January 23, 1956
Regular meeting of the Board opened at 7 :30 P. M.
Present were Chairman Kilgore, Messrs. Johnson, Zanni and
Superintendent Putnam.
Minutes of special meeting held January 19, 1956 read and
approved.
Received letter from J. Edward Burette & Son, 13 Emerson Street,
Wakefield, Mass. , prospective developers of Marla Lane, off Forest
Street, agreein- to certain conditions set by the Board relative to
drainage in Forest Street engendered by tneir proposed development.
Letter of agreement accepted, pending vote of Annual Town Meeting on
drainage construction budget and allocation of funds, with final action
to be taken by the Board on this matter shortly after town meeting
adjournment .
Received letter of commendation from citizen expressing his
thanks to the Sewer Department for assistance rendered in recent emer-
gency. Letter read, noted with appreciation and placed on file.
On recommendation of Superintendent, it was moved, seconded and
voted to promote skilled Laborer Harold J. McSheehy to the classifica-
tion of Shovel Operator at a rate of $1.67 per hour, and to petition
the Personnel Board to approve the proposed rate of $1.92 per hour effec-
tive April 1, 1956 which had been approved for William A. Fennelly as
Shovel Operator on the 1956 salary schedule.
Received notice of closing of warrant for annual March Town
Meeting from Board of Selectmen. Warrant to close February 3, 1956.

Reconvened at 8:15 P. M. as Board of Public Works.

Held public hearing at 8:15 P.M. on laying out as a Public ,
Way of Arthur B. Lord Drive, which runs from Forest Street nearly
opposite Dunbar Road in a Southerly direction a distance of 823.16
feet, more or less, to Birch Meadow (Proposed) Drive,

and School Committee-
man William Burpee. No objections were received from those present as
to the layout or construction of the proposed road, School Committee-
man Burpee presented a hand-written letter from the School Committee
requesting that for the present some impersonal name pe given to the
proposed road.
Moved, seconded and voted to approve layout of Arthur B. Lord
Drive and to recommend its acceptance to the Town, and signed three ,
sets of plans and Reports of Laying Out for same, copies
of which
become a part of these minutes:
Moved, seconded and voted to recommend the following estimated
amounts for construction of Arthur B. Lord Drive:
Oil Treated Gravel Surfaced Roadway ---------- $ 22,400-00
Bituminous Concrete Sidewalk-Westerly Side --- 2,100,00
Storm Drainage ------------------------------- 10,100.00
TOTAL ---------------- $ 34,600.00 -
Temporarily adjourned at 8:30 P. M. to act as Board of Survey.
Reconvened at 9:00 P. M. as Board of Public Works,
Received petition signed by twenty-three residents on Minot
Street requesting that sidewalks on Minot Street be plowed for the
'safety of pedestrians. Voted to instruct Superintendent to plow snow
from Minot Street sidewalks when and if equipment and time permits,
Met with Finance Committee to discuss articles and appropriation

for Willow Street sewer extension and Arthur B. Lord Drive road con-
struction.
Voted to hold special meeting of Board for review of 1956 bud-
get on Thursday January 26, 195,6 at 8:00 P. M.
Board adjourned at 11:25 P. M.

REPORT OF THE BOARD OF PUBLIC WORKS ON
THE LAYING OUT OF ARTHUR B. LORD DRIVE
The Board of Public Works of the Town of ,Reading having deter-
mined and adjudged that common convenience and necessity require the
laying out of a Town .Way under the provisions of law authorizing the
assessment of betterments, substantially in the location hereinafter
described, having complied with all requirements of law relating to
notice to the owners of land thereof and of a hearing thereon, and
having met at the time and place appointed for s%icn hearing and then
' and there heard all persons present who desired to be heard, nava
laid out as a Town Way for the use of the Town running Southerly aryl
South-easterly from Forest Street to Birch Meadow (Proposed) Drive
substant;ally as and in the location of the private way known as
Arthur B. Lord Drive, the boundaries and measurements of said way as
so laid out are as follows:
Beginning; at a point on the Southerly side line
of said Forest Street, said point being Southwesterly,
a distance. of 280.01 feet mgasured along .the curved
Squtherly side line of Forest Street, having a radius.
of 397.79 feet, from a county stone bound set at a
point of curve;
Thence by a curved line to the Left, running in a
Southwesterly direction, having a radius of 25.80 feet,
by lands of the Inhabitants of the Town of Reading, a
length of 39.69 feet to a point of compound curve;
Thence by another curved line to the Left, running
in a Southessterly direction, having a radius of 128.13
feet, still by lands of the said Inhacitants of the Town
of Reading, a length of 98.37 feet to a point of tangent;

westerly side of Birch Meadow (Proposed) Drive, a dis-
tance of 112.19 feet to a point of curve;
Thence by a curved line to the Left, running in a
Northwesterly direction, having a radius of 30.00 feet,
still by lands of the said Inhabitants of the Town of
Reading, a length of 34.92 feet to a point of tangent;

feet to a point of curve;
Thence by a curved line to the Left, running in a
Northwesterly direction, having a radius of 235.00 feet,
still by lands of the said Inhabitants of the Town of
Reading, a length of 107.48 feet to a point of tangent;

Inhabitants of the Town of Reading - a distance of 171.32
feet to apoint of curve;
Thence by a curved line to the Right, running in a
Northwesterly direction, having a radius of 178.13 feet
still by lands of the said Inhabitants of the Town of
Reading, a length of 151.51 feet to a point of reverse

Northwesterly direction, having a radius of 23.73 feet
still by lands of the said Inhabitants of the Town of
Reading, a length 33 .52 feet to a point on the said
Southerly side line of Forest Street;
Thence by the said curved Southerly side line of
Forest Street to the Left, running in a Southeasterly
direction, having a radius of 397.79 feet by the said
Southerly side line of Forest Street, a length of 95.00
feet to the point of beginning of this description.
The above described lines being more fully shown on a Plan
entitled "Arthur B. Lord Drive, Reading, Mass.", dated January 1955,
Board of Public Works, James T. Putnam, Superintendent, said Plan
being a part of this description.
We determine that no damages will be sustained by any person
or persons in their property by reason of the taking to be made for
this improvement.
This laying out so made by us we hereby report to the Town
for acceptance and recommend that said way shall thereafter be known
as a Public Town Way and n e thur B. Lord Drive.
