Donahue, Zanni, Kilgore and Superintendent Putnam. Minutes of previous meeting read and approved . Sealed Proposals for Furnishing and Installing Fluoridation Equip- went for the Water Supply of the Town of Reading were opened at 8:00 P. M. Eastern Standard Time . Present at the bid opening as an observer was Mr. William Wilson of the Reading Lions Club. Dr. Kenneth Holbrook appeared after the bids had been opened. Public Hearing held at 8:15 P. M. in Room 19 Reading Municipal Building regarding the laying out as a Public Way under the Betterment Act of a Private Way known as Selfridge Road which runs from a Public Town Way known as West Street in Northerly and Northwesterly directions a distance of 766.02 feet more or less to Cottage Park. Present at the Hearing were the following listed abutting property owners who when polled by Secretary Donahue as to their wishes for acceptance of Selfridge Road with Bituminous Concrete Sidewalks expressed their opinions as noted: George S. M. in Room 19 Municipal Building regarding the laying out as a Public Way under the Betterment Act of a Private Way known as Cottage Park which runs from a Private Way known as Catherine Avenue in a Southwesterly direction a distance of 350.62 feet pore or less to a dead end. The following listed abutting property cwners were present whowhen polled by Secretary Donahue as to their ;.reference of acceptance of Cottage Park with Bituminous Concrete Sidewalks were recorded as follows ; H. G. Cressinger, 33 Selfridge Road, -N Harris Pratt Jr., 38 Selfridge Road, -N Sheldon F. Brown, 29 Catherine Avenue-NO Frederick Eaton, 22 Cottage Park,-Y Doris M. Eaton, 22 Cottage Park-Y William H. Marchall, 16 Cottage Park-Y Messrs Dacey, Lydstone, Ray and Rixon appeared before the Board to discuss the Sturges Trust Development as it concerns Oak Ridge Road . They appeared as spokesmen for the entire Oak Ridge Road neighborhood and were lead in the discussion by Mr. Richard Dacey. They stated that all the residents on Oak Ridge Road desire that Oak Ridge Road remain a Dead End Street with a proper cul-de-sac at the present end of Oak Ridge Road. The prospective purchases; Mass. Builders Inc. , A. J. Tambone; would construct the turn around but does not want any further delay in Board of Survey approval. If this were done Mr. Dacey stated that all abutters on Oak Ridge Road would agree to the development. Matter taken under advisement by the Board. Received letter from Citizens Rights Committee signed by Mrs. Natalie 0. Gudger, Secretary, calling the Boards attention to bill H-2150 coming up for a hearing at the State House in Boston on Tuesday, January 29, 1957 requesting that the Fluoridation question for Reading be put to a referendum at the Annual election in March. The Citizens Rights Com- mittee respectfully requests that the Board of Public Works deferr actual purchase of any fluoridation equipment (Provided of course the outcome of the hearing is in their favor) until the ,£inal outeome of this situation in March when the voters thenaelves decides the question. Letter from Citizens Rights Rbmmittee noted by the Board. 11 Previewed the streets on which hearings for acceptance under the Betterment Act are to be held on February 4, 1957, to wit, Juniper Circle and Gleason Road . Moved, seconded and voted to request the Town to release to four abuttors theexistingcul-de-sac or turn around at the Northerly terminous of the present Gleason Road due to future extension of Gleason Road, making such cul-de-sac unnecessary. Moved, seconded and voted to send bids on fluoridation equipment received this dat6 to the consulting engineers for the Board regarding water works and pumping stations, Weston & Sampson for review and their recommendation at to the type of chemical to be used in fluoridation. Signed Staiement addressed to the Commonwealth of Mass. Dept , of Public Works showing all the expenditures made for or on account of the work covered by memorandum of agreement between "the Dept , of Public Works of the Commonwealth of Mass. and the Town of Reading, dated August 28,1956, the total amount of, which was 64,4.07 .15. Received letter from the Reading Co-operative Bank Inc. , signed by H. R. Johnson, Tresurer advising the Board that the Reading Co-oper- ative Bank have purchased the property on Haven Street, adjacent to the right of way leading to the Parking Area, that they are some what perturbed because of an anticipated ground water condition that may exist, and re- questing that if such ground water problem does exist they desire the assurance that they may have the opportunity of pumping the excess groin water into a storm water drain to be extended by the town from Sanborn Street to the proposed bank property on Raven Street. Moved, seconded and voted to install requested drains when funds are available for such work. Received letter from Addison-Wesley Publishing Co. , signed by Kel- bourne W. Cummings, President; advising the Board of certain difficulties encountered in the proposed extension of Jacob Way through properties- con- trolled by them. The full text of said letter is as follows; January 24, 19$7 Board