1 The Regular Meeting of the Board opened at 7.30 P. M.
Present were Chm. Johnson, Messrs. Hopkins, Zenni, Donahue, Kilgore
and Superintendent Putnam.
Minutes of previous meeting read and approved.
Signed vouchers, and payroll for payment.
At request o£, Superintendent it was moved, seconded and voted to
petition the Personnel Board to raise the hourly pay rate of Edward
Wright as temporary Chief of Survey Party from $1.65 to $1.70 pen hour.
Open bids for Sewer Construction at 8:00 P. M. The following listed
bids were opened and publicly read.

At request of Chairman Johnson: Superintendent Putnam explained
the tentative proposed relocation on a large 20 scale" wall map exhibited
at the hearing. Following is a transcript of questions asked and answers
given at the hearing:
Mr. Pulson: Is• 1400 feet the extent of the taking? What is the
purpose of the proposed widening? Only to' give access
to the business C district? The Town should not jeop- J
ardize a residential Street to aid a business area.
Attorney Keenan: , (Counsel for several abutting property owners: such as
Barbados, Carlson, Williams, Sturge, Campbell, Dearborn
at el) South Street is. a residential Street. His client' s
desire some other route chosen. Do not want a thorough-
fare on South Street it would destroy its residential
character, favors Jacob Way instead of South Street
widening or make South Street one way at certain periods
of the day. (His clients and neighbors are definitly
opposed to widening South Street. Land damages will be
claimed. All his clients wish to go on record in opposi-
tion.)
Mr. Jones: (337 South Street) Presented petition signed by 61 abuttors
requesting that Jacob Way be put through. All opposed to
widening South Street. Why not exit on Route 28?
Mr. Breugelman: (357 South Street) A sewerage problem would be evident
If South Street were relocated; there are many private
cesspools in area of taking.
Mr. Fitz: (336 South Street) On Route 128 many industries now have
exits and entrances.
Mr. Harold Jones: (348 South Street) Has an estimate of comparative cost
of Jaoob Way or widening South Street been made? Can
the Selectmen answer what is next step on access road
to Business C area?
Secretary Lawrence Drew; (Board of Selectmen)
Board of Public Works have the answer to that more than
the Board of Selectmen.
Selectmen Lothrop: The proper way to the business C area is Jacob Way.
Land damages are unknown. South Street damages are
also unknown.
'Mr. Harold Jones: When can the citi Sens expect a definite answer on this
question?
Mr. Dearborn: (310 South Street) His cesspool is also in the way of
widening South Street.
Chairman Kenneth Johnson (Board of Public Works) -
The Board of Public Works also believes that Jacob Way
is the proper access road to the business C area.
Selectmen Lothrop:Mr. Zeytoonian is here. .Will he make a statement at
this time regarding land damages?
Mr. J. Warren Killam, Jr. : (Attorney for Mr. Zeytoonian then took the floor)
Everyone seems happy about Jacob Way as an access way
to the business C area with the exception of Mr. Zeytoon-
ian. (He then r:quested Superintendent Putnam to outline
the business C zone area on the wall map in room 19; which
was done as requested) Walnut Street and South Street
will undoubtly be dead ended by the construction of the

new Route 28. South Street will require widening 1
eventually. Consideration should be given to J
dividing Mr. ZeytoonianYland and hedge him — by
several roads. Cannot make statement of damages at
this time but is making every effort to find out.
Harold Jones: Believe good of many is of more value than good of
one; South Street is narrow but would be danagerous
if widened and traffic were speeded up. Believe
all persons effected would claim land damages on
South Street. Town wishelto open up the business C
area hopes. no industry will be invited there. If
Town wished to open industrial area in town access
road should be settled first before rezoning.
Mr. Gornnam: (Englund Road) When was South Street first pro
to be widened? Could not Wyman-Wesley use Englund
Road and South Street as is for access?

for Mr. Zeytoonian.
Secretary Donahue: (Board of Public Works)
Would those present please compare the safty of the
present South Street and of the proposed widening 0
South Street with sidewalks.
lir. Sullivan: (340 South Street)
Street$ is dangerous with trucks entering plant;
traffic would flowinall directions.
Harold Jones: South Street is narrow and there is much traffic on
the street; widening street would not make it safer.
Certain things could be done to make the present street
safer.
Mr. Clifford Englund: (South Street)
In all fairness a decl��sion should be made soon on this
matter. (The meetin4 Ee his opinion are cut ton short
to get anything done .)
.Secretary Donahue then polled those present to get their opinionsof
the widening of South Street. .The poll was as:'follows: (See page one of
these minutes: Para? 9 for list. )
The meeting was then adjourned and the Board of Public Works recon-
vened in their office.
and voted to purchase a C H & E 212 ton to 312 ton roller from Hedge &
Mathies Co, at the bid price of 41,950.00.
At request of Superintandent voted to take bids on a 22 ton truck,
chassis and cab and a 32 ton truck, chassis, cab and body on June 25,
1956.
On Hecomaendation of Superintendent it was moved, seconded and
voted that the annual Vacations closing for all Public Works employee
{he
with arr exception of a skeleton crew of permanent men be taken for the
dates July 14 - 27, 1956. Both dates inclusive. It was also voted that
with the exception of cases of Unusual urgency and request that employees
entitled to 3 weeks vacation be required to split their vacations time
in 2 weeks and 1 week periods.
Received report from Superintendent regarding sand for the filter

plants. Moved, seconded and voted to write esci-akzs County Commissioners
requesting th@t a special use permit be issued for the Reading Public
Works Department to carry loads inkc*ea of 10 ton including vehicle
over the Plum Island Bridge.
On recommendation of Superintendent it was moved, seconded and
voted to hire James A. Quale, Sanborn Lane, Reading;as a Mechanic at
a starting rate of $1.58 per hour. And to so petition the personnel
Board.

