HomeMy WebLinkAbout1954-11-29 Board of Public Works Minutes I November 29, 1954 The regular meeting of the Board of Public Works opened at 7:30 P.M. Minutes of previous meeting read and approved. Present were Chairman Kilgore, Messrs. Donahue, Hopkins, Zanni, Johnson and Assistant Superintendent Putnam. Board met with Finance Committee to discuss articles in December 6, 1954 Special Town Meeting warrant. Discussed 1955 salary schedule at some length, Voted to present final draft as submitted by Assist. Supt. as of this date to Personnel Board for their approval. Discussed proposed change in Classification Rules whereby salaried employees, during a declared state of emergency, would be reimbursed by an hourly rate arrived at by dividing one per cent of the employees annual salary by 40, or multiplying the annual salary by the factor .00025. Voted to present an amendment to Article 5 at the December 6, Special Town Meeting increasing the one per cent to two per cent, or by using the factor .0005. Received letter from Personnel Board approving merit pay increases to the following listed employees: Harold J. McSheehy to 01.76'per hour Richard Dugan it 1.61 " IF Frank Dalrymple it 1.4.8 " It Robert Tilton It 1.39 " e Howard Mc Questen ° 1.35 it Albert Heselton ^ 1.64 11 William Knight " 1.56 If Received request from Finance Committee that 01500.00 be transferred from unexpended balance in the Public Works budget to be used as needed in requests for funds from other town departments. Voted to authorize transfer of $1500.00 from Engineering Division Salary Account, there being in that account a surplus due to the fact -2- that at present the Engineering Division has no Land Surveyor, Received letter from Mr. Leon Tarpinian, requesting that hist, Lperformance bond for construction of Tarpin Terrace be extended to October 3, 1955. So voted . Received letter from Camp Fire Girls requesting permission to trim a Christmas Tree for the birds on Reading Common. So voted. Voted to insert sidewalk application notice in Reading Chronicle a second time, in that section commonly reserved for legal notices. Received letter from Town Counsel regarding drainage condition in and abutting Sturges (Private) Road, stating that Board of Survey had incurred no liability by signing official layout of Sturges Road, and that requirements on plan could be changed at discretion of Board of Survey. Town Counsel visited Board to further interpret his ruling - stated Board of Survey could modify approved plan by holding a new hearing, and could require developer to install new and larger drain pipes. Discussed situation at some length. Voted that new drain pipe could not be installed by the Department in 1954, but that project would be among those considered for 1955 budget. Voted to abate excessive water bill of Mrs. Dorothy Peterson, Parkview Road, to the amount of the highest bill incurred by her during the last three years. Voted to hold a special meeting of the Board on Thursday evening, December 9, for the purpose of discussing sidewalk construction and the 1955 budget. Received letter from Home Housing and Finance Authority - road letter and took same under advisement. LAssistant Supt. instructed to investigate subject matter of letter, and fill out application enclosed therein for Federal funds for future Public Works planning, with particular reference to storm water drainage -3- problems.