of Public Works Reading Massachusetts Attention: Mr. James Putnam Gentlemen: Following the meeting of your Board members with Mr. Kaplan and me on last Monday evening, we consulted with Gilbert, Small & Company, the engineers who did the work of designing the leaching field in confunc- •ampo tion with Addison-WeAley' s building. Mr. Small and his assistant, Mr. Edward Toronto, were here at our building on Tuesday morning, and from our conversation with them we learned the following information. The leaching field, which is now in operation, was designed to operate successfully for the life of the building. The over-all plan was in compliance with the requirements of the State Board of Health, and allowed for the present building as well as for future expansion, which was indicated at the time pians were being formulated. Mr. Small feels that the present leaching field is designed to take advantage of the natural drainage that the location offers. At the bottom of the slope there is a marsh and brook area, and he feels that the construction of a read in this area might seriously affect the leaching field. It is conceivable that such a road will have to be built well above the present level and that the embankments will have to extend well beyond the 4U-foot width. It is also conceivable that in this particular area there could be as much as 3U feet of peat, which would have to be removed before a satisfactory road could be built. I would conclude, from my conversation with Mr. Small, that the construction of a road in this location could have almost the same effect as would result from building a dam, which in turn, ulti- 0 mately create a lake out of what is now a leaching field. awn" 6 Board of Public Works, Reading, Massahhusetts - page two - Jaivary 24,. 1957 I think you will agree that we have been most cooperative at all times, and that we have taken the steps necessary to secure the agreement of West Cambridge Realty, who own the land, to some means of continuing the road through this property in a manner which will be satisfactory to us, to West Cambridge Realty and to the Town. We regret that a situa- tion has arisen yrhich seemingly dictates that much more study be given to this problem before it can be brought to a satisfactory conclusion. Too, there are several other aspects of the problem which I am sure Mr. Small will want to bring out. For one, I doubt if extending the present leaching field by piping under the proposed road will prove a satisfactory solution. The full text of the letter sent by the Superintendent to Addison-Wesley Publishing Co. follows: February 7, 1957 Addison-Wesley Publishing Company Reading, Massachusetts,( ATTENTION: Melbourne W. Cummings, President Dear Mr. Cummings: Your letter dated January 24, 1957, regardingthe proposed future extension of Jacob Way received and noted. The Board of Public Works has given muchthought to the subject matter of your letter regarding the problems as defined by you. However, as previously stated to you in our recent conferences, the original propoded extension. of Jacob Waythrough land now owned by West Cambridge Realty was presented to several groups of interested woof citipens at public hearings and also to the November 19, 1956 Special Town Meeting as such, on the strength or guarantee of letters from Addison-Wesley Publishing Company dated November 19, 1956 and from Nutter, McLennen and Fish, dated November 13, 1956, Both of these let- ters assure the Town of full co-operation in providing the necessary rights of way required for the extension. The Board is ready at any time to start actual physical construc- tion of Jacob Way, dependent, of course, on the securing of the necessary right-of-way for Jacob Way Extension. The present weather conditions would be ideal for construction of this type, and men and equipment are now readily available. Sartorelli, contending that work for the bonds posted by Realty Construction for road, drain, and sidewalk work in Glen Meadows Development, Westerly of West Street should be released and requesting that the total amount of $84,000.00 be released to them. On recommenda- tion of Superintendent it was moved, seconded and voted to release the total amount of 074,600.00 as per a scheduled list presented by the Supt. to the Board. Received oral request from John E. Selfridge requesting partial bond releases of his cash bond covering construction of Selfridge Road, Catherine Avenue and Cottage Park. Action on this matter deferred until the next Board Meeting February 4, 1957. Examined, and approved for Superintendents' signature, a Registry of Deeds Plan of property owned by A. Waldo Phinney, situated Northerly of Mark Avenue. Received petition signed by 22 abutting property owners on Wells Road, Forest Glen Road, and Main Street requesting that a storm drain be installed in Forest Glen Road and Wells Road to relieve a hazardous drain condition existing due to the discharge of water from cellars on said highways. Petition accepted and voted to install drains when funds are available for such construction. Board adjourned at 11:45 P. M. n Respectfully submitted : Secretary
