The meeting was held in Room 16 of Town Hall and was called
to order by Chairman Don Allen at 7:35 P.M.
Members Present: Donald Allen, Chairman

I. ACTION ITEMS:
Warrant Articles: Discussions
Chairman opened meeting with a recapping of November 1
Selectmen's Meeting. Town bonds and their rates was dis-
cussed at length.
Charles Catalfamo brought conversation to Fire Dept.
memorandum from the Fire Chief and explanation was given by
Mr. Heichenbleikner on contents of letter.
Peter Heichenbleikner proceeded also to explain Special
Warrant on Instructional Motions to the committee. A brief
discussion on instructional motions was then held between
Mr. Heickenbleikner and Dean Haskell.
Unemployment topic was brought up, discussing an analysis
of Insurance Program and Reimbursement.
The Conservation Comm. requests $3,000 to help pro-
cedures. There exists a new Conservation Administrator.
Over $3,000 saving in salary account, which means :no addi-
tional cost to the Town of Reading.
Selectmen are establishing a parking program at the
Reading Depot. This means $30 - $40,000 revenue. The
Committee may use this fund as a seed. More specifics to
follow from Mr. Heickenbleikner on this issue.

NO Motion.
Article 10
Funding Salary Expenses (Exec. Session discussion)
No Motion.

Library Roof
Motion: Mr. McMenamin moved to accept proposal.
Seconded by Liz Greene in the amount of $1500.
Vote: 7 - 0 - 1 accepted.
Article 17
Increase Salaries for Assistant Assessors/Assessors
Motion: Mr. McMenamin moved to accept proposal.
Mr. Mucci seconded.
Discussion between Taft Porter and Peter Heickenbleikner.
Mr. Porter qualified the Article's intent and indepth ex-
planation of certification and people affected by the
Article's eligibility was explained. (Any person now in
the Assessor's Office would qualify for this) .
Paul Devlin asked further questions about adoption of this
law. After discussing with Committee, Article was opposed
unanimously.

Adopt By-Law - Cemetary Rules and Regulations
Motion: Brian McMenamin moved to approve.
Seconded by Liz Greene
Vote: None. Motions withdrawn.
No action at this time.
Article 24
Health Benefits Article
No motion.
Article 27
Transfer Care, custody of Platt 133, Lot 8
Motion: Mr. McMenamin moved to approved.
Mr. Devlin seconded the motion.
Dean Haskell held opposing discussion on this Article. Dis-
agreement to Haskell's opposition by Taft Porter followed.
4 Vote: 6 - 2 - 0 accepted.
Article 28
No motion or vote at this time on Article 28. Tabled
until next FinCom Meeting.
II. OTHER BUSINESS:
Mr. Hechenbleikner presented Building Program
Summary of Reading Fire Headquarters.
Mr. Hechenbleikner announced a cable television pro-
gram will be airing a 30-minute presentation on Reading
Fire Headquarters on Thursday, November 3, at 9:00 P.M.
and also on Monday, November 7 at 7:35 P.M.
Suggestion made that Executive Session follow this
meeting - all agreed. Liz Greene stated should not go
into this session.

III. NEXT MEETING:
The next meeting of FinCom will be held at the Employee
Lounge of Reading Town Hall on Monday, November 7th.
Polling vote for Executive Session was then made:
Mucci - yes
McMenamin - no
Greene - no
Haskell - yes
Catalfamo - yes
Allen - yes
IV. ADJOURNMENT:
The meeting was adjourned into Executive Session at 9:05 P.M.
