' Regular meeting of the Board opened at 7:30 P. M.
Present were Chairman Johnson, Messrs. Hopkins, Donahue, Zanni and
Superintendent Putnam.
Minutes of previous meeting read and approved as corrected.
Signed vouchers and payroll for payment.
Public Hearing held at 8:00 P. M. in Room 19 regarding extension
of main trunk sanitary sewer in High Street, from No. 264 High Street to
near Middlesex Avenue. Present were the following listed abutting property
owners, who, when polled, expressed their. opinion as noted:

Public Hearing held at 8 :45P. M. in Room 19 regarding an easement
for sewer interceptor mains from Vale Road to Vine Street, through private
property. Present at the Hearing were the following abutting property
' owners:

Public Hearing held at 9:30 P. M. regarding the location of two
jointly owned New England Telephone & Telegraph Co.-Reading Municipal Light
Dept, poles on Granger Avenue, Northerly side. No one appeared at the hear-
ing. Moved, seconded and voted to approve pole location as requested.
Received petition signed by fifteen property owners requesting ex-
tension of main trunk sewer in Hunt Street, from Vine Street Northerly.
Petition accepted, and placed on file for processing in the usual manner.
Received letter from Personnel Board approving the following requests:
The employment of Marcus E. Morton as Administrative Assistant to Superin-
tendent at $2.00 per hour.
To hire John Famolare as a Semi-Skilled Laborer at $1.60 per hour

Received report and recommendation from Superintendent regarding
West Street Chapter 90 Construction, resulting from a recent conference '
with State Engineer Sullivan of District 4. A condensed resumes of the
report follows:
West Street Ch. 90 Const.
The States' cost estimates, not firm, are as follows:
West Street-Woburn Street to Wilmington .Line, including 72" culvert at West-
Willow-Summer - - - $125,000 .00
West Street-Woburn Street to Longwood Road, including 72" culvert at West-
Willow-Summer - - - $ 92,000.00
The State proposes, subject to approval of the Board; to do the fol-
lowing, bearing in mind the fact that our total available funds, including
the culvert, are $88,000.00:
Excavate West Street, install necessary drainage, construct '72" culvert,Con-
struct stone base well penetrated and .sealed,. from Woburn Street to Longwood
Road.
Construct bituminous concrete pavement Type I-1 starting at Woburn Street and
extending Northerly as far as funds available will permit.
This plan, if approved, will also give the considerable trench work
at West-Willow-Summer a chance to settle before final surfacing with bitumin-
ous Concrete.
Also, the State Engineer advises that if sufficient funds are not
available to complete West Street in 1958, the work should be delayed Nor
therly of Longwood Road until possibly 1959, for two reasons: .
1. The regular appropriation ($30,000.00) is not sufficient to attract a re-
sponsible contractor.
2. Relocation of West Street for New Route 28 Construction will possibly
reduce the extent o£ Chapter 90 work on the Wilmington end of West Street.
Moved, seconded and voted ,to approve recommendations as contained in Super-
intendents report.
Discussed 1957 storm drain construction at some length. Moved, se-
conded and voted that henceforth, on all storm drain petitions received by
the Board of Public Works, an immediate investigation shall be made of the
drainage conditions cited in the petition, with the burden of proof of need
contained in a detailed petition from the petitioners.

The Superintendent was also requested to present to the Board, a
resumer of storm drain engineering and construction work which is to be
done in future years.
Moved, seconded and voted to request from Whitman & Howard, Consul-
ting Engineers, firm estimates of the amount of sewer study data that could
be done within the $6,000.00 special engineering appropriation voted at the
Special Town Meeting held March 25, 1957, Article 5.
Approved for signature of Superintendent, the following Registry of
Deeds Plan:

Moved, seconded and voted to prepare the following listed locations
for sewer main extension contracts in 1957:

Moved, seconded and voted to hold a public hearing on sewer main extension
on Monday, May 209 1957 for John Carver Road, from Birch Meadow Drive to
Hartshorn Street.
Previewed bids to be opened on May 13, 1957, namely, Streets and
Drains; Lowell Street Culvert; Hydraulic Truck Crane; Are Welder, Portable.
As recommended by Superintendent, it was moved, seconded and voted
to employ Everett Peterson as a Junior Draftsman at $1.85 per hour, and to
employ E. Roger Louanis as Chief of Survey or Land Surveyor, and/or Contract
' Inspector, to be paid from Consulting Engineering appropriation. Both men
named may be only temporarily employed. The emplgyment of Paterson is '
subject to the approval of the Persnnnel Board.
Moved, seconded and voted, to increase Transitman MacBrienst hourly
rate from $1.75 to $1.85 per hour, subject tg approval of Personnel Board.
