HomeMy WebLinkAbout1954-07-26 Board of Public Works Minutes July 26, 1954 , J The regular meeting of the Board of Public Works opened at 7:30 P. M. Present were Chairman Kilgore, Messrs. Donahue, Hopkins, Zanni, Assistant Superintendent Putnam and Philip Welch. Minutes of previous meetings read and approved. Received cellar drain request from Mr. William G. Lewis, 27 Hopkins Street. Request granted, subject to usual conditions. ' Received' petition requesting extension of sanitary sewer in West and Woburn Street to service property at 302 Woburn Street. 'Accepted petition, placed on file until funds. are available. Received bituminous concrete sidewalk application from Leroy J. ^� La Fleur, 21 Middlesex Avenue, Reading. Approved, placed on file. Received Granite Curbing applications as follows: Louis B. Whithed - 36 Grand Street, Leroy J. LaFleur - 21 Middlesex Avenue. Approved applications , placed on file. Received letter from School Committee, requesting that a fire hydrant be installed at the rear corner of the gymasium of the new ! Senior High School. Voted to advise the School Committee that the Board will provide adequate fire protection as requested. 1. When final finished grading plans for the school are completed, approved by the School Committee, and let out for contract, the Board of Public Works requests a copy of these plans; 2. If the items requested in the preceding sentence are complied with, the additional hydrant will be installed prior to -2 actual finish grading. I Temporarily adjourned at 8:00 P. M. to sit as Board of Survey. Reconvened at 9:00 P. M. as Board of Public Works . Received petition signed by three property owners of Criterion (Private) Road, requesting that a portion of Criterion Road be accepted as a Public Town Way. Accepted petition, subject to receiving further specific details on portion to be accepted. Received petition signed by thirteen abutting property owners on Franklin Street, requesting the Board to survey the drainage conditions on Franklin Street between Nos. 341 and 195, and to take the necessary steps to provide proper drainage of surface waters theron. Accepted petition, and instructed Assistant Superintendent to make a survey of the location specified and report back to the Board. Discussed matter of making legal entry on South Street, in locus of March, 1954 relocation of street lines . Authorized Assistant Super- intendent to negotiate with property owners from whom land was taken, specifically Massachusetts Builders, Inc. , who are constructing houses on the Westerly side of South Street, and also to effect legal entry on the relocated section. Received letter and accompanying plan from 0. C. Benson, Division Engineer, Boston & Maine Rail Road, regarding a parking area in process of development on Railroad property easterly of Lincoln Street, request- ing two entrances and two exits to the area, also a connection to the town storm drain system. After some discussion it was agreed by the Board that, while they had no major objections to the plan as submitted, 1 they felt that a consultation with the Board of Selectmen would be ad- visable before approving the plan. Received letter from H. G. Gray, Chief Engineer, State Department -3- of Public Works, advising Board that Auto Route 28 from the Boston & Maine Railroad to Route 128 a length of 0.96 miles , would be re- surfaced in the near future with a 2* inch thick type I mix, and that no work, except of an emergency nature, could be accomplished for a five year period after the new surface is laid. Assistant Superintendent instructed to prepare a report showing any necessary new construction or repairs contemplated on this section of Route 28. Received letter from L. M. Pittendreigh, representing Whitman & Howard, Engineers, reporting that the new Byron-Jackson pump installed by D. L. Maher Co. , in Pumping Station No. 3, now meets the requirement of the specification contained in Maher Co. 's contract with the Town of Reading, dated May 8, 1951, and enclosa£ a certificate for final payment of the contract, subject to certain defective piping in Pump- ing Station No 2 being corrected. Note from Assistant Superintendent reporting partial collapse of Stoney Brook culvert on Forest Street, and recommending the present stone box culvert be replaced with 30 inch concrete pipe. voted to replace culvert as recommended, providing funds are available. Signed Pole location permits as follows: Brook Street-Northeasterly from Summer Avenue-One (1) Pole. Walnut Street-At corner of Pine Ridge Road-Relocate One (1) Pole. West Street-At Selfridge Road-Relocate two (2) Poles. Walnut Street-340 feet Northeast of South Street-One (1) Pole. Received letter from Insurance Committee listing amounts presently insured or recommended to cover buildings under jurisdiction of the Board of Public Works, bond on 80% of present day value. Approved amounts as listed, with the exception of the Sewer Pumping Station, with machinery and equipment, on Willow Street, listed at $30,000.00, which the Board voted to change to $50,000.00. 4 . E Received report from Assistant Superintendent on 2#" fire hose prices. Voted to authorize Assistant Superintendent to negotiate with Fire Chief Eames on this matter. Considered report from Assistant Superintendent on reconstruction of Easterly side of Minot Street, including removal of street car ties, excavation of subgrade, gravel fill, and surface treating.
