Donahue, Hopkins, Kilgore, Zanni and Superintendent Putnam. Minutes of previous meeting read and ,approved. Signed Payroll and Vouchers for payment. Received letter from John E. Sias, 48 Deering Street; citing need for sewers in Deering Street and mentioning petition filed by residents of Deering Street for sewer extension over a year ago. Letter noted and referred to Superintendent for acknowledgement. Received letter from Francis J. DePloey, 54 Deering Street, Read- ing; also citing need for sewers in Deering Street and mentioning the petition filed by residents of Deering Street over a year ago. Letter ' noted and referred to Superintendent for acknowledgement. Received letter from Town of Wakefield Board of Public Works re- questing the presence of the Reading Board of Public Works at a joint meeting with officals from Lynnfield, Stoneham, Wakefield and Reading on Thursday evening, November 29, 1956 in the Lafayette Building, Wake- field for the purpose of discussing the erection of a jointly owned and operated incinerator for the four municipalities named. Also received a report from Superintendent regarding the cost of an incinerator for the use of Reading only. It was agreed that Board members Hopkins, Kilgore and Donahue and Superintendent Putnam would meet in Wakefield as requested. Hearing held at 8:00 P. M. regarding the proposed location of an underground conduit owned by New England Tel & Tel Co., in Lowell Street from a manhole in Lowell Street at Bond Street, Southeasterly approximately 1 39 feet to pole No. 53-39. Present at this hearing was William Whalen representing the New England Tel & Tel Co., No objections were expressed regarding the installation. It was moved, seconded and voted to permit installation as requested. Received petition for acceptance of Susan (Private) Drive under the Betterment Act, signed by 10 abutting property owners. Petition accepted and filed for processing in the usual manner. Received .petition for acceptance of Catherine (Private) Avenue under the Betterment Act, signed by 13 abutting property owners. Peti- tion accepted and filed for processing in the usual manner. Bearing held at 8:30 P. M . in Room 19 Municipal Building regarding the construction under the betterment act of a bituminous concrete side- walk on the Southerly side of Oak Street from Summer Avenue to No. 52 Oa� Street. Present were the following listed abutting property owners who when polled by Secretary Donahue expressed their opinions as noted : Paul S. Brailsford, 40 Oak Street, Reading, Mass.-Y F. C. Barker, 34 Oak Street, Reading, Mass.-N.C. W. Kulakowski, 44 Oak Streets Reading, Mass.-Y Mrs. & Mr. Ralph Thompson, 16 Oak Street, Reading, Masa.-Y Edward A. Brown, 28 Oak Street, Reading, Mass.-Y Noyes-Y After the hearing it was moved, seconded and voted to proceed with the construction of Oak Street sidewalk under the betterment act, work to be done as to an extension of his existing sidewalk contract by Chris Coviello, of Wakefield. Received report from Superintendent regarding Chapter 718 of the General Laws entitled "An Act providing for an Accelerated Highway Program." The information contained in the report was obtained by the Superin#end ' at a meeting of the Massachusetts Highway Association at Holyoke, on Thursday November 15, 1956 and was given by a Mr. Gorry of the State Department of Public Works. The report of the Superintendent also contained the recommendation that Summer Avenue from Main Street to Woburn Street be surveyed, estimated and petitioned for construction as a local project. After a discussion of the Superintendents' report it was moved, seconded and voted to instruct the Superintendent to pre- pare the necessary survey and estimate for re-construction of Summer Avenue from Main Street to Woburn Street or as far as the funds alotted would go, for submission as a local project under Chapter 718, and said motion was amended to the effect that if the Town Meeting Members re- fused to approve the recommendation of the Board, to then request that a Special Study Committee be set up to ascertain locations where funds ' are to be expended. Moved, seconded and voted that rules and regulations regarding the assessment of street betterments adopted by the Board at their meeting held November 13, 1956 be referred to the Town Counsel for his opinion as to their legality. Received report from Superintendent regarding negotiations made by him with Charles H. Chase at ux; Carl E. Carlson at ux; and Roland J. Sturge at ux all being abuttors on Jacob Way, the access road for the Business C area which were as follows: ABUTTOR AREA OF TAKING ORALLY AGREED LAND DAMAGES Charles H. Chase at ux 1400 Sq. No street, sidewalk, drainage or water main betterments are to be assessed. 