The regular meeting of the Board opened at 7 :30 P. M.
L Present were Chairman Johnson, Messrs. Donahue, Hopkins, Kilgore
and Superintendent Putnam. .
Minutes of previous meeting read and approved.
Signed vouchers and payroll for payment.
Moved, seconded and voted that henceforth all regular Board Meet-
ings shall be scheduled to start at 8:00 P. M. rather than 7 :30 P. M.
Moved, seconded and voted to rescind vote taken at October 22,
1956 Board meeting regarding betterment assessments on access road to
Business C zoned area.
Moved, seconded and voted to recommend to the Special Town Meet-
ing that no betterments be assessed on the access road to the Business
C zoned area.
Adjourned to Room 2, Municipal Building, for public hearing on
the Board of Public Works acceptance of Jacob Way, 11001 feet in length,
from South Street to the Addison-Wesley property, and on.Englund Road,
from South Street Southerly. -
Secretary Donahue read the notices of these two hearings. The
public hearings were then adjourned to Room 19, Municipal .Building, be-
cause of over-crowded condition in Room 2 and because the road plans
were on the fixed black-board in Room 19. - -
Chairman Johnson then explained the reason for the hearings which
were run contingently, and stated that the Board of Public Works had voted
to recommend to the Town Meeting that no betterments be assessed for said
access way construction.
A brief discussion of the two proposed layouts then ensued.

Harold Jones then asked why sidewalks should be proposed on Englund Road
When no sidewalks exist on South Street.
A discussion regardingsidewalks then ensued.
Harold Jones then stated that the Board of Public Works should be
frank and open regarding a widening of South Street.
Chairman Johnson reiterated that the Board of Public Works are
still of the opinion that Jacob Way in its entirety would be the most
efficient access road.

On recommendation of Superintendent it was moved, seconded and
voted to release performance bond on Westsyde Oaks, Section 1, comprising
Gleason Road Ext., Greenwood Rd., and MacIntosh Road.
On recommendation- of Supt. , it was moved, seconded and voted to
release performance bond on Rachel Road.
Received notice from the Board of Selectmen of a Special Town
Meeting to be held Monday November 19, 1956, and advising that articles
for the warrant must be filed by 5:00 P. M. Thursday Nov. 8, 1956.
Moved, seconded and voted to insert three articles in the special
town meeting warrant, to cover all three proposed access road routes on
which public hearing were held this date. i

L Received letter from the State Dept. of Public Works advising
that co-operative snow-plowing would be available on the usual loea-
tions. Letter noted.
Received letter from State Dept. of Public Works advising Board
that the sum of $43,167.81 .had been allocated to the Town of Reading by
%irtue of Section 5A, Chapter 718 of the Acts of 1956, for the use of the
Sown in roadway construction. Letter noted, and Superintendent instructed
to obtain more specific information regarding same.
Received the following letter from Addison-Wesley Publishing Com-
Iany, Inc., dated October 24, 1956:

Lear Mr. Putnam:
This is to confirm our descussion at your office this morning.
(1) We have proposed that Addison-Wesley contribute $5000 toward
the cost of a roadway from Englund Road to connect with the A-V parking
E.rea. This roadway to be 40 ft over-all in width, 5 ft to be a paved,
curbed sidewalk, with modern street lighting, and 27 ft to be a paved
road. The road is to be surfaced with 22'" bituminous hard top. It is
understood that Englund Road is to be paved in a similar manner, at the
same time. This proposal is maderovided that we receive notification
from the Town of Reading, no later than November 20, 1956, that the Town
will build such a road, and provided that construction will be sufficiently
completed by December 15, 19>6, so that the road is usable for winter
criving.
(2) If the Town cannot proceed with the road as outlined above,
It will be necessary for us, immediately after November 20, 1956, to
rake arrangements for a road from our parking area to South Street,
&cross the land formerly owned by Duarte or along the original Larson
right-of-way.
L (3) It is further proposed that if, at some future date, the
road outlined in Item (1) were extended somewhat along the proposed
Jacob Way line to a point at or near the intersection of Route 28 and
Louth Street, although this extension is not necessary to the operations
of Addison-Wesley, that we will contribute an additional $5000 toward 1
the cost of the road, provided that it is surfaced as outlined above, J
with a sidewalk, and with modern lighting.
(4) It is also proposed, as part and parcel of Item (1); that
Addison-Wesley will contribute $3000 over and above the 4'4000 already
paid to the Town of Reading, to complete the water main requirements
originally outlined; that is, a 12" main from Hopkins Street to connect
with the 8" main you recently laid for us.
(5) We would also like to propose that the road outlined in
Item (1) be named "Addison Way."
(6) We suggest that the removal of trees on the property line be-
tween the Englund .property and the land of the four other abuttors will
('.epreciate the value of such properties, and that the trees should be
replaced. You mentioned that this might be done by using young maples
from the Town nursery.

In my letter of yesterday, I failed to mention that, as
E. result of a prior conversation with you, we had instructed
Lana F. Perkins & Son to survey the various properties along
the proposed Jacob Way, when this was first discussed.

This survey cost us $713.00, and this amount should be
considered as part of our contrioution toward the cost of a road.

A discussion regarding water meters then ensued.
Moved, seconded and voted that, in the event Jacob Way is voted
ct the Town Meeting as an access road to the Business C zoned area
Loutherly of South Street, that an extension of Jacob Way through the
Addison-Wesley property be assured by written agreement with the
F_ddison-Wesley Publishing Company, Inc.
Received petition signed by five abutting property owners on
Irving (Private) Street requesting that Irving Street be accepted as
L. Public Town Way under the Betterment Act. Petition accepted, for
Processing in the usual manner.
Superintendent instructed to prepare a report to be presented at
the next Board Meeting regarding the recent resurfacing of West Street,
from Selfridge (Private) Road to the Wilmington-Reading Town Line.
Board adjourned at 11:05 P. M .
