The regular meeting of the Board of Public Works opened at
7:30 P.M.
Present were Chairman Kilgore, Messers. Hopkins, Zanni, Johnson
and Assistant Superintendent Putnam.
Minutes of previous meeting read and approved.
Received. request from Mr. Carl Amon, Chairman Finance Committee,
that arrangement be made for inspection of Departmental rolling equip- ,
ment, water and sewer pimping stations, well field and filtration plant
on Saturday morning, November 13. Board instructed Assist. Supt, to
make necessary arrangements for requested inspection.
Considered lack of funds in Water Dept. Maintenance and Construction
Expense appropriation, engendered by new housing developments renewing
water services on South Main Street, and un-anticipated repairs at
Pumping Station No. 1 and Filtration Plant. �.
Voted to request transfer of unexpended balance of High Schal
Water Mains Account amounting to $12,216.85 to Water Dept. Maintenance
and Construction Expense Account at Special Town Muting to be held
December 6, 1954.
Received letter from Ruth Dresser, (Mrs. W.R. Dresser) , Corres-
ponding Secretary, Joshua Eaton P.T.A., requesting information as to
whether or not sidewalks are to be constructed on Oak Street, for the
benefit and use of school children. Matter taken under advisement,
pending report by Assist. Supt. of sidewalk conditions on Oak Street.
Voted to hold special meeting of the Board on Thursday evening
November 18, 1954 to review sidewalk problem in general, and instructed
Assist. Supt. to prepare information regarding same, including a map of a
the Town showing sidewalk conditions in general. J
Received letter from Town Counsel relative to installation of
water mains under the Betterment Act.

Voted to request State Representatives Tanner and Wilkinson to
1 prepare and Pile a bill in the State Legislature permitting the install-
ation of water mains under the Betterment Act.
Voted to write letter Vo School Committee releasing land adjacent
to new Senior High School in Birch Meadow Playground for school purposes.
Transfer to be made at this time if School Committee so desires, but
suggests waiting until the March Town meeting of 1955 when plans of the
Special Birch Meadow Committee are more matured.
Voted to petition Personnel Board for permission to give merit
increases off,06, per hour each to Richard Hume, Transitman, and William
MCBrien, Rodman.
Received application for bituminous concrete sidewalk and granite
curbing installation from Robert V. Pratt et ux, 9 Arlington Street.
Approved and placed on file.
Voted to install water main on Pine Ridge Road, abutting Sturges
Park at cost of $2.25 per foot for Francis Kiley, confirming previous
vote of Board on November 9, 1953.
Received letter from Boston Field Office of Housing and Home
Finance Agency advising correct address of office to contact regarding
availability of Federal funds, for the advance planning of necessary
public works under Public Law 560, 83rd. Congress.
Received letter from State Department of Public Works advising
Board that co-operative snow-plowing would again be practiced on Route
28 (Reading Square) and Route 129 (Salem and Lowell Streets) as is
customary.
Received letter and map from Commissioner of Public Works, John A.
�. Volpe, regarding proposed location of Route 28 By-pass as it passes
through Reading.
Received letter from Board of Selectmen requesting joint meeting

With Board of Public Works for the purpose of discussing Route 28 By-
Pass,
Voted to hold Joint meeting on Monday evening, November 15, 1954, 1
if convenient to Board of Selectmen.
Board voted to commend Chairman Kilgore for completing items listed
on agenda, and for adjourning before 10:30 P.M.
Board adjourned at 10:25 P.M.
