' The regular meeting of the Board opened at 7 :30 P. M .
Present were Chairman Johnson, Messrs. Donahue, Zanni, Hopkins,
Kilgore and Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed payroll and vouchers for payment.
Temporarily adjourned at 8 :00 P. M . to act as Board of Survey.
Reconvened as Board of Public Works at 10:00 P. M. -
Moved, seconded and voted that the scheduled discussion of Street
Betterment Assessment Regulations be postponed to the meeting of Oct.
1, 1956.
On recommendation of Superintendent the merit wage increase voted
at the September 10th meeting was revised, as per Superintendent' s
recommendation.
' Received report from Superintendent regarding a Storm Drain on
Forest Street, from Arthur B. Lord Drive approximately 430 feet Westerly.
Moved, seconded and voted to prepare an Article for the next Special
Town Meeting requesting that a transfer of 46,000.00 be made from the
Arthur B. Lord Drive Construction Account to the proposed Forest Street
Storm Drain Construction Account.
Examined the following Registry of Deeds Plans for approval by
the Superintendent under the Subdivision Control Law.

Norman C. Hinds-John Street. Cburt-Illegal-Must go to Appeal Board .
Received letter of complaint from R. E. Hatfield, 19 Oak Street,
Reading, Mass. , protesting the street surface of Oak Street abutting
his property. Superintendent instructed to write Mr. Hatfield, ,
explaining that the street surfacing of Oak Street has not as yet
been completed but will be finished by surface sealing when weather
conditions permit.
Received request from Mr. Paul Carpenteri, developer of
Timberneck Drive from Charles Street to Tamarack Road, requesting
that he be not compelled to install a Bituminous Concrete Street
Surface on Timberneck Drive; alledging that Timberneck Drive had
been brought to the attention of the Board prior to the new ruling
on Bituminous Concrete Street Surfaces; he also requested that he be
permitted to install loamed and seeded sidewalks on Timberneck
Drive . After some discussion it was moved, seconded and voted to
postpone the subject matter of Mr. Carpenterist request to the meet- '
ing October 1, 1956.
Received letter from Forest Street School Building Committee
pointing out to the Board of Public Works that the Construction of
Birch Meadow Drive from Oakland Road to John Carver Road will be
necessary in 1957, as it is ne3ded for access to the new Forest
Street Elementary School. Letter noted, and Superintendent instruc-
ted to refer subject matter of letter to the Engineering Division
for a Survey and Construction estimate.
Received letter from Garden Construction Inc. , Sewer Con=
tractors, regarding the alledged completion of their Sewer Contract.
Subject matter of letter referred to Superintendent for report back
to the Board on Octouer 1, 1956.
Received letter from Vahan D. Daniels, 163 Woourn Street,
Reading, requesting that a Granite Curb be installed abutting his

property to relieve an alledged traffic hazard. Superintendent
instructed to write Mr. Daniels explaning the hYunds are available at this
' time for curbing installation.
Signed Order of Taking of Drain Easement through land of Walker
on Grove Street.
Received letter from the Town Counsel, addressed to the Law
Committee, regarding a drain easement through the Cassie property at
55 Forest Street, which the Board of Public Works had taken in Decem-
ber of 1955 by Eminent Domain, the Cassie' s having refused to sign a
release for the easement. After some discussion the Board of Public
Works concurred in the general agreement of the Law Committee that the
settlement of this claim would be of nuisance value only.
Considered request for information from the Special Park and
Recreation Study Committee regarding the Supervised Play and Park
' and Playground Program.
Also received from Mr. Kilgore, the Board of Public Works Member
on said Special Park and Recreation Study Committee, a questionnaire which
had been sent out to various Towns, Cities, and other Municipalities.
The Superintendent was instructed to write the Special Park and Recreation
Study Committee, enclosing a copy of the report made by him to the Board
delineating the powers and duties of the Board of Public Works as Par];
Commissioners, also showing the Acreage of the various Parks, Playgrounds
and Commons in Reading with a copy of the 1955 Park Department Budget
attached thereto.
