HomeMy WebLinkAbout1955-07-18 Board of Public Works Minutes Heading, Mass. , July 18, 1955 The regular meeting of the Board of Public Works opened at 7:30 P. M. Present were Chairman Kilgore, Messrs. Donahue, Hopkins and Superintendent Putnam. Minutes of previous meeting read and approved. Joint meeting held at 8:00 P. M. with the Heading Planning Board - Chairman Hobert Clinch, Secretary Franklin Burnham, and Mr. Benjamin Hartshorn. The purpose of the joint meeting was to discuss the zoning and subdivision control laws In general, and certain aspects thereof in particular. Access roads to undeveloped land were dis- cussed at some length, and Chairman Clinch of the Planning Board stated that his Board had gone on record as being categorically opposed to 1 dead-end streets, even with cul-de-sacs or turn-arounds, where roads J could be outletted to existing streets, and agreed to support Board of Survey in this matter. Also, Planning Board agreed to review Paragraph 5 Section 5 of the Heading Zoning Law, relative to redlvision of recorded non-conforming lots. Temporarily adjourned at 8 :30 P. M. to meet as Board of Survey. Reconvened at 9:00 P. M. as Board of Public Works. Hearing at 9: 00 P. M. on petition of Reading Municipal Light Dept. to install a direct burial power transmission cable with a 15, 000 volt rated maximum load capacity in Charles Street, from Main to Haverhill Streets and in Haverhill Street, from Charles Street to Reading-North Reading Town Line. Cable installation method explained by Manager Clarence Thomas would consist of a trench three feet six JInches In depth, with three inches of sand under the power cable, six L0 1 1 i t inches of sand over the cable, and a 2"x6" creosoted plank over the cable. Lewickl 667 Haverhill St. " Frank Lewickl 667 " " " Moved, seconded and voted: Board of Public Works approves location of cable as petitioned for, but believe the direct burial method of power transmission cable is dangerous to workmen. Board will send letter to Municipal Light Board stating that approval of Board of Public Works consists only of approval of location and not of design. All approval of adequacy of safety of design must vest in Municipal Light Board. A copy of said letter is to be included in these minutes. July 20, 1955 Mr. Alfred H. Dolben, Chairman Reading Municipal Light Board 25 Haven Street Reading, Mass. Dear Mr. Dolben: The Board of Public Works at their meeting held Monday evening, July 18, 1955 held a duly advertised public hearing, at your request, regarding the installation of direct burial underground transmission cable on Charles and Haverhill Streets. After the hearing, the Board voted to approve your petition as regarding location and principle, but be- lieve the direct burial method proposed to be used by your department is hazardous to workmen because of the high voltage with which this cable will be charged. Therefore, the approval of the Board of Public Works consists only of approval of location, and not of design. All approval of adequacy of safety of design must be the full responsibility of the Reading Municipal Light Board. Very truly yours, (Signed) Harold D. Kilgore,Jr. Chairman. at a Preliminary hearing held at 9:15 P. M. on petition of heading Acres, Inc. , Haig S. Yardumion, President and Edward Orchanian, Sec- retary, for development of land formerly owned by George A. Tabor, situated between Main Street and Pearl Street. On being questioned by the Board, Mr. Yardumion stated that they would fill all low areas, such as Bowder Meadow, pipe ditches through lots as required, and properly grade area. TYey may sell lots, or build themselves. Their main in- terest being primarily to sell land, at present. Believe that if Town would bring sewer main to their development, they would be willing to install sewers in the development at their expense. On recommendation of Superintendent, voted to reject tractor- shovel bids, and re-advertise same, to be opened August 1, 1955. On recommendation of Superintendent, voted to postpone award- ing of bids on 2} Ton Dump Truck to August 1, 1955. , Signed release of lots abutting Catherine Avenue, owned by John E. Selfridge, as Mr. Selfridge has posted a performance bond in the amount of $5,000 for the proper completion of construction of Catherine Avenue. On recommendation of Superintendent, voted to install a four- button telephone system with an unlisted telephone number for the Public Works Office, He:-ding 2-1090, and to install an extension telephone in the residence of the Superintendent, Heading 2-0190. Voted to instruct Superintendent to further investigate telephone connection for Pumping Station Engineer, John D. Louanls, 85 John St. Board adjourned 11:05 P. M.
