The regular meeting of the Board of Public Works opened at
7:30 P.M.
Present were Chairman Kilgore, Messrs. Hopkins, Johnson, Zanni
and Assistant Superintendent Putnam.
Minutes of previous meeting read and approved.
Delegation of citizens from Henzie Street visited Board to request
a 6" water main be laid in Henzie Street to replace an existing 11"
main, which, they stated, was inadequate,to supply their houses with
water.
Request taken under advisement , pending report from Assistant Supt.
Mr. Wallace Haynes, 47 Cross Street, and Mr. Carl Ceder, 39 Cross
Street appeared before Board to protest drainage conditions on Cross
Street during the record rain fall of Sept. 11, 1954• After explanation
by Board of conditions causing flood , they agreed an abnormal situation
had existed on Sept. 11.
Adjourned at 8:30 P.M. to meet as Board of Survey.
Reconvened at 9:00 P.M. as Board of Public Works.
Following pole location hearings held at 9:00 P.M. :
Pearl St. , - Easterly from Main Street - One pole.
Pearl St ., - From 819 * feet Easterly from Main St. , -Four poles
No one appeared in opposition, permits granted.
Pearl St ., - On old portion, Northerly from Bunker Ave. ,Three poles.
Mr, and Mrs. Brown of Pearl St . , and
Mr. William Whalen of N.E. Tel. & Tel. appeared, in favor, permits
granted.
Authorized signing of plan showing 50 foot strip of land on Joan
Street to be conveyed by Town of Reading to Walker of Wakefield.
1Report received from Assistant Supt. regarding damage to culvert
on Intervale Terrace near Lowell Street, which. was partially collapsed
by flood caused by Hurricane "Edna."
Voted to effect repairs on existing stone box culvert .
Discussed Hurricanes "Carol" and "Edna" relevant to the Public
Works - Department , and received verbal report from Assistant Superin-
tendent as to damage incurred.
Discussed removal of tree stumps from private property by Depart-
went personnel and equipment.
Voted to defer action until more requests from property pwners
are received .
Received letter from Whitman & Howard, enclosing an itemized bill
in the amount of 12,050.31 for engineering services performed after the
date for final completion of the Bagarella Construction Co. Inc. , sewer
contract, and stating that it is their opinion that liquidated damages
of that amount ($2,050.31) should be charged to Bagarella because of
his delay in completing the work.
The letter also stated that a certificate of final completion has
not been issued on the Bagarella contract, and that figures are being
prepared showing the total amount earned by Bagarella on the sewer
vontract.
Received letter from Town Clerk stating that Notices of Claim have
been filed in his Office against Bagarella Construction Co., as follows:
Fulghto Contracting Co.-012,928.36 plus interest from Nov.15,1953
John Gallugi,* 67 Melvin St. ,Wakefield (Asphalting Trenches)$508.00
Voted to assess liquidated damages against Bagarella Construction
Co., to the full amount *of Whitman & Howard extra Engineering services
bill, 02,050.31, as recommended in Town Counsels letter dated August 9,
1954.
Received letter from Town Counsel relative to settlement of damage
claim for sewer egsement with Richard E. Merrill at ux off Intervale
Terrace.
Voted to pay damage claim of 11,000.00 as recommended by Town Counsel,
and signed voucher therefor.
Received letter from William F. and Nettie B. Pitman, 27 Grove
Street, protesting the intrusion of storm water drainage from Grove
Street through their property Easterly of Grove Street.
Assistant Superintendent instructed t o investigate subject of protest,
and report back to Board .
Voted to post on bulletin boards at Municipal Garage on expression
of the Boards appreciation to the employees of the various Public Works
Departments for their untiring efforts during the recent Hurricanes.
