1 The regular meeting of the Board opened at 7 :30 P. M.
Present were Chairman Johnson, Messrs. Zanni, Hopkins, Donahue,
Kilgore and Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed vouchers and payroll for payment.
Received petition for acceptance under the Betterment Act of
Juniper Circle. Petition accepted, placed on file for processing in
usual manner.
Received request for information from Superintendent regarding
private engineering on Westsyde Oaks. Voted permission to Superintend-
ent to continue private engineering on Westsyde Oaks development.
.Discussed street frontage betterment assessment regulation at
some length. After some discussion and revision, it was moved, seconded
and voted that henceforth the following rules and regulations should be
followed in assessing street frontage betterment assessment.
STREET FRONTAGE BETTERMENT ASSESSMENT R3GULATIONS
1. For each particular street, the total cost of construction shall be
divided by the calculated abutting frontage to derive a unit cost
per linear foot. The calculated cost per linear foot of frontage
shall bearrived at by dividing the total cost of construction by
the calculated abutting frontage. The calculated abutting frontage
snall be arrived at by deducting from the total abutting frontage
the abated frontage as described herein.
2. All lots, except corner lots, shall be assessed at the rate of the
derived unit cost described in Section 1. A corner lot, to qualify
for exemptions, must be a lot having one side located on an accepted
street.
3. When street construction improvements are made at different times,
corner lots shall be assessed at the rate of the total derived unit
cost per linear foot of abutting frontage on the first side construct-
ed, and at a rate of one-quarter the derived unit cost per linear foot
for each loot of abutting frontage on the second side constructed, or
as otherwise determined by the Board.
4. When all street construction improvements are made simultaneously,
corner lots shall be assessed at the rate of the total derSved unit
cost per linear foot of abutting frontage on the longest side or
sides constructed, and. at a rate of one-quarter the derived unit
cost per linear foot for each foot of abutting frontage on the shor-
test side constructed, or as otherwise determined by the Board..
5. A corner lot shall be defined as a lot having two or more sides on
one or more streets, having an interior angle of 450-or more between
two of the sides, or at the tangents thereof; and a total abutting
street frontage on two or more sides of 160 feet or more, and the
frontage to be assessed shall be derived by adding one-half the len-
gth of are or curve at the intersection of the two streets to either
side of the frontage assessed, or as otherwise defined by the Board.
6. Restriction on Side of Corner Lot.
A corner lot, in order to be assessed am above, shall not be divis-
Sble into two ar- more lots under the applicable Town Zoning Regula-
tion, unless in the ,judgement of the Board the land is unsuitable
for division into two or more lots. When a corner lot is devisible
into two or more lots, the Board shall apportion the abatement at
its discretion.
Received report from Chairman Johnson regarding access road
negotiations, and the tentative agreement made with Zeytoonian. Moved,
seconded and voted that Jacob Way in its entirety, from South Street to '
the Addison-Wesley property would be presented to the Town for accept-
ance at the Special Town Meeting to be held November 19, 1956.
Moved, seconded and voted to request the following amounts for
Jacob Way Construction:
For land takings and expenses for street construction --- $32,185.00
For salaries for street construction -------------------- L4.900-00

Discussed acceptance of individual sidewalk construction appli-
cations and also discussed publishing notice of same in the Reading
Chronicle. Deferred action until a future meeting pending the receipt
of the Town Counsels' opinion on this matter.
Moved, seconded and voted to extend the sidewalk on Oak Street,
Southerly side, from Summer Avenue Westerly, hearing to be held on ,
Monday, November 26, 1956.
Discussed again the Town Counsels' opinion regarding the Sturges
Trust Development and itst outlets on Walnut Street and Pine Ridge Road.
Moved, seconded and voted: (1) to revise outlet of Ash Hill Road, (2)
change name of Hemlock Road to Oak Ridge Road, (3) hold a formal Board
of Survey Hearing, after the first two requirements are complied with.
Discussed the Articles to be presented at the Special Town Meet-
ing to be held November 19, 1956. All as recommended by the Superin-
tendent which are as follows:

2. B. P. W. Acceptance-Englund Rd.-South St. to Dead End.
3. B. P. W. Acceptance-Jacob Way-Englund Rd. to A.-W.

6. B. P. W. Relocation Wastly, side line of Pearl Street-Woodland Acres.
7. Birch Meadow Drive-funds for culvert at John Carver Rd.
8. Transfer Funds-Maint. Storm Drains-Salary to Expenses.
' 9. Transfer Funds-Park Dept.-Salary to Expenses.
10. Funds-Snow & Ice Acct.-Salary and Expenses.
11. Transfer Funds-Road Machinery Operating Acct.
Met with Finance Committee in Room 2 Municipal Building, to further
discuss the Articles to be presented at the Special Town Meeting to be
held November 19, 1956.
