HomeMy WebLinkAbout1956-08-06 Board of Public Works Minutes August 6, 1956 ' The regular meeting of the Board opened at 7:30 P. M . Present were Chairman Johnson, Messrs. Donahue, Kilgore, Hop- kins and Superintendent Putnam. Minutes of previous meeting read and approved. Signed vouchers and payroll for payment. Hearing held at 8:00 P. M. on Drain Easement off Grove Street. Present were the following abutting property owners who expressed their opinions as noted: Herbert T. Walker, 100 Grove Street,-N.C. Gladys E. Walker, 100 Grove Street,-N.C. Because of objections made by Mr. Herbert T. Walker through Vyhose land the drain easement will run the Superintendent was instructed to make a further study and if possible change the location of 'the ' easement, as suggested by Mr. Walker. Hearing held at 8:15 P. M. on Drain Easement taking from Henzie Street Northerly. Present were the following abutting property owners who expressed their opinions as noted: Curtis Caldwell, 13 Henzie St. ,-Y- _ William W. Deyarmond, 18 Henzie St.,-Y Gertrude Deyarmond, 18 Henzie St.,-Y Gertrude Gordon, 12 Henzie St.,-Y George L. Gordon, 12 Henzie Street,-Y, Received letter from Reading Council of Girl Scouts, Reading, Massachusetts, signed by Helen E. Fitzpatrick, Business Manager for Camp Rice Moody, requesting abatement of an unusually large water bill dated from October 1955 to April 18, 1956; caused by vandals breaking off an outside faucet and the water running to waste. On recommendation of Superintendent it was moved,, seconded and voted to abate the entire water bill of 630.30. Hearing held at 8:30 P. M. on Drain Easement running Southerly from Forest Street. The following person was present who expressed her opinion as noted: Eleanor C. Bishop; 55 Lowell St. (Reading Council of Girl Scouts, Inc. )-Y Hearing held at 8:45 P. M. regarding a taking of an easement for drainage and sewerage purposes from Hartshorn Street in a North- erly direction through Essex (Private) Street. The following persons were present who expressed their opinions on the sewerage and drain- age easement as noted: Charles W. Shoecraft, 52 Hartshorn St. ,-Y Florence E. Shoecraft, 52 Hartshorn St. ,-Y Walter L. Gardner 9 Essex St.,-Y �4Jean C. Harass, Hartshorn St., -Y David E. Hersee, 44 Hartshorn St.,-Y Hearing held at 9:00 P. M. regarding a taking of an easement ' for drainage and sewerage purposes from Franklin Street in a South- Easterly direction through private properties. The following persons were present who expressed their opinions as :noted: Roland J. Boyd, Jr., 252 Franklin St.,-Y Roland J. Boyd, Sr. , 244 Franklin St. ,-N.C . Harry K. Kurchian, 284 Franklin St.,-Y Mary N. Kurchian, 284 Franklin St. ,-Y' Merle N. Connor, 268 Franklin St. ,-Y Received report from Superintendent regarding the block system sidewalk construction program on Summer Avenue; after some discussion it was moved, seconded and voted to instruct the Superintendent to prepare bids on the Construction of Bituminous Concrete Sidewalk on Summer Avenue, Westerly side, from Woburn Street to Pennsylvania Avenue. On recommendation of Superintendent it was moved, seconded and voted to purchase a 3/4 Ton Dodge Pick-Up Truck with Standard Body from Classen Bros. Inc, for the bid price of $1,296.95• ' Received petition signed by 9 property owners on Gleason (Private) Road petitioning the Board of Public Works to accept Gleason (Private) Road a Public Town Way under the provisions of the Betterment Act. The petition was accepted and placed on file to be processed in the usual manner. On recommendation of Superintendent it was moved, seconded and voted to resurface High Street, from Woburn Street Northerly to Vine Street opposite the Boston and Maine Railroad Freight Platform, with type I-1 Bituminous Concrete, and that bids be taken thereon at the earliest possiole date. The Superintendent was also instructed to obtain information regarding the State system of regurfacing now being practiced in Sturbridge, Mass, as described by Secretary Donahue. .� Received letter from Hugh L. Eames, Chief, Reading Fire Dept. protesting the naming of a new Reading Street, "Jay Street", believing it might be confused with a present Street known as "A Street". The Superintendent was instructed to contact the developer of "Jay" proposed street and suggest to him that a new name be chosen therefore. Received report from Superintendent regarding the completion of Construction of Birch Meadow Drive. After some discussion it was moved, seconded and voted to install a Bituminous Concrete Sidewalk on the Southerly side of Birch Meadow Drive and to install Type D surfacing on the street surface. Report received from Superintendent regarding certain bonded private ways. In anticipation of next winters snow removal operations; the Super- ® intendant was instructed, at his request, that he contact the various devel- opers and suggest to them that they at least have their roads brought to finish grade prior to the 1956-1957 Snow Season. Board adjourned at 10:30 P. M. Board reconvened at 10:32 P. M. Present were Chairman Johnson. Messrs. Donahue, Hopkins and Superintendent Putnam. After some discussion it was moved, seconded and voted to install Granite Slope Edging on Birch Meadow Drive, a Bituminous Concrete Side- walk on the Southerly side of Birch Meadow Drive and a Type-D Surface on Birch Meadow Drive traveled way. The Superintendent was instructed to prepare this work for bidding as soon as possible. Board adjourned at 10:35 P. M. Respectfully submitted: a, V. Secretary '