Received petition signedAseveral resident of Charles and Harrison
Streets requesting that the Board prohibit baseball playing at Memorial
Park. Due to the fact that unorganized baseball players are spoiling
the quite enjoyment of the neighborhood to the abutting property owners.
Moved, seconded and voted to instruct Superintendent to post r
signs at Memorial Park prohibiting the playing of baseball thereon
- and to notify the Police of their action.
Discussed at some length Street and Drain Contract. Bids of
which were opened June 4, 1956. One bid having been received. , Moved,
seconded and voted to reject the bid oper.dTuAe 4, and to re-bid for
July 9, 1956 The Town Street and Drain Contract.
On recommendation of Superintendent voted to sign Sewer Construc-
tion agreement on West Street with Realty Construction and Engineering
Co. Inc., Subject to approval of Town Counsel.
Received letter from A. C. Construction Co, presently engaged in
installing a sewer in Willow Street objecting to refilling the sewer
trench with material�
�in his opinion is of inferior quality; buts which

he Was ordered to refill by the Superintendent. Moved, seconded and - me
voted to leave subject matter of request to the Superintendent as
per-contract between the Town and A. C. Construction Co.
Received request for extension of contract from A. C. Construction
Co. Moved, seconded and voted to leave this request to the Superintend-
ent' s discretion.
Received report from Superintendent regarding natural gas main$
and its relations to finish grade of William Road off Franklin Street
in development owned by the Hillcrest Realty Co. Moved, seconded and
voted to hold a grade change hearing on June 25, 1956.
Received report from Superintendent regarding the progresb in the
Willow Street Sewer Contract. Some progress is being made but both max-

Mr. Newhouse of Newhouse Motor Sales appeared before the Board to
discuss a bid on a 3/4 ton pick-up tick; in which he neglected to in-
clude the price of the body at an additional price of $98 .50; matter
taken under advisement by the Board.
Mr. J. Warren Killer, appeared before the Board regarding the proposed
taking of Jacob Way; has an appraiser working on Jacob Way and hopes the
Board is doing the same . Will have his appraisal within a short time.
Moved, seconded and voted to contact the Town Counsel immediately

with a view to retain`°an independent appraiser to appraise the land
damages regarding Jacob Way, and bring back his finding to the Board
of Public Works.
Moved, seconded and voted to write the Planning Board regarding
zoning of the Business C area; and to inquire if they have any plan to
farther zone the area to be served by Jacob Way. Pointing out the land
damages problem regarding Jacob Way; and will or have they made studies
of possible future re-zoning.
Moved, seconded and voted And signed easement for water main from
Englund Road Westerly to the Addison-Wesley property on the Southerly
side of Jacob Way through land of Englund and Addison-Wesley.

Received a written request from Addison-Wesley Publishing Co. for
errection of two directional signs which would include their firm names;
provisions for 3 other firms to be errected in town property on Main
Street, at South Street and arSouth Street at Englund Road. Moved,
seconded and voted to refer matter to Superintendent for full investi-
gation as to legality of sign and location thereof.
Received request from Reading Mdnicipal Light Department for loca-
tions of two direct burial cables- called the Wilmington circuit which
would be located in Lowell Street from Grove Street to the Wilmington-
Reading Town line and for the Lynnfield circuit which would be located
in several streets from Bolton Street to Baystate Road.
Moved, seconded and voted to hold hearing on June 25th for the
Wilmington Circuit. ( In the location requested) .
Regarding the Lynnfield Circuit more spDpific plana must be pre-
sented before the Board before a decision is made.
Received letter from State Department of Public Works informing
the Board that their 1956 request for Chapter 90 Construction and Chapter
90 Maintenance had been approved.
Received request for parti/al abatement of sewer frontage assess-
ment from H. M. Hogan of Summer Avenue on his Willow Street Sewer front-
age assessment. Moved, seconded and voted to instruct Superintendent to
write Mr. Hogan pointing out the ultimate improvement, to his land. Peti-
tion denied.
Received from Superintendent tabulations of bidders and specifica-
tions of 2 ton roller bids recently received in which he recommend lthe
purchase of a Buffalo-Springfield KT6 Roller. It was moved, seconded
holes presently constructed leak beyond the limits of the contract and
will have to be torn down and rebuilt, at the contractors expense.
Received revised plans for the Sturges Development Northerly of
Walnut Street and Southerly of Oak Ridge Road . No formal plans having
yetbdelivered to the Board; no decision has been reached.
