The regular meeting of the Board of Public Works opened at
7 :30 P.M.
Present were Chairman Kilgore, Messrs. Hopkins, Donahue, Johnson,
Zanni and Assistant Superintendent Putnam.
Minutes of previous meeting read and approved.
Received letter from Board of Selectmen commending department for
work during Hurricane Carol and Edna.
Received letter from Board of Selectmen stating that the fuel
oil contract for 1954-1955 season had been awarded to Banta Coal and 011
Co. Inc., of Medford, Mass. , the low bidder.
Received letter from Board of Selectmen pledging their support
in the suggested purchase of land for future playground areas in various
parts of Reading. Instructed Assist. Supt , to institute search for such
areas, particularly in the North-East sector of town.
Received letter from several property owners on Whittier Road,
requesting relief from drainage conditions in Birch Meadow, As this
problem is now being considered by the Birch Meadow Development Committee,
it was voted to advise Whittier Road residents of same.
Request for transfer of funds to Water Dept., Expense account
received from Assist. Supt . Voted to defer action until next Board
meeting, November 1.
Conferred at some length with Town Counsel Samuel H. Davis regarding
Bond Street storm drain contract with 0. Menici & Sons of Peabody, Mass.
Town Counsel interpreted his written opinion of subject matter of
contract.
Mr. Harry E. Smith of 42 Willow Street conferred with Board regarding
damages which he claims were caused to his property by Bagarella Const. Co. ,
during installation of High School sewer, and also discussed the connect-
-t-
ion of his premises to the main trunk sanitary sewer in the easement
area.
Board voted to permit Mr. Smith to enter the sanitary sewer as
aforesaid, at his expense. Also instructed Assist. Supt, to contact
Whitman & Howard regarding liability of Bagarella Const. Co., to effect
repairs of alledged damage to lands of Mr. Smith,
Mr. 0 . Menici and Mr. Philip Menici conferred with Board at some
length regarding payment for peat removal and gravel borrow on Bond
Street drain contract which are not included in the contract but which
the contractors claim are due them. After a lengthy discussion, it was
voted to defer final decision until more data was secured regarding the
location of the gravel claimed by the contractors.
Chairman Kilgore, who is the representative of the Board of Public
Works on the Birch Meadow Development Committee, reported that the Birch
Meadow Committee have recommended construction of Hartshorn Street from
Bancroft Avenue Easterly to Longfellow Road for its full width, and the
construction of a foot path ten feet in width from Longfellow Road to the
High School property. .
Received letter from Mr, & Mrs. Kenneth Nichols, 1159 Main Street,
requesting that the proposed new North Main Street sidewalk be extended
80 feet, northerly from its proposed Northerly terminus, to permit
their small child a safe route to the school bus stop. Voted to petition
the State Department of Public Works to extend sidewalk as requested,
and guarantee surfacing and maintenance of same to the State.
Received letter from Rachel L. Christensen, Program Chairman,
Reading Council of Girl Scouts, requesting permisdon to plant bulbs
at several locations as a part of their community service program.
Permission granted.
