HomeMy WebLinkAbout1956-12-13 Board of Public Works Minutes December 13, 19$6 ' A special meeting of the Board opened at 7 :30 P. M. Present were Chairman Johnson, Messrs. Donahue, Kilgore, Hopkins, and Superintendent Putnam. Minutes of previous meeting read and approved. Received letter from Board of Selectmen enclosing communication from a Mr. Hacillo, 38 Cross Street, regarding alledged damages to his property caused by over-flow from drainage ditch. Superintendent instruc- ted to prepare report on damage claim and submit same to Town Counsel for his recommended action, with a copy of said letter and report to the Town Counsel forwarded to the Board of Selectmen. Received letter from Capital Expenditures Planning Committee re- questing certain financial statistics, opinion and estimates regarding ' capital outlays, et cetera. Superintendent instructed to write Secretary Maxwell of Capital Expenditures Planning Committee informing him that on the Board meeting of January 7, 1957 the subject matters of the request would be listed as an Agenda item for complete discussion and reply. Superintendent reported an over-draft of $358.81 in Snow and Ice Removal Salary Account, due to snow storm of December 8 and 9, 1956; and reported to Board thdt Chairman John Kay of the Finance Committee had recommended a request for transfer from the Reserve Fund of $1500.00. Moved, seconded, voted and signed request forms for the $1500.00 transfer. Discussed 1957 salary schedule as proposed by Superintendent at some length. Mr. Kilgore requested that the following question, propounded by him to the Superintendent be recorded in the minutes, as well as the ' Superintendents answer. The question was "In the Superintendents opinion is it absolutely necessary to increase the (maximum) salary cZassifica- , tion for Foreman 50% in two years?" The answer of the Superintendent. was "Mess. Agreed to proposed new maximum salary schedule as submitted by Superintendent for the classification of Senior and Junior Clerks. Superintendent instructed to prepare report for the Board com- paring present and proposed salary schedule for the classification Assistant Superintendent and Foreman versus an hourly rate plus overtime at time and one-half over 40 hours worked weekly, for a one-year period, at present maximum weekly rate. Report made to Board by Superintendent regarding conference he had attended this date with District Engineer T. F. Barron and State Engineers Barrett and Sullivan, all from the State Dept. of Public Works, regardinli West Street Chapter 90 funds for 1955-1956-1957. After reviewing the subject matter of the Superintendents report, it was moved, seconded and voted as follows: 1. Refer proposed sewer extension on West Street from the intersection of West Street, Willow Street and Summer Avenue Northerly to the Sewer Study Committee. 2. Request that a Type I surface be installed on West Street Chapter 90 Construction. 3. Request the Finance Committee for an additional $5,000.00 for the Towns' share of a 72" culvert at West-Willow and Summer Avenue, as requested by the State Dept. of Public Works. 4. Request the State Dept. of Public Works to bid the 1955-1956-1957 Chapter 90 West Street projects on one contract. Board adjourned at 11:10 P. M. Respectfully submitted: Secretary
