December 19, 1955
The regular meeting of the Board opened at 7:30 P.. M.
Present were Messrs. Johnson, Donahue, Hopkins, Zanni and
Superintendent Putnam. Secretary Donahue elected Chr)irman pro tem.
Minutes of December 15, 1955 Special Board Meeting read and
approved and signed.
Hearing held at 8:00 P. M. on proposed drain easement through
lands of Realty Construction & Engineering Co, property, formerly
the Chang farm, Westerly of West Street. Some opposition was voiced
by property owners on Longwood Road, who believed proposed open
ditch should be piped. Mr. Ervin N. Birchall, Treasurer of Realty
Construction, assured Board that ditch would be guarded by a five
foot high chain link fence on each side of the sixty-foot wide
drain easement . The following listed persons were present at the
hearing, who expressed their opinions as noted:

Moved, seconded and voted to approve construction of re-
located Aberjona Brook as shown on easement plan, and signed Orders
of Taking for drain and sewer easement through lands of Realty
Construction & Engineering, Inc.
Temporarily adjourned to act as Board of Survey at 8:25 P.M.
Reconvened at 9:00 P. M. as Board of Public Works.
Chairman Kilgore present and assumed his duties as Chair-
man.
Discussed Capital Budgeting program at some length. Appro-
ved, with minor changes, letter to Capital Expenditures Planning
Committee to be signed by Chairman Kilgore.
Met with Finance Committee at 9:15 P. M. to discuss sewer
construction problems for 1955, and to acquaint Finance Committee
with long range sewer construction problems.
Several other matters were discussed, including storm water
drainage, Forest Street Elementary School roads and utilities, and
Birch Meadow Drive Construction. The Board then returned to their
' meeting.
Moved, seconded and voted to permit Camp Fire Girls and Blue-
birds to trim a bird Christmas tree on Reading Common.
Received petition signed by five abutting property owners on
Rachel (Private) Road requesting that Rachel Road be accepted as a
public town way under the Betterment Act. Petition accepted, for
processing in usual manner.
On recommendation of Superintendent, it was moved, seconded
and voted to close all Public Works Departments, weather permitting,
at 12 Noon on N'riday, December 23, 1955 in accordance with regular
customs as a Christmas observance.
Received report from Superintendent regarding maintenance of
' ice hockey rinks in abjacent towns and cities.
No action taken on report.

Moved, seconded and voted to propose a change in job des- '
cription to the Personnel Board for the classification "Assistant
Superintendent", and to recommend the creation of a new clas'sifica-
tion of "Administrative Assistant", as follows:
ASSISTANT SUPERINTENDENT
Assists Superintendent in the .performance of his duties.
Perform the duties of the Superintendent during the absence of the
Superintendent, subject to the authority of the Board of Public
Works. The Assistant Superintendent shall be familiar with the
administrative procedures of the Public Works Department.
Under the authority of Superintendent, the Assistant Superin-
tendent shall take full charge of all construction and maintenance
operations which are performed by department personnel. 'He shall '
plan routine work, instruct foreman, inspect work in the field, and
submit progress reports to the Superintendent.
ADMINISTRATIVE ASSISTANT
Performs routine administrative duties of Public Works depart-
ments. Prepares legal documents such as land takings, easements,
betterments, Computes charges for betterment construction of streets,
sidewalks, sewers, water mains, and prepares commitment sheets for
same. Performs title examination, as required.
Deals with the public in handling complaints and disseminating
information. Assists in the preparation of budgets, yearly construc-
tion and maintenance reports, financial comparisons, efficiency stud-
ies, and other. reports. _
Received request from Hleasers . Yardumian and Ochanian, devel-
opers of Reading Acres, for signing of Board of Survey Plan for re-

cording. Board instructed Superintendent to secure bonds in hand,
and Board would sign plans at any time.
Signed commmittment sheets to the Board of Assessors of the
Town of Reading as required by Chapter 80 of the General Laws, as
amended by Chapter 83 of the Acts of 1933, certifying betterment
assessments levied on several estates for sewer construction, sewer
house connections, sidewalk construction, and street construction,
copies of which are attached hereto and herewith becomes a part of
these records.
Moved, seconded and voted to take easement for drainage and
sewerage location Westerly of West Street as shown: on Board of Public
Works Plan A-19-8, a public hearing having been held as required by
law on same, and signed Order of Taking for recording in the Registry
of Deeds.
Signed Order of Taking of Basement, and related instruments,
for drainage and sewerage through lands of David V. Cassie and Cath-
erine M. Cassie situated Northerly of Forest Street.
The attached Vote was unanimouslMdopted and hereby becomes a
part of these record .
Board adjourned at 11:20 P. M.

At a regular meeting of the Board of Public Works duly held
at the Board' s Rooms in the Municipal Building, Lowell Street,
Reading, on Monday, December 19, 1955, at 8 :00 o' clock in the even-
ing, all the members of the said Board being present, the following
vote was unanimously adopted .
�-Upon motion duly made and seconded, it was
VOTED: That in pursuance and under authority of Chapter 314
of the Acts of 1909 and under the provisions of Chapter 118 of the
Acts of 1921 that there be and hereby is adopted an Order of Taking
of an easement by right of eminent domain for and in behalf of the
Town in, over and through the following parcels of land for drainage
and sewerage purposes:
Land of David V. Cassie and Catherine M . Cassie situated North-
erly of Forest Street and said easement area is estimated to contain
1930 square feet of land.
The above easement area is snown on a Plan of Easement for
Drainage and Sewerage Purposes Through Private Property, Readin!-, Mass.,
Board of Public Works, dated June, 1955, James T. Putnam, Superintend-
ent, and to which Plan and Order of Taking reference is hereby made
for a more particular and complete description of said easement area
taken, and it is further voted that the Order of Taking be recorded
forthwith in the Middlesex South District Registry of Deeds and that
notice be sent to the owners and mortgagees affected thereby as
