HomeMy WebLinkAbout1955-12-12 Board of Public Works Minutes 142 - � December 12, 1955 Regular Meeting of the Board of Public Works opened at 7:30 P. M . Present were Messers Donahue, Hopkins, Johnson, Zanni and Superintendent Putnam. Secretary Donahue appointed Chairman Pro Tem. Minutes of Meeting of December 1, 1955 read and approved . Hearing held at 8:00 P. M. on ,joint pole location - Reading Municipal Light Dept. - New England Tel & Tel Co. - on Haverhill St., Westerly side, Southerly of N0. 536 Haverhill Street. No one appeared at hearing. Moved, seconded and voted to grant pole location as re- quested . Delegation of eleven citizens, with Mr. Guy Teele as spokes- ' man, appeared before Board to protest deletion of board hockey rink at Sturges Park. After some discussion, instructed Superintendent to investigate possibility of erection of hockey rink boards and report back to Board. Mr. Jackson, representing - A. J. Tambone, of Massachusetts Building, Inc. , appeared before Board to discuss drainage of Lots 19 and 20, Sturges(Private) Road . Was advised by Board, on recommenda- tion of Supt. , that lots could 1,3 drained if, at expense of Massachu- setts Builders, Inc . , the following items were accomplished: 1. Grant easement to Town of Reading along division property line between Lots 19 and 20. 2. Install 2901 feet of 1$" Plain Concrete pipe drain, with two manholes, from existing brook Easterly of Lot 20 to existing drain manhole in front of Lot 21. 159 ' 3. Install a 1511 Plain Concrete pipe drain from last des- cribed manhole to existing 1811 drain pipe on division proper- ty line between Lots 3 and 4, Sturges (Private) Road, a dis- tance of approximately 205 feet. Mr. Jackson informed Board he would report back to Mr. Tambone, who would in turn contact the Board of Public Works. Discussed Capital Expenditure Budgeting program at some length. Moved, seconded and voted to instruct Superintendentto prepare re- commendations for sewer frontage assessment betterment charge, based as following: 30% of total Construction and Engineering cost of main sewer construction, .plus 30� of the annual Cost of payment ' of High School Sewer Bond Issue. This latter to be evaluat- ed on the basis of $150,000.UO of main sewer construction annually. Moved, seconded and voted to increase sewer rental rates as follows, to become effective January 1, 1956: Unmetered service $6.00 per annum. For metered service as follows: First 3,000 cu. ft. 30c per 100 cu, ft. Next 3,000 cu. ft. 25c per 100 cu. ft. Neat- 4,000 cu. ft. 20c per 100 cu. ft . Next 109000 cu. ft. 12c per 100 cu. ft. Next 10,000 cu. ft. 8c per 100 cu. ft. Next 70,000 cu. ft. 40 per IUU cu. ft. All in excess of 100,o00 cu. ft. -2c per 100 cu. ft. Moved, seconded and voted to insert article in The Reading Chronicle publicising new sewer rental rates. On recommendation of Superintendent, moved, seconded and voted to take, by eminent domain, under authority of Chapter 314, Acts of 1909, easement for drains and sewers through lands of David V.
