main Street to Grove Street, as recoirmended by
Superintendent.
Mr. George Bogren, representing the firm of Weston & Sampson, Con-
sulting Engineers, 14 Beacon Street, Boston, conferred with the Board re-
garding a proposed water adequacy study for the Town of Reading# Mr. Bogren
briefly reviewed the many years of close contact that the firm of Weston &
Sampson have had with the Reading municipal water system, and stated that
in his opinion he believes that adequate ground water is present at Hundred
Acres well field for future development; that the present slow sand filters
could be converted to rapid sand filters yielding 3 MGD, at a cost of appro-
ximately x$$00,000.00.
In answer to a question by a Board member, Mr. Bogren estimated that
a preliminary water adequacy study could be made in two to four months or
less, and that such a study would cost an estimated $$4,000.00. Mr. Bogren
also stated that the firm of Weston & Sampson would prefer payment on a per
diem basis on the preliminary study, and on a percentage basis on the com-
plete design study, report etc. , and that the cost of the preliminary study
could possibly be applied to the final cost. A letter will be furnished the
Board at once further explaining Weston & Sampson proposed study plans.
Mr. Paul F. Howard and Mr. Lorinn M. Pittendreigh representing the
firm of Whitman & Howard, Engineers, 89 Broad Street, Boston, conferred with
the Board regarding a proposed water adequacy study for the Town of Reading.

Mr. Howard presented each Board member and the Superintendent with a broc-
hure entitled "Proposal For Furnishing Engineering Services To the Town of
Reading, Massachusetts by Whitman & Howard, Inc. Engineers, July, 1957°
which contained a complete resume of the engineering services which would
be furnished by Whitman & Howard for a water adequacy study, and then
orally discussed each section of the proposal, including scope, water con-
sumption, existing supply and distribution facilities, ground water explor-
ation, and final report to the Board. The brochure also contained the Per-
sonnel and Experience Record of the firm of Whitman & Howard, Inc. Mr.
Howard recommended that for a study as described, including required engin-
eering services and the services of a well testing contractor for water
supply exploration the sum of 015,000.00 be made available. Mr. Howard
also stated that if the Board desires to submit an application to the
Housing and Home Finance Agency of the Federal Government for an advance
of the required engineering study funds, the firm of Whitman & Howard would
be pleased to prepare the application.
Mr. Howard estimated that a water adequacy study as outlined would
take four to six months to complete, and could be completed by January 1,
1958, also that a six weeks minimum would be required to process the Fed-
eral Housing and Home Finance application for study funds.
Received report from Superintendent on current water supply and dis-
tribution problems. Authorized Superintendent to investigate installation
of booster pumping station for Lothrop Road area.
Received letter from Board ,of Selectmen regarding possibility of
constructing a parking lot on Lowell Street, South side, between the Mun-
icipal Building and the First Church of Christ, Scientist, property. Super-1
intendant instructed to survey and estimate cost of construction of park-
ing lot.
