HomeMy WebLinkAbout1954-12-20 Board of Public Works Minutes December 20, 1954 The regular meeting or the Board of Public Works opened at 7:30 P.M. Present were Messers. Hopkins, Johnson, Zanni,Donahue, and Assist- ant Superintendent Putnam. In the absence of Chairman Kilgore, Mr. Hopkins acted as Chairman Pro Tem. Minutes of previous meeting read and approved. Mr. Frank G. Hardy, 21 Indiana Avenue, visited Board to report ' low volume of water at his property. Assistant Superintendent instructed to investigate condition and remedy same. Mr. George Zanni, 310 Ash street, visited Board to register protest regarding datrmiing of Nichols Pond Brook on North Main Street. Assist. Superintendent instructed to investigate complaint. IReceived letter from Middlesex County Commissioners advising Board that a Public Hearing will be held at the County Commissioners Office, Superior Court House, East Cambridge, Mass. , at 10:45 A.M. Tuesday, February 1,1955, on the petition of the Board for the relocation of and specific repairs to West Street, Reading. Discussed drain contract of 0. Menial & Sons for construction of Bond Street storm drain. Voted to pay contractor at this time amount actually due him at fixed contract prices, but not to pay any extra amount as claimed by the contractor at this time. Hearing on relocation of storm water drain through lands of Hillcrest Realty I;�c., on Franklin Street held at 8:00 P.M. Present were William P. Angelini, Henry J. Angelini and Joseph A. Mazzei, all officers of the corporation. After some discussion, it was agreed by them that they would grant a new easement to the Town as shown on iB.P.W. File Plan A-10-151 and also agreed to extend the street drainage -t- in Joseph (Proposed) Way qo accomodate the new drain easement. Board voted to abandon part of original easement, and to take new easement. Mr. Nelson S. Burbank, 127 Wakefield Street, and Mr. Harold W. Swanson 113 Wakefield Street, conferred with Board regarding the width of a proposed roadway running Northerly from Wakefield Street, between their properties, and which would service a six-lot development. Wakefield Street frontage of this parcel of land had been laid out in house lots some years hence, leaving a forty-foot strip for a roadway. They also requested that they be permitted to use a 20 foot radius on the Westerly intersection of the proposed road with Wakefield Street. Board voted to permit a 40 foot width for the proposed roadway, bat to reserve decision on the 20 foot radius corner until a location survey had been submitted for the Boards approval. Assistant Superintendent reported that construction of Route 128 had blocked access to Quannapowitt Drain Ditch in a section Easterly of Main Street; Wakefield and Southerly of Bay State Road, Wakefield, that he had negotiated with Mr. Carl Kennedy of Bay State Road, Wakefield, for the acquisition of a strip of land which would permit permanent access to the ditch from Bay State Road, and had arrived at a purchase price of $800.00. Board instructed Superintendent to confer with Town Counsel regarding this matter. Voted to move departmental equipment from Pennsylvania Avenue over Christmas week-end, as requested by citizens. Assistant Super- intendent reported dangerous conditions caused by 'ditizens discharging water, from cellar sump pumps, on public highways and sidewalks, which causesice to form on roadways. Voted t o request ruling from Town Counsel stating Jmrisdiction of Board in this matter. -3- Discussed Park Department 1955 Budget at some length. Voted that an additional $500,00 be included in budget for level- ing skating area in Sturges Park. Voted also to omit erection of hockey rink boards at Sturges Park in 1955-1956 season, and to use Memorial Park Hockey rink instead. Reviewed petitions received from citizens for extensions of sani- tary sewers, and discussed 1955 Sewer Construction budget at some length. Board Adjourned at 11:15 P.M.
