HomeMy WebLinkAbout1955-09-26 Board of Public Works Minutes September 26, 1955 The regular meeting of the Boardopened at 7:30 P. M. Present were Messrs. Hopkins, Donahue, Johnson, Zanni and Superintendent Putnam. In temporary absence of Chairman Kilgore, Mr. Hopkins was elected Chairman pro tem. Hearing at 8: 00 P. M. on drain easement through private property on lands owned by A. Waldo Phinney and lands owned by Gertrude Ma"tle Stuart. Mr. Stuart was present, and agreed to re- leasing five feet of his property for the proposed drain easement parallel with and five feet distant Southerly from his Northerly property line. Mr. A. Waldo Phinney was not present, but had pre- viously signed a drain release for easements running through his property. Proposed easement taken under advisement by Board. ' Hearing at 8:15 P. M. on drain easement running through lot of land owned by Henry S. Bowen Jr. et ux at 45 Pine Ridge Road. Henry S. Bowen Jr. and Grace Virginia Bowen were present. Proposed easement follows course of existing 12 inch vitrified clay drain pipe and course of existing 15 inch concrete drain pipe installed by par- ties unknown at some prior date, and part of which passes under the North- Easterly corner of the Bowen garage. Mr. and Mrs. Bowen signed the drain easement release. Proposed easement taken under advisement by Board. Chairman Kilgore arrived, and took over his duties as Chairman. Hearing at 8:30 P. M. in Room 19 regarding block sidewalk in- stallation on Woburn Street, under Chapter 83 of the General Laws. Under thin block system of Betterment sidewalk construction, bitum- inous concrete sidewalks are to be constructed in contiguous locations, replacing the existing earth or gravel sidewalks, and the abutting property owners are to be assessed a reasonable amount of the cost thereof, notexceeding fifty percent. Hoenig 3 Perkins Ave. Yes Moved, seconded and voted to proceed with Woburn Street block sidewalk construction, work to be accomplished by contract. Selectmen Drew and Lothrop at Mr. Donahue' s request, Mr. Donahue, having previously brou#ht the matter to the attention of the board, visited Board to discuss overflowing cesspools and septic tanks which flow over sidewalks an& streets , and possible methods of alleviating these noxious conditions. It was proposed that Board of Public Works write to the Board of Health and recommend that the Board of Health take proper steps to eliminate the health hazard caused by overflowing cesspools and septic tanks. Selectmen Lothrop and Drew then retired to their own offices. After some discussion Mr. Donahue suggested letter be written to Board of Health, voicing the objections of the Board of Public ' Works to obstruction on streets and sidewalks caused by liquids from overflowing cesspools and septic tanks. 86 It was moved, seconded and voted that a letter be written from the Board of Public Works to. the Board of Health advising the Board of Health that liquids from overflowiefg cesspools and septic tanks constitute a definite hazard on public ways, and requesting that cognizance be taken of such to eliminate these noxious conditions. Selectman Lothrop reappeared before Board to inquire if, in the event an 'industry should build Southerly of South Street, a widening could be effected on South Street. Recommendation received from .Superintendent that the Town purchase an Anderson Material Spreader, as bid on August 15, 1955. , After some discussion, Mr. Zanni was appointed a committee of one to investigate the Anderson Material Spreader before the Board would make a decision.
