Regular meeting of the Board opened at 7:30 P. M.
Present were Chairman Johnson, Messrs. Hopkins, Donahue and Super-
intendent Putnam.
Minutes of previous meeting read and approved. -
Received report from Superintendent regarding joint meeting held
with Town officials from Wakefield, Stoneham and Lynnfield at Wakefield
on Thursday, November 27, 1956, at which meeting Reading was represented
by Board members Hopkins and Kilgore and Superintendent Putnam. This was
an exploratory meeting only, at which the needs of the four municipalities
were reviewed concerning public dumps, and the feasibility of investigating
the erection of a jointly owned incinerator. After discussing the varied
aspects of the problem, it was moved, seconded and voted to request the
Town of Reading to appoint a member or members to a Special Incinerator
' Study Committee by means of an article in the warrant at the Annual
March 1957 Town Meeting, requesting the formulation of a joint, incinera-
tow study committee in. conjunction with neighboring towns.
Received copy of letter from Representative Charles E. Wilkinson
addressed to Kenneth C. Latham, Chairman, Board of Selectmen, stating that,
at the written request of five citizens of the Town of Reading, Representa-
tiwh Wilkinson had filed a Bill in the Legislature "asking for the question
of Fluordation of our drinking water to be submitted to the electorate".
Communication noted.
Received progress report from Superintendent regarding the abrogation
of S. Rotondi & Sons, West Street Ch. 90 Construction Contract. Report not-
ed .
Received report from Superintendent regarding employment of private
surveyors to do field survey work on 1957 Public Works Projects, and
including estimated costa per day of field parties, estimated number ,
of days required for a specific job and source of funds for payment
of hired survey crews. Moved, seconded and voted to recommend to
Superintendent that the proposal of Frederick R. Bean for field survey
work be accepted, at the rate of $56.00 per day for a three-man survey
party.
Chairman Johnson gave oral report to Board regarding further
.investigations on the Sturges Trust development. After a careful
review of the facts presented by the Chairman, it was moved, seconded
and voted to instruct the, Superintendent to refuse the proposed en-
trance on Pine Ridge Road of Oak, Ridge (Proposed) Road as non-conforming
to Board of Survey Regulations, and to inform developers of Sturges
Trust property that Oak Ridge (Proposed) Road should be re-designed as '
suggested by the Board.
Received communication signed by Boyd R. Stewart, Town Accountant,
calling the attention of the Board to Chapter 41, Sections 59 and 58,
General Lags, having to do with presentation of the 1957 budget prior to
5:00 P. M. December 21, 1956 at the Office of the Town Accountant, and
also expenditures for the year 1956. Notification noted.
Received Petition, for Acceptance under the Betterment Act of a
portion of Cottage (Private) Park, from Station 2r0 to Catherine Avenue,
.. .signed by five abutting property owners. Petition accepted for process-
ing in usual manner.
Received letter from Personnel Board regarding salary of Junior
Clerk Jacqueline Selfridge, as follows: '

Dear Mr. Putnam:
It is the opinion of the Personnel Board that the
regulations in the by-law establishing a wage and hour classification
plan for this town prohibit paying less than the minimum for any
position. Therefore, we recommend paying your Junior Clerk, Miss
Selfridge, on the basis of $35.00 per week (minimum for Junior Clerk)
retroactive to April 1, 1956.

' Moved, seconded and voted to pay Junior Clerk Jacqueline Selfridge on
the payroll of December 14, 1956 as follows:
37 weeks @ $3.00 per week retroactive to April 1, 1957, less deductions
from this payroll on, $35.00 per week salary.
Discussed 1957 Salary Schedule as recommended by Superintendent
at some length. Instructed Superintendent to prepare a list showing
wage increases of all personnel granted between Dec. 1, 1955 and Dec. 1,
1956.
Moved, seconded, and voted to devote the special Board meeting on
Thursday December 13, 1956 to a discussion of the proposed 1957 salary
and wages schedule.
Board adjourned at 11:05 P. M.
