The regular meeting of the Board opened at 7:30 P. M.
Present were Chairman Kilgore, Messrs. Hopkins, Johnson,
Donahue and Superintendent Putnam.
Minutes of previous meeting read and approved.
Hearing held at 8:00 P. M. on acceptance under the Better-
ment Act of Pine Ridge Road, from Walnut Street, Northerly to
present accepted portion. Following listed abutting property
owners were present, who expressed their opinions as noted:

Reconvened at 9:00 P. M. as Board of Public Works.
Hearing at 9:00 P. M. on drain easement through lands of
Realty Construction & Engineering Co., Inc., in Glen Meadows Devel-
opment. Judge Sartorelli telephoned the assent of Realty Construc-
tion to the proposed easement. No other persons present.
Report received from Superintendent of drainage situation
at Sturges Road. Superintendent instructed to acquaint Town Coun-
sel with problem, obtain his written opinion on the matter, and
advise the bonded developers of the problem with a directive to
correct the present condition.
Received report from Superintendent regarding quotations
on asbestos cement sewer pipe received from Johns Manville on

"Transits" sewer pipe and from Hilco Supply representing Keasebly-
Mattison on "Century" pressure pipe. After a careful review of '
both brand-name asbestor-cement pipe, with due regard given to
prices, pipe sizes, availability, etc. It was moved, seconded and
voted to instruct Superintendent to order "Transits" sewer pipe
from Johns Manville Co, for both Willow and West Streets, in locus
of proposed 1956 sewer extensions.
Moved, seconded and voted to hold annual Board of Public
Works dinner neeting on Fridgy evening, February 24, 1956 at the
Colonial Country Club in Lynnfield, and to invite former Board
Members Walker and Calvin to attend .
Reath discussed, approved and authorized Chairman to sign
letter to T. F. Hanron, District Engineer, State Department of '
Public Works, requesting that 1956 Chapter 90 construction funds
on West Street be expended as follows:
1. Replace existing inadequate culvert at intersection of
West, Willow and Summer •Avenue with culvert of adequate
size and depth, and install additional drainage on West St.
from Station 19 f 0 to West, Willow and Summer Avenue 'in-
tersection.
2. With remainder of funds, construct a Class E Modified
bituminous macadam surfacing type E-1, on a crushed stone
base course and a gravel foundation from Station 19 + 0
Northerly.
Received petition for storm drain installation, signed by
twenty-one abutting property owners on Bear Hill Road, Cedar St.
and North Street to correct a faulty drainage condition existing
on Bear Hill Road between North Street and Cedar Street.
Petition accepted, and placed on file pending available funds. ��

Received petition signed by thirteen abutting property owners
on Margaret Road requesting that bituminous macadam sidewalks be
eliminated on construction of Margaret Road under the Betterment
Act, and that loamed and seeded sidewalks be substituted therefor.
Petition taken under advisement.
On recommendation of Superintendent, it was movej, seconded
and voted that an. unlimited contiguous service telephone listing
at the Townst expense be installed for Highway Foreman William A.
Fennelly.
Moved, seconded and voted to insert notice of sewer service
charge increase in the Reading Chronicle as a paid advertisement .
Moved, seconded and voted that from this date on builders
-� be required to bear all of the cost of water main extensions and
of new water services including the furnishing and installations
of all fire hydrants, gate valves, pipe, fittings, corporations,
goosenecks, curb cocks, stop and waste valves and all appurtenances
to the construction, except as otherwise voted by the Board. All
pipes, fittings, valves, hydrants and appurtenances shall be in
accordance with Town of Reading standards. The $75.UU water service
connection entrance fee shall apply to all new services in addition
to the above cost of construction, and shall be deemed to be a fair
charge for the water meter and ordinary maintenance of the water
service. These provisions shall not apply to those subdivisions
which have recently come before the Board and on which the Supgr_-
intendant has given an estimate for the main extension, .

Moved, seconded and voted that the Superintendent be and
hereby is instructed to insure that the account "Water Constructions
with such exceptipns as may be specifically voted by location and
amount by the Board balances each year; in other words, revenue
from water main extensions and from new water services is to equal
or slightly exceed expenditures, except for the exceptions voted.
Recognizing that this cannot be accomplished in 1956 due to past
committments, the Superintendent is instructed to furnish an est-
imate of the cost to the Town of extensions not applicable under
the previous motion, in order that the Board may vote this sum as
an exceptipn to this motion.
Moved, seconded and voted to meet with Finance Commit6ee '
on Thursday evening, February 23, 1956 at 8:15 P. M. to discuss
1956 Budget.
