' The regular meeting of the Board opened at 7:30 P. M.
Present were Chairman Johnson, Messrs. Donahue, Kilgore and Super-
intendent Putnam.
Minutes of previous meeting read and approved .
Signed payroll and vouchers for payment.
Received letter from Samuel H. Williams, 119 Walnut Street, declin-
ing offer of purchase of land by The Sturges Trust. Letter noted, and filed.
Received letter from Hallett D. Howe, 133 Walnut Street, declining
offer of purchase of land by The Sturges Trust , Letter noted, and filed .
Received report from Superintendent regarding oral report from C.
Sumner Teel that William McLaughlin, 136 Pine Ridge Road, had also declined
the Sturges Trust offer. Report noted. .Moved, deconded and voted to in-
struct Superintendent to request of Town Council itis written opinion as to
whether or not the failure of the Sturges Trust to obtain privately owned
land necessary for the proper Board of Survey approval of .streets in the
proposed Sturges Trust development, and the faikure of the Board of Survey
to act on approval of the proposed development, could be construed as an
inproper blocking of the proposed development by the Board of Survey.
Ra Qeived written report by Superintentent regarding the status of
traveled way of Van Norden Road. Report noted.
Received letter and applications for. erection of two banners and '
two signs from Woodbury Titbomb, Chairman, Reading Community Fund on or
across public wpLys, Request approved, and left to discretion of Superin-
tendent for more specific detail asto locations, method of erection, at
cetera.
Received letter from C4rolyn C. Grace, 64 Sanoorn Street, request-
int, permission to enter the common sewer without payment of sewer front- ,
age assessments. Referred to Superintendent, with instruction to submit
recommendations regarding this request at the next Board-Meeting.
Received supplemental petition, signed by 27 property owners on
Sturges (Private) Road, requesting acceptance under the Betterment Act of
Sturges (Private) Road. Petition accepted, for processing in usual manner.
Received report .from Superintendent regarding letter from Town
Cotncel concerning land owned by Frank Bronk st ux on Grove Street, and
ha%ing to do with the removal from the Registry of Deeds of a plan erron-
eously recorded by the attoaney� for the Mechanics Savings Bank, which
dissolved the original plans of "Groveton" . Moved, seconded and voted to
permit the Town Counc4l to accept service for the -Board of Survey and enter
an appearance in Superior Court regarding same. Also moved, seconded and
voted that the Board of 'Survey will not oppose the revival of the original '
"Groveton" plan.
Received report from Superintendent regarding cost of temporary
wocden foot-oridge to provide access to the new Bircn Meadow Ic6 Skating
Area,, and cost of a permanent culvert in the main ditch at 'the and of
John Carver Road, in what eventually will be Birch Meadow Drive . Moved,
seconded and voted to install culvert rather than foot-bridge, provided
necessary funds can be secured .
Chairman Clinch, Messrs. batten, Hartshorn and Sommers of the Plan-
. nirg Board visited the Board to further discuss the access road to the
Business C Area off South Street. It is the opinion of the Planning Board
that the access road route oe as follows: ,
EaPlund Road-from South Street to Jacob Way.
Jacob Way-from Englund Road to Addison-Wesley property.
Mr. John Harker visited Loard to inquire about Sturges Trust devel-

Moved, seconded and voted to post-pone discussion of water meters
and street betterment assessments to a future date.
Received report from Superintendent regarding estimated costs of
prcposed access roads to South Street Business C Area Report noted .
Received letter from Board of Selectmen regarding award of fuel
oil contract to Metropolitan Coal Co. of Boston. Letter noted .
Moved, seconded and voted to authorize the Board of Selectmen to
issue permits for the discharge of fire-arms at Hundred Acre Well Field.
Board adjourned at 9:55 P. M.
