HomeMy WebLinkAbout1955-10-10 Board of Public Works Minutes October 10, 1955 The regular meeting of the Board opened at 7:30 P. M, Present were Chairman Kilgore, Messrs. Donahue, Johnson, Zanni, Hopkins and Superintendent Putnam. Minutes of meeting of September 26, 1955, as corrected, read and approved. Minutes of meeting of October 3, 1955 read and approved. Notice of special town meeting from Board of Selectmen to be held October 27, 1955 read and noted. Discussion of articles recommended by Superintendent for special town meeting, with action as noted: Sewer House Connections - moved, seconded and voted that if Finance Committee does not see fit to find extra funds for sewer house connection account under the emergency provision of law, that article, be inserted in Warrant for special town meeting. Birch Meadow Brook Land Takings: moved, seconded and voted to insert article in warrant requesting transfer of funds from Drainage Construction account to Birch Meadow Brook Land Damage account. Maintenance of Storm Drains: _ moved, seconded and voted to insert article In warrant requesting transfer of funds from Personal Services account to Expenses account. Construction, Maintenance, Operation of Water Works: moved, seconded and voted to insert article in warrant requesting transfer of funds from Water Available Surplus to construction, maintenance and operation of water works. Discussed editorial which appeared in•the Heading Chronicle issue of September 29, 1955, in which municipal water supply versus Metropolitan District Commission water supply was reviewed. Received petition signed by twenty-eight residents of Bolton Street, Washington Street Ash Street and John Street protesting conditions resulting from Bolton Street drain ditch and requesting It be either filled in and rerouted or piped. Petition accepted, and taken under advisement. , iSuperintendent instructed to prepare estimate for fencing the i open section of Bolton Street drain ditch for meeting of October 17, 1955. Received petition for installation of main trunk sewer on Intervale Terrace. Accepted, noted and placed on file for processing jin usual manner. On recommendation of Superintendent, voted to replace existing 1:" and l" water main in John Street Court, installed in 1897, with 6" water main. Five houses are serviced by this main. � On recommendation of Superintendent, voted to replace existing 1j" and 1" water main in King Street, installed in 1891, with 8" water main. Replacement to be made as follows: Prospect Street to No. 60 King Street in 1955, No. 60 King Street to Summer Avenue in 1956. Received letter from T. F. Hanron, District Highway Engineer, State Department of Public Works, enclosing his report and recommen- dations to Chief Engineer H. Gordon Gray for the permanent repairs to roads and culverts in the Town of Reading damaged by the floods of August 18 and 19, 1955, and recommend&ng that an allotment not exceeding 420,000.00 be set up for the necessary permanent repairs a A a to be done by Town foiices. Moved, seconded and voted to purchase a Good Roads Jet Queenbid - Material Spreader from E. J. Bleller Equipment Co, for the base„prlce of $1400.00, plus electric starter, $72. 00; Electric Vaccuum Clutch Control, $72.00; Distributor Ignition, Cab Controls, etc. $53.00; Hopper Screens, $135.00; or a total bid price of $1732.00 less 2% discount. Signed sewer main construction contracts with 0. Menlci h Sons, 17 Martinack Ave. , Peabody, Mass, for sewer construction on Lowell Street, County Road and Lothrop Road. Examined Registry of Deeds plans and approved same for Super- intendent' s signature as follows: Forest St. , opposite Hurlburt Rd. which was a Board of Appeals decision; Forest Glen Cemetery and Reading Acres, Inc. , being an even transfer of land. Redelved letter from Lyle A. Houston, First Lieutenant, Artillery, Commanding Officer, Battery "B" , 24th AAA Missile Battalion, Heading, giving authority for men and heavy equipment to enter upon NIKE Site 03L, and relieving Town from any responsibility for damages while on the site. Moved, seconded and voted to give Superintendent full authority to negotiate with John. Payno, Superintendent of Construction from Rando Co, regarding grading of area in Birch Meadow Playground adja- cent to the "Overlook". After a discussion of the qualities of "Transite" versus "Orangeburg" pipe for sewer house connections, it was moved, seconded and voted to base 1956 Sewer House Connection budget on Transite pipe, which is approximately 56% higher in price than Orangeburg pipe. 148 Moved, seconded and voted to excavate and straighten Birch Meadow Brook from Birch Meadow to Intervale Terrace, at an estimated cost of $5,000.00 provided land damage funds are transferred at the October 27, 1955 Special Town Meeting.
