HomeMy WebLinkAbout1954-11-01 Board of Public Works Minutes November 1, 1954 The regular meeting of the Board of Public Works opened at 7:30 P. M, Present were Chairman Kilgore, Messrs. Hopkins, Donahue, Johnson and Assistant Superintendent Putnam. Minutes of previous meeting read and approved. Mr. Walter W. Koerner, 282 South Street, and Mr.. James K. Kounanis, 286 South Street, visited Board to register a protest regarding drainage conditions on their properties caused by development of Sturges (Private) Road. After some discussion it was voted to invite the developers of Sturges Road, Mr. C. Sumner Teel, Mr. Koerner and Mr. Kounanis to visit the Board on November 15, to discuss the drainage conditions in the area. Mr. Anthony J. Pagano, Civil Engineer of Engineering Division, ' visited the Board at Boardts request to explain the work of the Engineering Division, its problems and accomplishments. Discussed Water Dept., Expense account, and received verbal report from Assist. Supt. , of unexpected increase in water main and service pipe application for new housing developments, and the cost of renewing water service on Main Street prior to resurfacing. Taken under advisement pending preparation by the Assist. Supt. , of a complete list of necessary Water Dept. expense account requirements for the remainder of 1954. Received further report from Assist. Supt. of Chapter 90 hearing at County Commissioners office. Board voted to instruct Assist. Supt . to increase State and County allotments for 1955 Chapter 90 Construction of West Street, if possible. Received petition signed by ten abutting property owners for the acceptance as a public way of Glenmere Circle. -2- Voted to accept petition, and process same in usual manner. Ellison - 61 Grand Street Cyril H. Butler - at ux - 28 Fairview Avenue Following granite curbing applications received, approved and placed on file: Natala T. Bellantoni - at ux - 113 Hopkins Street Leslie G. Hodgkins Jr. , at ux - 119 Hopkins Street Leroy J. La Fleur - 21 Middlesex Avenue Louise B.. Whithed - 36 Grand Street . Voted to petition Personnel Board to approve promotion of Edgar R. Louanis, Junior Draftsman, to the classification of Junior Office Engineer, at a salary of $60.00 per week. Voted to request approval of Personnel Board of employing Donald G. Davis, 10 Linden Street, Reading, as Junior Draftsman at a starting wage of $1.25 per hour. Received quotation from Atlantic Flag Pole Co., for resetting Reading Common flag pole, in the amount of $720.00. This Quotation has been turned over to the proper insurance agency. Received petition for extension of the common sewer in Ordway Terrace. Accepted petition, to be processed in usual manner. Received opinion from Town Counsel relative to change in Betterment Act payments. Chapter 286 of the Acts of 1954 amends the provisions of the Betterment Act, Chapter 80 of the General Laws, so as to permit apportionment of betterment assessment to be. slread over a period of twenty years instead of ten years. Received letter from John J. Pierce Jr., 86 Forest Street requesting ', extension of Stoney Brook culvert twenty feet Southerly from its present -3- terminus, and offering to pay for the pipe if Town forces would install Lsame, Voted to install drain pipe, if Mr. Pierce procures same, and to erect man-hole at angle point, Mr. Pierce to supply materl&s. Discussed at some length request by Assist. Supt. , that Water Dept, Foreman and employees be permitted to work, on Saturdays, for private developers installing water mains. Voted to permit Water Dept.