2. Each abuttor was promised the wood cut from his land, 3. Town to plant Red Maple trees abutting the access road. Also, each abuttor has given oral permission for the Town to enter upon his land and start road construction as soon as the Board confirms the within stated settlements and conditions. Moved, seconded and voted that the land damage settlements and agreements made by the Superintendent with the above listed abuttors be and hereby are approved. Discussed revision of Ash Hill Road and Walnut Street intersec- tions at some length, also intersection of Oak Ridge Road Extension and Fine Ridge Road as presented by Sturges Trust. Inatructed Superintend- , ent to convey to developer the Boards extreme displeasure of proposed intersection of Oak Ridge Road and. Pine Ridge Road. Signed agreement with the Commonwealth of Massachusetts through its Department of Public Works in connection with the replacing of a section of the present 6" water main with a 12" cast iron cement lined class 150 water main under route 28 relocation and the present location of South Street. The Town of Reading to bear the additional expense and future maintenance of the said 12" main versus the existing 6" main, Moved, seconded and voted that the following Board Meetings shall be held in 'December 1956: Thursday December 6th, Monday December 10th, Thursday December 13th, Monday December 17th, Thursday December 20th, with the meeting on December 13th reserved exclusively for special subjects meeting, Received report from Weston & Sampson, Consulting Engineers, re- S garding the purchase of Fluoridation Equipment for the Reading Municipal ' water supply including specification and bid forms. Putnam, Superintendent Gentlemen. In compliance with your letter of November 7th we have examined the proposals for fluoridators submitted to you by two manufact- urers, and are commenting on them herewith, and enclosing a bid form suitable for this equipmetkt. In a plant the size of yours, the choice of chemical is between Sodium Fluoride and Sodium Silicofluoride. Fluoride in the form of liquid acids is too dangerous to handle. Both Sodium Fluoride and Sodium Silicofluoride may be purchased as a powder, while only Sod- ium Fluoride is obtainable as dust-free crystals. ' The powdered chemicals are cheaper per pound than the crystals, but the former require exhaust fans, dust collectors and gas masks for operators; the crystals do not. For this reason we recommend the use of crystalline Sodium Fluoride. Sodium Silicofluoride is much less soluble than Sodium Fluoride, and is fed as a slurry. Considering the semi-automatic operation of the wells and main pumping station, we feel that the most dependable and least danger- cus feeding equipment is that in which a saturated solution of Sod- ium Fluoride is pumped at an accurately controlled rate into each of the three stations. It is not necessary to weight an exact amount cf the chemical into an exact volume of water-but merely to maintain a supply of crystals in the saturator. Because only one manufacturer makes this type of patented feeder, we have written the brief speci- fications to allow proposals for all type* of feeders, with your Board reserving the right to choose the proposal it prefers. .The total weight of Sodium Fluoride used would be about 23, pounds per million gallons of water treated. Bogren enc Moved, seconded and voted to proceed with the bidding of fluor- idation equipment after advising the State Department of Public Health , and the Town Board of Health regarding the Board of Public Works action in this matter as instructed by the motion at the March Annual Town Meeting. Received report from Superintendent regarding serious problem confronting the engineering division .due to lack of field personnel and the scope of work to be done for 19$7 Construction. No action taken on this report pending further information from the Superintendent. Received report from the Superintendent regarding an accident to a privately owned motor vehicle caused by a town truck being unlawfully operated by an unlicened employee of the Watbr and Sewer Dept. Report noted. Received report from Superintendent regarding an illegal dumping incident by a resident of North Reading in the new town dump on John Street; in which the Superintendent requested permission to prosecute the North Reading resident under Article 10 Section 1 and/or Article 11 Section 13A of the Town By-Laws. Permission to prosecute granted pro- viding incident is properly publicized. Approved following Registry of Deeds Plans for signature of Super- intendent: Margaret M. Wilson and Ruth S.
